In seeking fresh ideas for twenty-first century WMD arms control and disarmament, there is value in looking at other regimes for tools and approaches that could be adapted and developed to enhance compliance and enforcement in contemporary WMD-related regimes. To this end, this report comprises a series of short essays that outline tools for treaty compliance or enforcement from regimes dealing with the environment, public health, small arms, international trade, and core international crimes.

As the Levant continues to roil in upheaval in this second decade of the twenty-first century, Lebanon, a state notorious for its history of communal dissensions, remains remarkably stable, advancing a splendid model--albeit an uneasy model--of inter-communal coexistence. Lebanon’s history as a refuge for persecuted minorities and an entrepôt of international trade, in some ways, fostered a unique culture of openness and tolerance making it an “oddity” in its neighbourhood, and contributing to the formation of what can be termed a “distinct Lebanese identity.” A glance at Lebanon’s languages, traditions, history, and culture of power-sharing, suggests that despite periods of violence, patterns of coexistence among Lebanon’s various groups have developed organically, and often logically, since the French Mandate period, and can perhaps offer a model for emulation in a Levant of fractious ethnic mosaics.

Purpose The purpose of this paper is to assess the twenty-first century reach and impact of “happiness” work by one individual (Professor Lord Richard Layard). Design/methodology/approach The author approaches his work as a public health case study, with the caveat that the author knew this “Case” personally, which could influence the author’s assessment. Findings During 2005-2018, Richard Layard stimulated discussion of “happiness” as a field of study. This field now has global relevance to mental health, although its relationship to practice for population health is still debated. Originality/value Layard’s ideas are behind many initiatives, such as Improving Access to Psychological Therapies.
