Sustainable Development Goals (SDGs) merupakan program pembangunan berkelanjutan yang saat ini dilaksanakan secara global di seluruh dunia sampai dengan tahun 2030 mendatang. Indonesia sebagai anggota PBB berkomitmen untuk mendukung program tersebut dengan diterbitkannya Peraturan Presiden No. 59 Tahun 2017 tentang SDGs dan tindak lanjutnya. Berdasarkan data dari Bappenas bulan Mei 2020, tercatat baru 25 provinsi yang telah selesai menyusun Rencana Aksi Daerah (RAD) sekaligus menerbitkan peraturan daerah terkait. Provinsi Papua merupakan salah satu provinsi yang tidak dapat menyelesaikan penyusunan Rencana Aksi Daerah (RAD) sesuai dengan kerangka waktu yang ditetapkan pada program SDGs.   Paradigma konstruktivis digunakan pada penelitian ini, dengan pendekatan metode deskriptif kualitatif. Adapun yang menjadi Subjek Penelitian adalah Staf Ahli Tim Pelaksana Program SDGs dari Bappenas, Manager Pilar Ekonomi Sekretariat Nasional SDGs, Staf Bappeda Provinsi Papua, dan Redaktur Pelaksana merdeka.com. Sementara yang menjadi Objek Penelitian adalah Sistem Komunikasi Pemerintah, Aliran Informasi dalam Sistem Komunikasi Pemerintah, serta Hambatan Komunikasi terkait penyusunan RAD di Provinsi Papua.  Teknik Pengumpulan Data dilakukan melalui wawancara mendalam, tinjauan pustaka, studi daring, studi pustaka, studi lapangan, dan dokumentasi. Sementara Uji Keabsahan data dilakukan dengan cara triangulasi dan membercheck.   Hasil penelitian menunjukkan (1) Sistem komunikasi pemerintah Provinsi Papua dalam penyusunan RAD adalah menciptakan organisasi yang membentuk lingkungan informasi di antara pilar yang telah ditunjuk dalam penyusunan RAD di Provinsi Papua, (2) Aliran sistem komunikasi pemerintah Provinsi Papua bersifat sentralisasi atau top down. Informasi dari Bappenas selaku penanggungjawab utama menjadi tolak ukur dalam penyusunan RAD, (3) Hambatan komunikasi dalam sistem komunikasi pemerintah Provinsi Papua terkait penyusunan RAD terletak pada hambatan semantik, ketiadaan anggaran, dan kurangnya pemahaman terhadap program SDGs tersebut.   Kata Kunci: Sistem Komunikasi Pemerintah, SDGs, Provinsi Papua

The following article outlines a proposal of a Programmatic Ambivalence as learning path, built from bottom-up and top-down Agendas (Minimalist/Maximalist) of the Sustainable Development Goals. This discussion is placed in the framework of the 2030 Agenda, as well as in the challenge of the Anthropocene. The idea of a Lobby of People is referred for the replication of learning experiences as transformational plans everywhere. To contribute to the importance of a circulation between bottom-up and top-down construction, challenging exploratory models through transformed Communities of Practices are presented.

Recent debates on the meaning and use of science are focused on addressing citizens’ needs or concerns of society in different fields. Researchers have developed different methodologies for capturing the relevance of topics to be addressed by research in order to map them. This article proposes a new methodology for identifying the relevance of research goals through collecting citizen’s voices on Twitter and Facebook combing two approaches: top down, starting with already defined research goals priorities, and bottom up, departing from the social media. The article presents the results of the application of this methodology through the research goals of Sustainable Development Goals to identify their relevance and if there are some topics not covered by them. Thus, researchers could integrate this methodology in their daily work and be more in line with the needs expressed by citizens in social media.

Abstract. Economic changes in the context of globalization have left adolescents from Latin American contexts with few opportunities to make satisfactory transitions into adulthood. Recent studies indicate that there is a protracted period between the end of schooling and entering into formal working activities. While in this “limbo,” illicit activities, such as drug trafficking may emerge as an alternative for young people to ensure their social participation. This article aims to deepen the understanding of Brazilian youth’s involvement in drug trafficking and its intersection with their schooling, work, and aspirations, connecting with Sustainable Development Goals (SDGs) 4 and 16 as proposed in the 2030 Agenda for Sustainable Development adopted by the United Nations in 2015 .
