Building on the considerable momentum from the commencement of the Decade of Ocean Science, the Ocean-climate nexus will be center stage at COP26. Many countries are including blue carbon Ocean commitments in their second round of nationally determined contributions (NDCs), and there is a need to harmonize the science, law, and economics of Ocean-based climate mitigation and adaptation strategies to enable implementation of Ocean commitments under the Paris Agreement. In addition, consistent with the Paris Agreement preamble's focus on human rights, the rights and empowerment of vulnerable and marginalized communities, and intergenerational equity, the design and implementation of Ocean commitments in NDCs should be centered on considerations of climate justice (“climate-just Ocean commitments”). The challenges and opportunities inherent in implementing climate-just Ocean commitments require a comprehensive review of the latest innovations in blue carbon scientific research, the enabling conditions necessary for uptake of this science into policies and decision making, and the financial structures needed to equitably finance Ocean nature-based solutions. Responding to this need, we propose that a framework is needed to support the inclusion of blue carbon sequestration potential in ambitious national and subnational action. The proposed framework should center on the intersectionality of climate justice with the three key layers essential to implementation of Ocean commitments—science, law, and economics—where traditional and local ecological knowledge is valued on par with western science, law and policy centers on vulnerable communities, and financial mechanisms respect national sovereignty, value local cultures, and support sustainable economic development.

The green bond market develops rapidly and aims to contribute to climate mitigation and adaptation significantly. Green bonds as any asset are subject to transition climate risk, namely, regulatory risk. This paper investigates the impact of unexpected political events on the risk and returns of green bonds and their correlation with other assets. We apply a traditional and regression-based event study and find that events related to climate change policy impact green bonds indices. Green bonds indices anticipated the 2015 Paris Agreement on climate change as a favorable event, whereas the 2016 US Presidential Election had a significant negative impact. The negative impact of the US withdrawal from the Paris agreement is more prominent for municipal but not corporate green bonds. All three events also have a similar effect on green bonds performance in the long term. The results imply that, despite the benefits of issuing green bonds, there are substantial risks that are difficult to hedge. This additional risk to green bonds might cause a time-varying premium for green bonds found in previous literature.

Abstract While the intergovernmental climate regime increasingly recognizes the role of non-state actors in achieving the goals of the Paris Agreement (PA), the normative linkages between the intergovernmental climate regime and the non-state dominated ‘transnational partnership governance’ remain vague and tentative. A formalized engagement of the intergovernmental climate regime with transnational partnerships can increase the effectiveness of partnerships in delivering on climate mitigation and adaptation, thereby complementing rather than replacing government action. The proposed active engagement with partnerships would include (i) collecting and analyzing information to develop and prioritize areas for transnational and partnership engagement; (ii) defining minimum criteria and procedural requirements to be listed on an enhanced Non-state Actor Zone for Climate Action platform; (iii) actively supporting strategic initiatives; (iv) facilitating market or non-market finance as part of Article 6 PA; and (v) evaluating the effectiveness of partnerships in the context of the enhanced transparency framework (Article 13 PA) and the global stocktake (Article 14 PA). The UNFCCC Secretariat could facilitate engagement and problem solving by actively orchestrating transnational partnerships. Constructing effective implementation partnerships, recording their mitigation and adaptation goals, and holding them accountable may help to move climate talks from rhetoric to action.

This study aims at evaluating the environmental education (EE) and communication intervention for the valorization of migratory fish resources in an estuary of northern Portugal. The EE component intervention was implemented among Middle School pupils of that region. Students’ knowledge was quantitatively evaluated with an experimental approach of pre-testing and post-testing, on the ocean and estuarine literacy (OEL) and biology of migratory species, such as sea lamprey. This study also analyzes the communication component developed via social media. Results of the EE component show an evident increment of OEL (p < 0.05). It is also highlighted that students had previous knowledge on issues that are not covered in the curriculum. Social media has shown to be an effective communication tool mostly among the scientific community (e.g., Ethnobiology). The research has various implications to OEL since it brings a new perspective towards the integration of ocean literacy in formal education; as well as the valorization of Students’ local ecological knowledge and of inter-generational dynamics. This study contributed to promoting local biodiversity, OEL, and participatory local governance of these ecosystems.
