Small business as a form of business activity is phenomenon of present-day market economy. This is an independent sector of economy that makes goods, services, provides revenue receipts to budgets of all levels. The problem of business development is a pressing challenge for Ukraine as for all countries with market economy. In conditions of implementing Tax Code of Ukraine the topicality of small business development increases, because for stable pumping up of national and local budgets creation of conceptually new system of tax administration (taxes paid by small business) is needed that would provide gradual transition from fiscal pressure to simplified administration procedures using modern methods of information analysis. The article reviews dynamics of budget receipts. Factors reducing fiscal on small business are studied and measures for improvement of tax service for small economic entities - good faith taxpayers are proposed.

The informatization and telecommunications industry is characterized by the presence of a large number of small enterprises, while their potential remains unrealized. At the same time, the development of small business is one of the most promising areas for creating a competitive environment in a market economy. The article identifies the problems of small business management. The modern tendencies of small business development in Ukraine are analyzed. The main directions of improvement of the management system of a small enterprise are offered.

Usaha Kecil Menengah (UKM) adalah salah satu penggerak perekonomian suatu daerah, termasuk Kota Sorong. UKM di Kota Sorong belum berkembang secara optimal. Ada beberapa penyebab diantaranya adalah mengenai finansial, lokasi, bahan baku dan lain-lain. Untuk menyelesaikan permasalah tersebut peneliti terdorong untuk melakukan pengembangan Aplikasi yang dapat membantu menentukan prioritas UKM yang sesuai dengan kondisi pelaku usaha. Pada penelitian ini akan digunakan metode Analitycal Hierarchy Process (AHP), untuk pengambilan keputusannya. Metode AHP dipilih karena mampu menyeleksi dan menentukan alternatif terbaik dari sejumlah alternatif yang tersedia. Dalam hal ini alternatif yang dimaksudkan yaitu UKM terbaik yang dapat dipilih oleh pelaku usaha sesuai dengan kriteria yang telah ditentukan. Penelitian dilakukan dengan mencari nilai bobot untuk setiap atribut, kemudian dilakukan proses perankingan yang akan menentukan alternatif yang optimal, yaitu UKM. Aplikasi Sistem Pendukung Keputusan yang dikembangkan berbasis Android, dimana pengguna akan mudah menggunakannya sewaktu-waktu jika terjadi perubahan bobot pada kriteria atau intensitas. Hasil akhir menunjukkan bahwa metode AHP berhasil diterapkan pada Aplikasi Penentuan Prioritas Pengembangan UKM.
