Reliable access to electricity is still a challenge in many developing countries. Indeed, rural areas in sub-Saharan Africa and developing countries such as India still encounter frequent power outages. Local energy markets (LEMs) have emerged as a low-cost solution enabling prosumers with power supply systems such as solar PV to sell their surplus of energy to other members of the local community. This paper proposes a one-to-one automated negotiation framework for peer-to-peer (P2P) local trading of electricity. Our framework uses an autonomous agent model to capture the preferences of both an electricity seller (consumer) and buyer (small local generator or prosumer), in terms of price and electricity quantities to be traded in different periods throughout a day. We develop a bilateral negotiation framework based on the well-known Rubinstein alternating offers protocol, in which the quantity of electricity and the price for different periods are aggregated into daily packages and negotiated between the buyer and seller agent. The framework is then implemented experimentally, with buyers and sellers adopting different negotiation strategies based on negotiation concession algorithms, such as linear heuristic or Boulware. Results show that this framework and agents modelling allow prosumers to increase their revenue while providing electricity access to the community at low cost.

Traditional transport planning methods are costly and require an advanced degree of understanding not only from the involved transport planning professionals, but also the politicians who must approve the resulting outcomes and transport interventions proposed that are based on these traditional methods. A different approach is proposed for small and medium-sized cities in developing countries that have less technical expertise and fewer financial resources to improve their public transport situation. This approach was trialed in a medium-sized city in West-Asia (Batumi, Georgia) and also in Central Asia, in a larger city (Bishkek, Kyrgyzstan). The planning interventions suggested in the medium-sized city were validated by an independent consultant at the request of Batumi City planning agency, using traditional transport planning methods, which shows promise for the new low-cost method proposed. With additional validation and research, it may be possible to expand and apply this method to South Asia, sub-Saharan Africa, and any other area of the world suffering from similar transport planning constraints to these developing regions. If successful, these planning methods could rapidly transform such cities and urban areas to become less carbon intensive and concurrently more efficient and comfortable for public transport users.

An estimated 80 % of all illnesses in developing countries is in one way or another related to water. In order to alleviate this most serious condition, the united Nations has initiated the “International Water Decade”, for which the estimated costs are $600 000 million, a sum which is far beyond any available means. By application of “low-cost technology” this sum could be reduced to $100 000 million which brings the objective within the reach of possibility. Details are given of the design and methods of construction of units which are best suited to the specific requirements and which would be simple, reliable and economical to operate. These can be constructed largely from local materials and by local labour. The need for appropriate training of both operators and the user population is stressed.

Background. Capacity building is essential in low- and middle-income countries (LMICs) to address the gap in skills to conduct and implement research. Capacity building must not only include scientific and technical knowledge, but also broader competencies, such as writing, disseminating research and achieving work–life balance. These skills are thought to promote long-term career success for researchers in high-income countries (HICs) but the availability of such training is limited in LMICs. Methods. This paper presents the contextualisation and implementation of the Academic Competencies Series (ACES). ACES is an early-career researcher development programme adapted from a UK university. Through consultation between HIC and LMIC partners, an innovative series of 10 workshops was designed covering themes of self-development, engagement and writing skills. ACES formed part of the African Mental Health Research Initiative (AMARI), a multi-national LMIC-led consortium to recruit, train, support and network early-career mental health researchers from four sub-Saharan African countries. Results. Of the 10 ACES modules, three were HIC-LMIC co-led, four led by HIC facilitators with LMIC training experience and three led by external consultants from HICs. Six workshops were delivered face to face and four by webinar. Course attendance was over 90% and the delivery cost was approximately US$4500 per researcher trained. Challenges of adaptation, attendance and technical issues are described for the first round of workshops. Conclusions. This paper indicates that a skills development series for early-career researchers can be contextualised and implemented in LMIC settings, and is feasible for co-delivery with local partners at relatively low cost.
