One of the major challenges faced by the current society is developing disaster management strategies to minimize the effects of catastrophic events. Disaster planning and strategy development phases of this urgency require larger amounts of cooperation among communities or individuals in society. Social networks have also been playing a crucial role in the establishment of efficient disaster management planning. This article proposes a hierarchical decision-making framework that would assist in analyzing two imperative information flow processes (innovation diffusion and opinion formation) in social networks under the consideration of community detection. The proposed framework was proven to capture the heterogeneity of individuals using cognitive behavior models and evaluate its impact on diffusion speed and opinion convergence. Moreover, the framework demonstrated the evolution of communities based on their inter-and intracommunication. The simulation results with real social network data suggest that the model can aid in establishing an efficient disaster management policy using social sensing and delivery.

This dissertation is presented on the topic, “Debt management literacy and financial performance of SACCOs in Kumi County”. The overall objective of the study was to determine the effect of Debt management literacy on financial performance of SACCOs in Kumi County and to achieve this the researcher used one specific objective Vinz; “To determine the effect of Debt management literacy on financial performance of SACCOs in Kumi County”. In carrying out the study, the researcher used a case study research design because of its ability to investigate the study variables in detail. The population under study was 150 (N) people and a sample population of 108 (n) people consisting of; SACCO board members, SACCO management team members and SACCO members. The sample size was determined by use of both probability and non-probability sampling techniques. In data collection, the researcher used a duo approach with the use of; Questionnaire survey method which allowed collection of firsthand information within a short period of time and interview method employed on some key informants i.e. SACCO Board members as this was intended to probe for more information, get clarification and capture facial expression. Two tools in this context were used i.e. Research Questionnaire and interview guide. The data collected was both quantitative and qualitative in nature. Data analysis was carried out in two fold; Quantitative data was analysed using Statistical Package for Social Scientists (SPSS) version 25*64 bit. Qualitative data was recorded in the researchers note book and transcribed for a clear meaning. The research findings highlighted a strong positive relationship between debt management literacy and financial performance of SACCOs with R = 0.666. The study confirmed that Debt management literacy explains 44.4% of financial performance as evident with R2= 0.444. The researcher based on the study findings recommended creation of awareness and corporative member education on debt management; Documentation and implementation of a comprehensive credit or debt management policy; There must be a clear line of authority as to who authorizes and approves what and creation of a policy on relationship management strategies so as to ensure long and lasting beneficial relationships with clients.

Abstract BackgroundHuman resources information systems (HRIS) are a key tool for collecting and analyzing health workforce data at the country level and the specific focus of milestones 4.1 and 4.2 of the Global Strategy on Human Resources for Health (HRH). Yet documentation on the capabilities of HRIS in low- and middle-income countries (LMICs) is limited. Vital Wave, with IntraHealth International and Cooper/Smith, conducted a targeted scan of the HRIS landscape in 20 countries and “deep-dive” assessments in Burkina Faso, Mozambique, and Uganda. Here we present the case of Uganda’s workforce information ecosystem. Case PresentationSince 2006, Uganda has seen investment in HRIS from different donors, overseen by the Ministry of Health (MOH) and accompanied by the rollout of IntraHealth’s open-source iHRIS software. Despite this history of investment, mapping of the country’s multiple information systems revealed uneven adoption and engagement nationally and sub-nationally, with high levels of data fragmentation due to lack of interoperability and data-sharing practices. We also mapped the administrative processes and data flows for three priority use cases: recruitment and deployment, salary payments, and performance management. What emerges is a complex, decentralized information ecosystem driven by years of donor investment, but one that still sees uneven ownership and data use across the health system. Challenges include:· Limited interoperability between systems, specifically payroll, iHRIS, and the district health information system (DHIS2)· Complex HRH planning and management policy context, with variable implementation of numerous policies and no single reference to guide investments and implementation· Limited visibility into the private and community health workforce. ConclusionsUganda’s progress in developing its HRH information ecosystem underscores the importance of continuously aligning system capabilities, incentives, and motivations to an ever-evolving country context. However, as evidenced in Uganda and our broader assessment findings, robustness of the information ecosystem itself is insufficient to making substantive strides toward the Global Strategy’s milestones 4.1 and 4.2—governance oversight and ownership are critical to success. With a better understanding of what good looks like in terms of HRIS functionality in LMICs and ensuring interventions are addressing the causal issues, there can be many pathways to making systems work.

China’s management of marine ecological environments has experienced a development process that has gone from weak to strong. However, whether there are problems such as lack of systems, invalid systems, and system conflicts in the current management of marine ecological environments, and how to conduct collaborative governance among various complex subjects, remain to be answered. This paper first summarizes how China’s marine ecological environment management policy has evolved, which can be divided into five stages: the foundation stage (1949–1980), the initial establishment stage (1981–1995), the steady advancement stage (1996–2005), the deepening adjustment stage (2006–2010), and the strategic development stage (2011–present), and analyzes its characteristics at different stages. Then, this paper further explores the inherent dilemmas in the Chinese marine ecological environment management system. Finally, combined with the practical experience of marine ecological environment management in developed countries, this paper fully considers the division of responsibilities and mutual checks and balances of different subjects, flexibly configures various policy tools, and explores the mechanism of collaborative governance of marine ecological environment from the levels of government, market, the public and social organizations, so as to gradually improve the modern marine ecological environment management system and provide a reference for the government’s governance activities.

The topic of the article is relevant — the problem of radioactive waste management, since the task of increasing the level of security of organizations of the country’s nuclear power-industrial complexes is one of the priorities for ensuring state and public security in the National Security Strategy of the Russian Federation. The growth of radioactive waste is a hazard to human health and the environment. The state needs a unified regulation of the radioactive waste management policy and prevention of radioactive disasters.

This study investigated the impact of Working Capital Management (WCM) and Credit Management Policy (CMP) on the Financial Performance (FP) of Jordanian banks (JB). The study data were obtained from 16 Jordanian banks listed on the Amman Stock Exchange (ASE) between 2017 and 2020. The study used panel data to investigate the relationship between the two independent variables, WCM and CMP, and the dependent variable FP; 64 financial reports to Jordanian banks were analyzed to measure this relationship. To test hypotheses, multiple regression was used. The study found a statistically significant relationship between WCM and FP, and the independent variable was able to explain 34.1% of the changes that occur in the dependent variable. In addition, the outcome approved that there is a statistically significant relationship between CMP and FP. Furthermore, CMP explained about 41.8% of changes in the dependent variable. The findings of this study indicate support for the banks’ performance; a bank may need to lengthen client credit terms, prolong the cash transfer cycle, and require a more extended payment period when judging on WCM. There are many ways in which information systems (IS) impact the business. There are several different types of information systems applications that can be a resource for competitive advantage. To respond appropriately to changing market circumstances, it is necessary to constantly monitor and research the overall situation and then adjust the business approach accordingly. This chapter will review the systematic and methodological approach of the information systems analyst and evaluate what techniques and procedures might be useful to assist in the search, collection, and presentation of the research results and analysis for the broader business context. The chapter will also review the need for an information management policy and a management system that is necessary to develop a large-scale system to manage the amount of information that will result from the research and analysis of the business characteristics of the company and its surrounding environment and competition.

The purpose of this study is to solve a number of problems in the era of the COVID pandemic related to online-based management. Specifically, the purpose of this study is to solve problems that are directly related to employee knowledge related to excellent public service, the availability of human resources (HR), infrastructure to support effective and efficient public services, standard operating procedures for online-based services. In addition, analyzing the interests of who is affected, what benefits are generated, the position of online-based management policy makers, and other matters related to online-based management policies. The research method used is qualitative research. The informants who were determined by purposive sampling were 10 people consisting of the Head of the Manado City Population and Civil Registration Service (Disdukcapil), the Disdukcapil Secretary, as well as from leadership elements and members of the Manado City DPRD, and 5 Manado City residents.
