Введение. Статья посвящена разработке основных положений моделирования развития системы управления интеллектуальной собственностью в условиях цифровой трансформации отечественной экономики. Обосновано, что обеспечение конкурентоспособности социально-экономических систем в цифровой среде возможно только при соблюдении условия их развития. Уточнено, что вектор развития систем управления интеллектуальной собственностью задается изменением факторов внешней среды. В результате выявлена необходимость моделирования развития системы управления интеллектуальной собственностью в соответствии с изменением условий внешнего и внутреннего взаимодействия. Проведен анализ существующих моделей развития социально-экономических систем и выявлены ограничения по их применению в моделировании развития системы управления интеллектуальной собственностью. Данные и методы. Исследование основано на результатах систематизации трудов отечественных и зарубежных ученых-экономистов в области анализа социально-экономических систем управления и выявлении факторов цифровой среды в ходе рассмотрения положений национальной программы «Цифровая экономика». В целях разработки модели развития системы управления интеллектуальной собственностью использовались методы когнитивного моделирования и сценарного анализа. Полученные результаты. Автором представлена концептуальная модель развития системы управления интеллектуальной собственностью хозяйствующих субъектов, которая основана на результатах сценарного прогнозирования ключевых параметров системы в условиях цифровой трансформации экономики и ориентирована на формирование управленческих воздействий в части обеспечения соответствия процесса развития системы внешним условиям. Заключение. Результаты исследования предназначены для разработки стратегии управления интеллектуальной собственностью субъектов экономики путем достижения целевых показателей развития системы управления интеллектуальной собственностью. Introduction. The article is devoted to the development of the main provisions for modeling the development of an intellectual property management system in the context of the digital transformation of the domestic economy. It is substantiated that ensuring the competitiveness of socio-economic systems in the digital environment is possible only if the conditions for their development are met. It has been clarified that the vector of development of intellectual property management systems is set by changes in environmental factors. As a result, the necessity of modeling the development of the intellectual property management system in accordance with the changing conditions of external and internal interaction was revealed. The analysis of existing models of the development of socio-economic systems is carried out and restrictions on their use in modeling the development of the intellectual property management system are revealed. Data and methods. The study is based on the results of the systematization of the works of domestic and foreign scientists-economists in the field of analysis of socio-economic management systems and the identification of factors of the digital environment during the consideration of the provisions of the national program "Digital Economy". In order to develop a model for the development of an intellectual property management system, the methods of cognitive modeling and scenario analysis were used. Conclusion. The research results are intended to develop a strategy for the management of intellectual property of economic entities by achieving the target indicators of the development of the intellectual property management system.

The article examines the role and place of building an effective intellectual property management system in scientific institutions for obtaining and implementing the results of scientific activity through the creation of intellectual property objects (IPO). The purpose of the article is to provide methodological assistance to authors and scholars working in governmental scientific institutions, as well as to the management of these institutions in the construction of intellectual property management systems in such institutions. Analyzing the legal framework, the author concludes that the legislation directly provides (ie permits) and stimulates (ie creates conditions) for public scientific institutions to provide services and commercialize the results of scientific activities of such institutions. Given this, the author believes that the task of commercialization of intellectual property objects should be solved in two interrelated directions – the creation in the scientific institution of modern facilities and procedures for managing objects and processes of IP (internal policy in the field of IP), and active external activities aimed at meeting the needs of the subjects of the scientific services market (foreign policy in the field of IP). The implementation of domestic policy objectives implies the creation of the most favorable conditions for stimulating and encouraging scientific and practical staff to create new technologies, regulatory support for the processes of managing the IPO through the development, adoption and implementation of relevant regulations, orders, governing documents; establishing a mechanism for constant cooperation between scientific and technical units; provision of the legal form to the IPO; development and implementation of effective accounting policies for IPO. Implementation of foreign policy directions in the field of IP involves the implementation of an active, offensive, creative marketing policy aimed at finding potential consumers IPO, created by the institution, the search for potential customers, under the needs of which can be created IPO; legal support for the processes of acquisition, disposal, licensing, protection, protection of IP; conducting marketing research on the needs for solutions and the feasibility of implementing ready-made solutions embodied in the IPO; continuous monitoring of the market in order to establish the facts of violations of the rights of IPO owned by the institutions and timely legal response to such facts. In the end, the author presents practical recommendations for building an intellectual property management system in scientific institutions. Purpose:in the present study, the author aims to analyze the strategic aspects of intellectual activity in the fashion industry and to develop recommendations for the formation of an intellectual property management system in this sector of the economy.Methods:the study is based on the use of a set of methods of theoretical and economic analysis, including analysis and synthesis, the method of description, the method of formal logic.Results:to achieve the purpose of the study, the author has solved the following tasks: 1) considered the key objects of intellectual property of the fashion industry, which are of strategic importance for the activities of companies in this field; 2) justified the strategic need for targeted management of intangible assets in the industry; 3) clarified the problem of intellectual property management and proposed recommendations for the formation of an appropriate strategic management system in the fashion industry.Conclusions and Relevance:it is very important for fashion industry companies to explore their competitive advantages for successful existence in the context of increasing international competition. Competitive advantages for this field of activity are mainly expressed in intangible assets. The main strategic objects of intellectual property of enterprises of the industry are commercial product, brand and technical innovations.The author analyzes the practices of companies in this sector of the economy in terms of situations involving to the use of objects of their intellectual property. It was revealed that the main strategic priority of managing the intellectual property of an enterprise today is the protection, preservation and development of intangible assets as a strategic resource needed to increase competitiveness, as well as the economic and information security of an enterprise. In this regard, the author proposed a strategic framework for building an intellectual property management system as a specific functional area of the centralized strategic management of the company. The study of the strategic aspects of intangible assets and the formation of the intellectual property management system is of scientific and practical interest for the development of effective strategies for the development of companies in the fashion industry.
