There has been great interest in the potential use of multimedia computer-based learning (CBL) packages within higher education. The effectiveness of such systems, however, remains controversial. There are suggestions that such multimedia applications may hold no advantage over traditional formats (Barron and Atkins, 1994; Ellis, 1994; Laurillard, 1995; Simms, 1997; Leibowitz, 1999). One area where multimedia CBL may still prove its value is in the simulation of activities where experiential learning is expensive, undesirable or even dangerous.DOI:10.1080/0968776010090302

Particularly in America, there seems to be a great deal of confusion regarding the potential profitability of distance learning in higher education today (Berg, 2002). In considering various management approaches internationally for the delivery of computer-based learning, there is an interest in total quality management (TQM). The majority of the research on TQM focuses on its application to for-profit businesses; however, TQM also has been used in universities more broadly, especially in student services areas. Generally, current research on TQM in higher education has focused on methods, barriers to implementation, learning-outcome assessment, human factors, and case studies.

In a general sense, the origin of computer-based learning methods as they have developed internationally derived from correspondence instruction. In the United States, certain problems drove the development of alternative forms of higher education such as correspondence instruction at the end of the 19th century, including geographical separation from sources of higher education, demands of work and military service, lack of access for women, minorities, and the handicapped, religious convictions, and limitations of the curriculum.

The article discusses the creation of professionally-oriented foreign language textbooks in the process of interaction between the department of foreign languages and the specialized departments of a technical university. Inter-departmental cooperation is considered as a university resource for improving the quality of higher education; examples of successful interdepartmental cooperation at the Peter the Great St. Petersburg Polytechnic University are given. It is shown that a characteristic feature of a professionally-oriented textbook of the new generation, created by the joint efforts of the linguistic and specialized departments is the widespread use of the elements of the computer-based learning environment, which contributes to a more effective mastering of the subject content. A list of seven English language textbooks created as a result of inter-departmental cooperation, and a brief analysis of the problems that arose in the process of communication between specialists of linguistic and technical profiles are presented. It is shown that the process of creating foreign language textbooks can be simultaneously used as a practice-oriented interdisciplinary project for master degree students of a linguistic profile who participate in it as developers of the linguistic content of these textbooks. Participation of the postgraduates in this project is supported by the curricular discipline “Interdisciplinary links in higher education” and teaching practice.
