Jalan yang baik akan berpengaruh baik terhadap kinerja masyarakat, seperti: aktivitas jual beli komoditas pangan oleh masyarakat, keperluan kesehatan masyarakat, pendidikan anak dan lain sebagainya. Dalam mewujudkan jalan yang baik dan nyaman bagi masyarakat, pemerintah tidak hanya membangun jalan, melainkan pemerintah melakukan pemeliharaan jalan terhadap jalan yang mengalami kerusakan. Kebutuhan adanya pemeliharaan pada lapis permukaan lentur untuk mempertahankan kemantapan jalan. Tujuan Penelitian untuk mengetahui jenis dan tingkat kerusakan pada jalan dengan perkerasan lentur dan Menentukan jenis pemeliharaan yang diperlukan sesuai dengan tingkat kerusakan jalan tersebut. Data kerusakan didapatkan dengan pengamatan langsung / visual pada objek penelitian. Oleh karena itu, dibutuhkan suatu data informasi yang dapat membantu dalam memperoleh informasi dan melakukan analisis terhadap jenis penanganan prasarana jalan. Metode yang digunakan untuk menganalisis dan pengambilan keputusan menggunakan Sistem Pavement Condition Index (PCI) dengan menghitung kadar kerusakan (Density), nilai pengurangan (Deduct Value), Total Deduct Value (TDV), Corect Deduct Value (CDV) dan Nilai PCI. Analisa data. Hasil analisa terhadap 7 ruas jalan di kota bogor didapat nilai PCI yang berbeda – beda dan jenis penanganan yang berbeda. Jl. Kencana Nilai PCI 70 jenis pemeliharaan rehabilitas, Jl. Beo Nilai PCI 95 jenis pemeliharaan rutin, Jl. Bincarung nilai PCI 75 jenis pemeliharaan berkala, Jl. Kesehatan nilai PCI 91 Jenis pemeliharaan Rutin, Jl. Kukupu Nilai PCI 59 jenis pemeliharaan berkala, Jl. Pemuda Nilai PCI 89 jenis pemeliharaan rutin, Jl. Puter nilai PCI 28 jenis penanganan rehabilitas. Berdasarkan hasil survey lapangan didapatkan Jenis dan tingkat kerusakan pada ruas jalan tersebut adalah Patching 55 %, Potholes 34%, Alligator Cracking 7%, Block craking 5%, LT Cracking 3%, Depresion 3%. Berdasarkan nilai PCI yang didapatkan maka persentase Jenis penanganan yang diperlukan sesuai dengan tingkat kerusakan jalan diantaranya Pemeliharaan rutin 43%, Pemeliharaan berkala 29%, Pemeliharaan rehabilitas 14 % dan Pemeliharaan Rekontruksi 14%.

This study investigated climate induced distresses patterns on airfield pavements at US Air Force installations. A literature review and surveys of Pavement Condition Index indicated that the predominant factor contributing to the development of pavement distress was climate. Results suggested that, within each type of pavement distress, a geographic pattern exists which is strongly correlated to conventional US climate zones. The US Air Force Roll-Up Database, housing over 50,000 records of pavement distress data, was distilled using a process designed to combine similar distresses while accounting for age and size of samples. The process reduced the data to a format that could be used to perform krig analysis and to develop pavement behavior models for runways built with asphalt cement (AC) and Portland cement concrete (PCC). Regression and krig analyses were conducted for each distress type to understand distress behavior among climate zones. Combined regression and krig analyses provided insight into the overall pavement behavior for AC and PCC runways and illustrated which climate zone was more susceptible to specific pavement distresses. Distress behavior tends to be more severe in the eastern US for AC and in the western US for PCC runway pavements, respectively.

Maintenance and rehabilitation (M&R) scheduling for airport pavement is supported by the scientific literature, while a specific tool for heliport pavements lacks. A heliport pavement management system (HPMS) allows the infrastructure manager to obtain benefits in technical and economic terms, as well as safety and efficiency, during the analyzed period. Structure and rationale of the APSM could be replicated and simplified to implement a HPMS because movements of rotary-wing aircrafts have less complexity than fixed-wing ones and have lower mechanical effects on the pavement. In this study, an innovative pavement condition index-based HPMS has been proposed and implemented to rigid and flexible surfaces of the airport of Vergiate (province of Varese, Italy), and two twenty-year M&R plans have been developed, where the results from reactive and proactive approaches have been compared to identify the best strategy in terms of costs and pavement level of service. The result obtained shows that although the loads and traffic of rotary-wing aircrafts are limited, the adoption of PMS is also necessary in the heliport environment.

Este trabajo de investigación presenta una metodología alternativa de gestión de pavimentos en vías urbanas, basado en la evaluación superficial del pavimento mediante el uso de imágenes georreferenciadas, obtenidas por un vehículo aéreo no tripulado (VANT) que se procesan generando un ortomosaico y un modelamiento en 3D de alta resolución, que se utiliza para realizar la evaluación superficial por el Método Pavement Condition Index (PCI). Finalmente, con los resultados obtenidos se logra reducir significativamente los tiempos de inspección y costos de evaluación optimizando los recursos de los gobiernos municipales. Además, permite a la entidad determinar los costos de mantenimiento o rehabilitación de tal manera de conservar en buen estado los pavimentos urbanos.

Abstract: Blangkejeren - Lawe Aunan road conditions overall is on the slopes of the mountains which is strongly influenced by local environmental factors such as drainage, topography, soil conditions, material conditions and vehicle load conditions across the road. It should be noted in order to avoid a decrease in the road quality due to road surface damage that can affect the traffic safety, comfort and smoothness.. Therefore, it is necessary to study the evaluation of the condition of the damaged road surface and the local factors that affect the damage in order to avoid a decrease in the roads quality. This study took place on Blangkejeren - Lawe Aunan roads started from Sta. 529 + 700 - Sta. 535 + 206. Generally, the condition of roads in this segment were found damage that disturb the comfort, smoothness and safety of the roads users. In this study, the primary data obtained by actual surveys in the form of data field length, width, area, and depth of each type of damage as well as local factors that lead to such damage. Actual field surveys conducted along the 5.506 km, with the distance interval of each segment is 100 m. The secondary data obtained from the relevant institutions and other materials related to this research. This study analyzed the PCI method (Pavement Condition Index) to obtain the level of damage in order to know how to handle, while for the identification of the damage done by observation factors descriptively appropriate observation in the field such as the number of damage points. The results of this study found that the type of damage caused to roads is damage to the cover layer, a hole, and curly. This type of damage that commonly occurs on the road Blangkejeren - Lawe Aunan is damage to the edges with a percentage of 87.30%. The local factors that greatly affect drainage on the percentage of damage is 62.00%. PCI average value is 13.47 which indicates a very bad condition (very poor) and requires maintenance or improvement of reconstruction.Abstrak: Kondisi jalan Blangkejeren – Lawe Aunan secara keseluruhan berada di lereng pegunungan sangat dipengaruhi oleh faktor lingkungan setempat seperti drainase, topografi, kondisi tanah, kondisi material dan kondisi beban kendaraan yang melintasi jalan tersebut. Hal ini perlu diperhatikan agar tidak terjadi penurunan kualitas jalan akibat kerusakan permukaan jalan sehingga dapat mempengaruhi keamanan, kenyamanan, dan kelancaran dalam berlalu lintas. Oleh karena itu, perlu dilakukan penelitian evaluasi terhadap kondisi permukaan jalan yang mengalami kerusakan serta faktor setempat yang mempengaruhi kerusakan tersebut agar tidak terjadi penurunan kualitas jalan. Penelitian ini mengambil lokasi di ruas jalan Blangkejeren – Lawe Aunan yang dimulai dari Sta. 529+700 - Sta. 535+206. Umumnya kondisi ruas jalan pada segmen ini banyak ditemukan kerusakan-kerusakan yang dapat mengganggu kenyamanan, kelancaran, dan keamanan pengguna jalan. Dalam penelitian ini data primer diperoleh dengan melakukan survei aktual lapangan yaitu berupa data panjang, lebar, luasan, dan kedalaman tiap jenis kerusakan serta faktor setempat yang mengakibatkan kerusakan tersebut. Survei aktual lapangan dilakukan sepanjang 5,506 km, dengan jarak interval setiap segmen adalah 100 m. Adapun data sekunder diperoleh dari lembaga terkait dan bahan lainnya yang berhubungan dengan penelitian ini. Penelitian ini dianalisis dengan metode PCI (Pavement Condition Index) untuk mendapatkan tingkat kerusakan agar diketahui cara penanganannya, sedangkan untuk identifikasi faktor kerusakannya dilakukan dengan pengamatan secara diskriptif sesuai hasil pengamatan di lapangan berupa jumlah titik kerusakan. Hasil penelitian ini didapatkan bahwa jenis kerusakan yang terjadi pada ruas jalan adalah kerusakan lapisan penutup, lubang, dan keriting. Jenis kerusakan yang umum terjadi pada ruas jalan Blangkejeren – Lawe Aunan adalah kerusakan tepi dengan persentase 87,30 %. Faktor setempat yang sangat mempengaruhi kerusakan adalah drainase dengan persentase 62,00%. Nilai PCI rata-rata yaitu 13,47 yang menunjukkan kondisi sangat buruk (very poor) dan memerlukan pemeliharaan peningkatan atau rekonstruksi.

Increased demand for efficient maintenance of the existing roadway system needs optimal usage of the allocated funds. The paper demonstrates optimized methods for prioritizing maintenance implementation projects. A selected zone of roadway system in Kerbala city represents the study area to demonstrate the application of the developed prioritization process. Paver system PAVER integrated with GIS is used to estimate and display the pavement condition index PCI, thereby to establish a priority of maintenance. In addition to simple ranking method by PCI produced by the output of PAVER, the paper introduces PCI measure for each section of roadway. The paper introduces ranking by multiple measures investigated through expert knowledge about measures that affect prioritization and their irrespective weights due to a predesigned questionnaire. The maintenance priority index (MPI) is related to cost of suitable proposed maintenance, easiness of proposed maintenance, average daily traffic and functional classification of the roadway in addition to PCI. Further, incremental benefit-cost analysis ranking provide an optimized process due to benefit and cost of maintenance. The paper introduces efficient display of layout and ranking for the selected zone of roadway system based on MPI index and incremental BCR method. Although the two developed methods introduce different layout display for priority, statistical test shows that no significant difference between ranking of all methods of prioritization.
