The bioeconomy occupies the centre of the Green Deal, the EU’s plan to support transformative growth following the COVID-19 episode. However, parts of the EU, such as countries in Central and Eastern Europe (CEE) continue to lag behind in harnessing the potential held by the bioeconomy. This article argues that in CEE countries, where the primary and conventional bioeconomy sectors play a more important role, ‘early’ transition pathways such as improvements in productivity and practice- as well as commercialisation-oriented innovation (the do–use–interact model: DUI) are just as important as approaches based on (generally publicly supported) R&D, innovation adoption, and technology transfer (science–technology–innovation model: STI), typically associated with high-value bioindustrial applications. The argument is tested by conducting a survey of 352 experts in the region that gives an insight into the CEE macro-region’s assets with respect to deploying the bioeconomy’s potential and assessing the transition pathways relevant to the better performance of bioeconomy (primary, manufacturing, and other related) sectors. The results show the particular relevance of consolidating the primary and traditional sectors to support improvements in productivity based on the vertical and horizontal interaction typically associated with DUI, while the relevance of STI is mostly linked to advanced sectors, which are narrowly distributed across the region. The findings are relevant to policy given that the EU’s bioeconomy policy has thus far chiefly focused on STI support that better corresponds to the needs of countries at more advanced stages of developing the bioeconomy, but is less appropriate for the specific context and needs of CEE.

AbstractThis article looks at the role of the Party of European Socialists (PES) in its attempts to shape social democratic parties in Central and Eastern Europe (CEE) towards a West European norm. It discusses how existing views in the academic literature on the role of transnational parties are inadequate. We argue that the PES did not play a key role in encouraging the establishment and development of parties in the CEE states from the 2004 enlargement in the early stages of accession. We contend that the overall influence of party federations has been limited, and that these limitations were as much in evidence before enlargement took place as they were afterwards.

We used two historical maps that cover vast areas of central and eastern Europe at rather large scale dating to 1784 (First Military Survey of the Habsburg Empire; total extent 640,000 km²; scale 1: 28,800) and 1824 (cadastral land register of Francis I; 670,000 km²; 1: 2,880) to extracted individual buildings located at several alluvial fans in one valley in Austria (Admont Valley). Historic buildings were mapped and compared with present building (airborne–laserscanning based; 2008–2017), geomorphic (landform distribution), geomorphodynamic (documented damaging events at torrents), and spatial planning (hazard zonation maps) data. Results show that 69.2% of all present buildings are located at only 7% of the study area. Whereas the 1784–data are too inaccurate and unprecise for detailed spatial analyses, the 1824–data are very accurate and precise allowing spatial and socio–economic insight into the population and building evolution over a 190–year period. Results show for instance that despite a tremendous increase in buildings (911 in 1824; 3554 in 2008–2017), the proportion of buildings exposed to torrents–related natural hazards significantly decreased by 10.4% for yellow (moderate–risk) and by 13.7% for red (high–risk) zones. Similar historio–geomorphological studies as presented here might be accomplished in other countries in central and eastern Europe covered by the indicated historical map products.

AbstractKornai's earlier works embodied the idea that state institutions formed a system with a strong tendency to reproduce itself, and hence to resist minor reforms. Thus, at the end of socialism, huge changes were needed in politics, economics, and the law to build a new system oriented towards the market-type economy, which would again be stable, self-reinforcing and self-sustaining. Transition promoted the development of new states in Eastern Europe that conformed to the Copenhagen criteria for the EU accession. Were we too hasty in thinking that we had succeeded? The new systems are not returning to the previous one, and only in a few areas have the basic norms of a market-type economy been set aside in Hungary or Poland. But concerns arise at the interface between politics, law and economics – to do with the rule of law, the nature and role of the state, and the interactions between parliament, the executive and the judiciary. Unavoidably, there is also an interesting international dimension here, represented by the shift from the Warsaw Pact and CMEA to NATO and the EU. This paper explores these issues in the light of some of Kornai's recent analysis of developments in Hungary, while also drawing on his very insightful earlier works.

The paper explores how companies from Central and Eastern Europe adopt assurance practices to provide accountability for sustainability. Drawing on modified coding rules from prior research, a conventional content analysis of 36 assurance statements companies from nine countries was conducted. The results imply differences in the content of reports, processes, and implementation of the standards. Exclusively large and multinational enterprises from the energy sectors domiciled in Poland and Hungary are a typical portrait of a company from the study’s sample, striving to issue and assure sustainability reporting. Of the nine countries represented in the study, sustainability assurance statements of companies from Poland, Hungary, and Romania tend to excel in terms of quality. The vast majority of assurance providers belong to the Big Four, who use ISAE3000 as opposed to AA1100AS. Yet, irrespective of the assurance provider type, stakeholders are neglected. It is argued that just transferring the experience of financial auditing to the field of sustainability, which, by and large, has taken place, is not an option. Authors state that following this route, we are heading in the wrong direction, and in technical terms, the wider proliferation of AA1100AS and its principles, with greater emphasis on reasonable assurance as opposed to the limited and enhanced role of stakeholders, are vital to get back on track. The paper contributes to the emerging literature on accountability standards and stresses the need to enhance sustainability-related assurance.

AbstractThe economy of Latvia lags behind economically developed nations approximately fourfold in terms of labour productivity in the tradable sector, which is the key constituent of a modern economy, thereby affecting future sustainable development in the entire country, including the rural areas. The economic backwardness is characteristic of the entire Central and Eastern Europe. This is the heritage of a communist regime that lasted for about half a century and the economic system termed a (centrally) planned economy or a command economy. However, such a term for the communist-period economy is not correct, as it does not represent the purpose it was created for. Accordingly, the paper aims to assess the effect of the communism period on the economic backwardness of the Central and Eastern European region of the EU. A planned economy that existed in all communist countries, with the exception of Yugoslavia, was not introduced to contribute to prosperity. It was intended for confrontation or even warfare by the communist countries under the guidance of the USSR against other countries where no communism regime existed, mostly Western world nations with their market economies. For this reason, it is not correct to term it a (centrally) planned economy or a command economy; the right term is a mobilised (war) economy. An extrapolation of a geometric progression for GDP revealed that during the half a century, Latvia as part of the USSR was forced to spend on confrontation with the West not less than EUR 17 bln. (2011 prices) or approximately one gross domestic product of 2011. The research aim of the paper is to assess the effect of the communism period on the economic backwardness of the Central and Eastern European region of the EU.
