The paper brings to the fore the need for state support by making investments in railway infrastructure, in order to maintain and ensure the success of railway transport of trucks by introducing RO-LA transport in rail traffic. Using this mode of transport reduces the cost of maintaining road infrastructure, protects the environment, reduces fuel consumption, and reduces road traffic congestionRO-LA transport is an alternative solution to auto transport and contributes to the streamlining of traffic of goods and people.

Relevance. The current state of rural areas is characterized by poor development of engineering and social infrastructure, low, compared to urban, standard of living, negative forms of migration, natural decline and depopulation of the rural population. Within the framework of state regulation of the process of overcoming the current situation, state support is provided for measures for the development of rural areas put forward on the basis of local initiatives (ofmunicipalities, citizens, professional communities). However, generally accepted scientific recommendations for the formulation of such measures are not currently developed, so the topic of the study is relevant.Methods. The research is based on systematic, dialectical, abstract-logical, and organizational approaches. The object of the study is rural territories, the subject is theoretical and methodological issues related to the formulation of measures for their development.Results. A methodological approach to the formulation of a set of measures for the development of rural areas, taking into account the opportunities provided by the current state programs, is proposed. It includes the following stages: analysis of the state of the rural territory; forecasting the directions and dynamics of its development; determination of objective needs and selection of the most appropriate changes in the properties of the rural territory; formulation of a set of measures and justification of mechanisms for their implementation. In the proposed methodological approach, the rural territory is considered not in isolation, but in a single system of settlement “city — village” based on the use of SWOT and PEST analysis. At the stage of forecasting the directions and dynamics of rural development, a comprehensive use of the normative resource method and the method of extrapolation of time series trends is proposed. The selection of the most appropriate changes in the properties of the rural territory is carried out on the basis of a multi-level approach that allows to identify the problems of rural settlements, individual social groups and rural residents. It is proposed to justify the mechanisms for implementing measures for the development of rural areas based on the resources of municipalities, rural population, private business and state support measures.

For the second decade, the agro-industrial complex has been receiving significant amounts of state support. At the same time, the issue of its effectiveness is becoming more and more urgent. In various sources, you can find a variety of approaches to assessing the effectiveness of budgetary funds allocated for the development of agriculture. The fact of state support in itself does not guarantee a return in the form of an increase in gross output, attraction of investments in the industry, an increase in wages in the countryside, an increase in tax revenues from enterprises in the industry. The methods of state support must adapt to modern challenges. They should stimulate recipients not for maximum development and subsequent cessation of activities, but for stable and long-term activities. This fine line usually prevents a sharp increase in the effectiveness of state support for the agro-industrial complex. The result of this study is an assessment of the rationality and effectiveness of state support for agriculture in the Chuvash Republic. The existing measures of state support in the Chuvash Republic properly support the development of the agricultural sector: investors have shown interest, fixed assets are being updated, labor productivity and production volumes are growing. But the current system does not quite cope with staffing problems in the countryside. The index of the physical volume of agricultural production, which amounted to 126.4% over the past 7 years, is far from a breakthrough rate. A significant increase in production volumes cannot be achieved with a reduction in the number of employees. Using the correlation-regression method, it was revealed that the growth of the level of wages in the countryside was largely influenced by the labor market laws, and not by state support measures. What is needed is motivating rather than compensatory measures on the part of the state, which will ensure the outstripping growth of wages in agriculture

State support for the development of agriculture, like other subsidized industries, has a significant impact on the development of crop and livestock products, acting as a strategic bulwark of the country's food security. An increase in the volume of state support for agriculture is possible with the dynamic activity of all sectors of agriculture, the main task of which is to increase economic efficiency through the transition to innovative production principles. State support for the technical re-equipment of agribusiness is the basis of agricultural production, which has a decisive impact on the transition to digital solutions for the entire agrarian industry in the future. In this regard, the goal was set to analyze the effectiveness of the implementation of digital technologies using the example of typical agricultural enterprises of the Republic of Tatarstan located in different climatic zones of the Volga region, confirming an average decrease in the production cost of 1 centner of grain crops by 13%, payment labor on average by 14.5%, which makes it necessary to allocate financial support to agrarians as an effective mechanism for increasing the efficiency of agribusiness based on funds from the federal and regional budgets of the constituent entities of the Russian Federation and from extra-budgetary sources. Revealing the mechanism of state regulation in the form of tax, control and inspection, as well as the mechanism of state support and legal regulation, a mechanism of state support for the digitalization process is proposed in the form of subsidizing the costs of purchasing digital products, as one of the effective mechanisms, contributing to the acceleration of the transition of agribusiness to the digital economy. This mechanism will allow agrarians, at the first stage of the digitalization process of agricultural production, to acquire primary digital equipment in the form of trackers and sensors capable of receiving, sending, generating and processing data, which will subsequently lead to the need for the acquisition of interfaces capable of providing unhindered exchange of data between machines and business partners, and later portals in the form of ecosystems

The article considers the сhallenges for small and medium-sized businesses in obtaining government support during the pandemic and post-pandemic period. The reasons preventing people from obtaining support measures, as well as tangible and non-tangible state support measures for businesses in the Moscow region and the support measures provided by banks and lending institutions have been reviewed. Data from reputable source studies on identifying the difficulties caused by state and non-state support measures, in particular the problem of banks refusing to allow small and medium-sized businesses to defer accrued interest at a concessionary rate have been presented. The problem has been the distribution of support to small and medium-sized enterprises according to the type of economic activity, as not all enterprises fit the required activities. Examples have been given of sectors that have restructured their business in the new environment. A list of support measures for small and medium-sized enterprises has been proposed.

Modern crop production in the conditions of total reduction of tilled area is one of the priorities in effective farming. The adaptive intensification of crop production, which provides sustainable growth of yield, resource conservation and ecological safety, requires increase of financing and involvement of plant protection measures in the mechanism of state support, the use of genetic selection potential of plants, the use of agrotechnical measures, technical and technological upgrade, for the purpose of adjustment of arable crops growth conditions, improvement of grain quality, as well as soil conservation and enrichment. Scientifically proven measures regarding plant protection against hazardous organisms play a special role in the mechanism of state support and stimulation of agricultural goods producers. This approach will make it possible to abandon abusive application of chemical agents and replace them with biological ones against the same variety of pathogens; it will facilitate increase in arable crops yield, improve of quality of goods produced, cost saving and growth of net profit, in comparison with traditional technologies, as well as mitigate risks related to the influence of chemical agents on the environment. It will increase the field competitiveness both at internal and external market. The offered measures were developed with provision for the WTO requirements which make it bin­ding to implement the methods of state support without distorting influence of activities of companies, i.e. implement the support within the «green box». The «green box» includes the costs of plant protection measures and productive infrastructure formation.

Abstract The article considers the current state of small and medium-sized businesses in rural areas of the Trans-Baikal Territory. In the region, the largest share of agricultural products produced falls on the personal subsidiary farms, while there is a destruction of large-scale commodity production, evidenced by a decrease in the number of agricultural enterprises and organizations. Presently, the Government of the Trans-Baikal Territory is interested in transforming personal subsidiary farms into the status of peasant farms, since they are able to ensure more efficient functioning of small forms of farms. Special attention is paid to the state support of small farms in the region. In the course of the study, the problems of the effectiveness of the use of state support for small forms of management were identified. The priority direction of state support is grant subsidization of peasant farms, while the distribution of grants in the context of municipal districts of the region is uneven. In general, the mechanism of grant support for peasant farms is effective only for areas of the region where animal husbandry traditionally constitutes the basis of agriculture. There are also problems associated with excessive requirements for obtaining grants and insufficient consulting assistance from potential grantees.

The paper evaluates the status and prospects for a wider market capacity of organic foods and items. The paper analyzes regulatory framework for organic market in Kazakhstan. The paper describes the conditions for the development of the organic market. The transformation of global food market structures has influenced the organic farming. Demand for organic products has been growing rapidly. Whereas the European Union has put in place at the time an effective system for regulating organic production, the EAEU, CIS, and SCO countries can see this production taking shape only now. It is argued that Kazakhstan is harnessing its agricultural potential only partially, including organic food production. The paper proves that the development of green farming entrepreneurship in Kazakhstan will enable agricultural organizations, aided by the measures of state support, to form a new niche in the market for organic products and expand the supply of organic products in the world market. New approaches are proposed for the first time in regard to formulating regulations, model laws, and recommendations of international unions.

The purpose of the article is to identify the problems of film production and distribution in Ukraine and to identify scientific guidelines that contribute to a comprehensive analysis of the phenomenon of Ukrainian authors’ cinema in the intercultural space. Research methodology. Methods of scientific analysis, comparison, generalization were used in the development of the topic. In addition, analytical and systematic methods were used in their unity, which is necessary to study the art aspect of the problem. The scientific novelty of the study is that the problem of author's film production and distribution in Ukraine in the context of the functioning of state support programs first appeared as the subject of a special study; the content of the concept of "film production" as certain specific integrity and unity of interconnected elements is argued; the works of Ukrainian film directors-authors, whose films were created with state support, are singled out and characterized; the expediency of using the system method in studying the peculiarities of the film-making process in Ukraine is proved; a comprehensive analysis was carried out and the features of author's film production in Ukraine and abroad were identified. Conclusions. Acquaintance with the materials presented in the article expands the arsenal of knowledge about the specifics of the author's film production and distribution in Ukraine and makes their use in training courses on the theory and history of cinema and directing.
