[First paragraph of Introduction]: Many observers have written about the philosophical shift in Canadian politics and social policy in the last decades of the 20th century while others have looked at its impact on the voluntary sector - the traditional deliverers of Canada's social programs. In this paper we explore the responses of 645 voluntary organizations to the recent policy shifts. First, we examine organizations’ perceptions of and responses to these policy shifts. Then we compare differences in attitudes and actions among the provinces. Finally, we ascertain the role of economic, political, social and cultural heritage in explaining the relationship between provincial governments and the third sector. While there are national forces and trends that affect the voluntary sector, each province in Canada has a unique economic, political and cultural history that affects attitudes, actions and policy choices. The voluntary sector has long been seen as the foundation of a healthy civil society (DeTocqueville, 1961; Leonard & Onyx, 2003). Yet, substantial growth in the last two decades in demand for voluntary sector services in Canada has been accompanied by a significant reduction in government resources supporting the sector’s activities (Browne, 1996). This confluence of sector growth and decreased governmental support has resulted in increased competition among voluntary organizations for both capital and human resources (Meinhard & Foster, 2000). Furthermore, the ethnic transformation of Canadian society raises knowledge, policy and practical issues across all sectors, including the voluntary sector. These conditions have pushed many in the voluntary sector to reach beyond their traditional bases of support to consider hitherto untapped segments of society. However, research on the Canadian voluntary sector, particularly with a cross-cultural lens, is a relatively new research domain, with many gaps in the knowledge base. Berger (2004) and Berger & Azaria (2004) have proposed, tested and supported a framework that traces the relationship between sub-group identity and volunteering, as mediated by attitudes, norms and social barriers. In this paper we extend this framework in order to consider the role of volunteering in social integration. (See Figure 1 below.) We use the 2002 Ethnic Diversity Survey (EDS) not only to investigate this relationship in general, but also to examine how it might be moderated by generation and ethnic identification. The cuts are a manifestation of a major philosophical shift in government-third sector relations. We have already examined the impact of this shift on voluntary organizations in several papers (Foster and Meinhard, 2002; Meinhard and Foster, 2003a & b). We now turn our attention to the government sector and its vision for the future. AbstractAlthough the voluntary sector is internationally valued as an integral component of the welfare mix, studies on East Asian welfare regimes have primarily focused on state-market-family interactions, paying scant attention to the long-standing and pivotal role of voluntary agencies in their construction. This case study illuminates this less-known aspect of modern welfare history in the context of South Korea, with a particular focus on the activities of voluntary organizations. The study categorizes South Korean voluntary associations into four types and examines their different contributions in shaping South Korea’s welfare regime, by applying Young’s framework on government–voluntary organizations relations. This historical exploration on the South Korean voluntary sector aims to deepen understanding of an East Asian welfare state regime. It further suggests that current welfare mix debates, focusing on the service delivery role of voluntary organizations within Western European welfare states, should be broadened.

Purpose The purpose of this paper is to explore the conditions that create a “good” prison visit, focussing on the role that a dedicated third sector-run prison visitors’ centre plays in creating a supportive environment. Design/methodology/approach This paper draws on a synthesis of empirical data gathering conducted over a decade at a voluntary sector-managed prison visitors’ centre based at a male prison in Northern England. The paper draws specifically on qualitative data gathered through four independent evaluations of the centre over a ten-year period. Findings An important point to emerge from the research is the unwavering importance of the prison visit in the life, well-being and regime of a prisoner. Prison visitors’ centres are shown to be an important part of creating positive visits experiences offering a space for composure and for support for families. Originality/value Many voluntary sector organisations are unable to commission large research and evaluation studies, but are often able to fund smaller pieces of work. Pooling qualitative evidence from smaller studies is a viable way to potentially strengthen commissioning decisions in this sector.

Purpose The purpose of this study is to examine the relationship between transformational leadership and volunteers' performance and the role of self-efficacy as a mediator in this relationship. Design/methodology/approach This is a study based on responses to a questionnaire completed by a sample of volunteers in a voluntary sector organization in Hong Kong. This was an application of intrinsic motivation theory. Findings 1. Transformational leadership is positively associated with volunteers' performance, both in-role and extra-role. 2. The positive relationships between transformational leadership and volunteers' performance, both in-role and extra-role, are mediated by self-efficacy. Research limitations/implications This research has originality in that it studies these relationships in a voluntary sector organization. It uses questionnaire responses for data and hence there is no direct observation or measurement of volunteer performance. Practical implications Voluntary service organizations need to focus on issues of intrinsic motivation and personal development for volunteers. Originality/value This study has originality in enhancing the understanding of mechanisms mediating the relationship between transformational leadership and volunteers' performance.
