There is a general expectation that open government data (OGD) can lead to the generation of value for government, business, and society. However, there appears to be a lack of scholarly literature that empirically validates what this value is or how it emerges. This paper addresses this concern by exploring what empirical evidence currently exists about the effects stemming from OGD in the case literature. Through the use of a literature review, 17 papers capturing empirical evidence were identified and, from these papers, a systematic collection of statements was extracted from which 173 were retained to construct what we term nine stylised facts. The identified stylised facts depicting features and correlations provide some insights into the de facto positive, negative and/or inconclusive effects relating to OGD as opposed to simply opinions and beliefs.

This chapter explores the concept of open data with a focus on Open Government Data (OGD). The chapter presents an overview of the development and practice of Open Government Data at the international level. It also discusses the advantages and benefits of Open Government Data. The scope and characteristics of OGD, in addition to the perceived risks, obstacles and challenges are also presented. The chapter closes with a look at the future of open data and open government data in particular. The author adopted literature review as a method and a tool of data collection for the purpose of writing this chapter.

Satu Data Indonesia (SDI) merupakan upaya untuk menyediakan data yang kredibel, akuntabel, dan mutakhir dengan jalan membangun database pemerintah yang dapat digunakan sebagai acuan dalam setiap pengambilan kebijakan dan implementasinya. Inisiatif tersebut merupakan mandat Presiden yang tertuang dalam Peraturan Presiden No. 39 Tahun 2019. Namun, dalam pelaksanaannya masih dijumpai banyak tantangan dalam perencanaan, pengumpulan, pemeriksaan, dan penyebarluasan data. Dengan pendekatan literature review, tujuan dari studi ini adalah untuk mengidentifikasi tantangan atau permasalahan implementasi SDI dan menentukan Critical Success Factors (CSFs) dalam pelaksanaan SDI dari berbagai CSF Open Government Data. Hasil dari studi ini diharapkan dapat menjadi masukan dalam pelaksanaan SDI dan penyusunan kebijakan turunan dari Peraturan Presiden mengenai SDI.
