There is a debate between land owners, who think their property should be approved for higher height permissions of zoning by-laws due to being located close to a transit station, and policy makers who want to consider potential future developments in a way to suit the whole area. This study tries to establish a methodology and provide a decision making tool by introduction of a land-use and transportation interaction (LUTI) model considering all the involved aspects such as a number of settled households, their income level, number of employments and categorization, travel preferences and inventory of housing. The goal is to observe what housing demand changes will occur, where and what types are most wanted, at the smallest currently possible level of census dissertation area (DA) for conditional scenarios of before and after completion of major transit projects of light-rail transit (LRT) and subway in the study area.

The facts, figures, and inferences in chapter 7 regarding municipal behavior toward transit-oriented housing opportunities illustrate many points. Still, there is much that even a careful statistical analysis might miss or misunderstand. For that reason, we also explored what we could learn by talking to real planners about these issues. The case of San Diego is interesting and useful for several reasons. First, the San Diego Trolley is the oldest of the current generation of light rail projects in the United States. Unlike many newer systems, the age of San Diego’s rail transit (the South Line opened in 1981) allows time for land use planning to respond to the fixed investment. Second, the San Diego system is no stranger to modern transit-based planning ideas. The San Diego City Council approved a land-use plan for their stations that includes many of the ideas promoted by transit-oriented development (TOD) advocates (City of San Diego, 1992). Third, the light rail transit (LRT) authority in San Diego County, the Metropolitan Transit Development Board (MTDB), is often regarded as one of the more successful municipal LRT agencies. The initial parts of the MTDB rail transit system were constructed strictly with state and local funds, using readily available, relatively low-cost technology (Demoro and Harder, 1989, p. 6). Portions of San Diego’s system have high fare-box recovery rates, including the South Line, which in its early years recovered as much as 90 percent of operating costs at the fare box (Gómez-Ibáñez, 1985). All of these factors make San Diego potentially a “best-case” example of TOD implementation. When generalizing from this case study, it is important to remember that the transit station area development process in San Diego is likely better developed than in many other urban areas in the United States. The results from San Diego County can illustrate general issues that, if they have not already been encountered, might soon become important in other urban areas with rail transit systems. Also, given San Diego County’s longer history of both LRT and TOD when compared with most other regions, any barriers identified in San Diego County might be even more important elsewhere.

In the attempt to study Light Rail Transit (LRT) systems, and their necessary underlying components, such as Park and Ride (P&R) sub-systems, this article aims to showcase the importance of land-use as a criterion in the selection of trip starting locations (i.e., points), that can potentially be used as the basis for quantitative studies on LRT and P&R systems. In order to achieve this goal, a method is introduced for the selection of locations that produce P&R mode trips based on the land-use attributes of sub-zones or neighborhoods, as they are included in Sustainable Urban Mobility Plans (SUMPs). Those land-use attributes are utilized as sub-criteria for the classification and valid selection of trip starting locations out of a broader dataset of available locations. As a second supportive technique that needs to be utilized for this study, an algorithm is introduced, which allows us to test the effectiveness of the method and the importance of land use as a criterion. The algorithm enables the calculation and comparison of the attributes of the trips to be followed by P&R mode users starting from selected trip starting locations for each zone in a city and having as destinations the several available P&R facilities. Results for the methods introduced in this article are showcased based on a case study on the mid-sized city of Cuenca, Ecuador, in which, several metrics, such as traveling times considering different traffic scenarios, are examined for the potential P&R mode trips as they emerge from real-world data.

Policy makers and service providers must have a good understanding of the determinants of passengers’ satisfaction with light rail transit (LRT) in order to be able to formulate effective strategies that ensure passenger satisfaction, which would in turn help to retain existing passengers and attract new ones. This is seen as the most important determinant of the long-term financial performance of LRT service. In this context, the present study seeks to establish the influence of passenger expectation, perceived quality and perceived value on their satisfaction with the service provided. A total of 417 responses from a self-administrated questionnaire were collected from LRT passengers in Kuala Lumpur, Malaysia. The proposed model was tested using a structural equation model. The results proved the significant and direct effect of perceived quality and perceived value on passenger satisfaction. Of the factors, perceived quality is the most critical construct determining the satisfaction level of LRT passengers. The present study concludes by deriving the theoretical and managerial implications on the field of transport. This study provides beneficial information which helps service providers, authorities, policy makers, planners, and researchers formulate effective strategies to increase the use of LRT service, especially in Kuala Lumpur, Malaysia, and other alpha and metropolitan cities in general.

Edmonton is currently implementing a plan to significantly expand its light rail transit network. Transit expansion is part of a larger plan to encourage transit-oriented development (TOD) around new and existing transit stations and precipitate a shift towards more dense, efficient land use. Transit technology and routes were then selected, in part, based on their perceived ability to facilitate TOD, and the City has also created the TOD Guidelines and created the TOD Manager position to advance their land use goals. This research includes interviews with 6 developers who are currently undertaking large TOD projects to understand their perceptions of TOD as an investment in the Edmonton, and how effectively municipal decisions have facilitated TOD. The TOD Manager was interviewed, as he plays a critical role in facilitating TOD in Edmonton, as was a planner from the City of Edmonton to provide insight into TOD from a planning perspective and the development approvals process. Transit-oriented development (TOD) is based around transit stations, with the emphasis on high population density and multifunctional areas in promoting sustainable mobility. This study aimed to develop a TOD model that could achieve an optimum land use allocation to maximize transit ridership. A critical literature review, an analysis of value engineering through function and benchmarking studies were conducted in order to develop a baseline plan for a TOD model, which was then optimized using linear programming. A total of four light rail transit (LRT) stations located in Jakarta were used as the case study to represent model implementation, ridership evaluation and optimal design. The optimization results showed that office workers constituted the highest number of transit passengers, followed by those working in hotels and commercial/retail and residential users. It was also found that optimizing the design of the TOD can increase the number of daily LRT passengers by up to 55%.

Transit-oriented developments are touted as providing a variety of social benefits, but personal benefits to residents are underresearched. The authors surveyed 51 residents before and after a new light rail stop was constructed in their revitalizing Salt Lake City neighborhood. Residents anticipated and then later experienced increased housing and neighborhood economic values, enhanced sense of community, and improved neighborhood reputation. Residents experienced greater than anticipated pedestrian and child safety after rail service started. Compared with resident perceptions of walkable neighborhoods elsewhere, the Salt Lake residents perceived their neighborhood to be denser, and offering less land-use diversity and more crime safety problems. Perceived walkability increased, with residents reporting greater land-use diversity and neighborhood satisfaction after rail stop completion. However, residents said more stores, parks and trails, and trees would improve walkability. These results show the personal benefits residents desire to make transit-oriented living a satisfying residential alternative.
