The objective of this paper is to analyse road traffic safety in the Republic of Croatia based on the selected indicators which were used by the legislator in bringing the Law on Road Traffic Safety which has been in force since 28 July 2004, and the achieved effects in reaching the desired safety level in the three-year period from 2005 to 2007. The aim of the research is to establish a prognostic trend of the values of the studied indicators in the time period following the enforcement of new legal regulations. Adequate safety indicator values for the respective period were analyzed using the methods of analysis and synthesis, mathematical statistics as well as trend assessment based on the found mathematical prognostic models. Based on the results of this research it was found that the basic hypothesis according to which the implementation of new legal guidelines had to result in positive change in the condition of road traffic safety, failed to be confirmed. A change in the road traffic safety improvement strategy has been proposed as well as a more significant participation and recognition of the profession and science in this field which is of great significance for the society. The article presents the results of the study of the road traffic safety on the automobile roads of the Republic of Kazakhstan. We performed the analysis of the main indicators, specifying the state of the road traffic safety on the automobile roads of the republican significance of the Republic of Kazakhstan. In many regulatory acts, such as “The Priority Action Plan for Improving the Road Traffic Safety of the Republic of Kazakhstan for 2017–2020”, developed with the support of the Asian Development Bank, and in the “National Concept of Road Traffic Safety” project as well , developed by the Interdepartmental Research Institute called “The Academy of Law Enforcement Agencies” of the General Prosecutor’s Office of the Republic of Kazakhstan, the urgent need to improve road traffic safety is clearly pointed. At the same time, it is necessary to have the information about the extent of the existing problem in the field of road traffic safety, which is ensured by the constant consideration and analysis of the statistical indicators, as well as by planning appropriate measures aimed at correcting the situation and achieving planned indicators in the framework of, for example, the national concept of road traffic safety. Currently, statistics on road traffic accidents, occurring in Kazakhstan, are published by the Committee on Statistics of the Republic of Kazakhstan and the Committee on Legal Statistics and Special Accounting. However in the current situation, this is not enough, especially since the ARC MIID of the Republic of Kazakhstan outlined the program of actions aimed at eliminating the existing shortcomings in the field of the road traffic safety and significant improving its indicators. The analytical investigation of the status of the road traffic safety on the roads of the Republic of Kazakhstan was carried out. This will become a kind of starting point in the consistent work in this direction, which will provide the interested parties, first of all the experts, with the high-quality and reliable information about the main figures, characterizing the state of safety of the road users. Based on objective accident data, it is possible to take the effective measures aimed at improving the situation on the roads of the Republic of Kazakhstan.

This study reveals the importance of protecting transport traffic safety. It emphasizes the interest of civil society and the state in ensuring the transport traffic safety. We establish that the need for regulation of transport traffic safety by the state has a social basis, expressed in the prevention of harm or the threat of harm to relations in which the individual, society and the state are interested. In addition, we point out that these relations are social, because they really exist regardless of whether they are recognized or not as an object of protection by criminal law, or directly ensure the interest of the individual, society and the state. It is noted that road traffic safety, and at the same time, transport traffic safety, are one of the main social and economic tasks of the state. Based on the reference material of the Federal Law of December 10, 1995 No. 196-FZ “On Road Safety” and doctrinal points of view, we formulate the definition “transport traffic safety”. The interpretation of this concept is given from the standpoint of the norms of chapter 27 of the Criminal Code and judicial practice.

AbstractThe article presents the application of the GWR (Geographically Weighted Regression) model to the description of differences in the level of road traffic safety in individual counties on the example of the Kuyavian-Pomeranian Voivodeship. The GWR model developed for counties, taking into account the diversity of NUTS 3 regions, can be a helpful tool for traffic safety management in voivodships and lower administrative units, and such an approach has not yet been applied.

Abstract The highest number of road accidents occurs at junctions. One of the aims of traffic organisation is to improve traffic safety in these areas. Based on a variety of indices – road capacity, points of conflict, number, and severity of road traffic accidents – different alternatives for junctions are evaluated. However, the road network has many junctions and roads serve to travel from point "A" to point "B" at a given time. Therefore, one of the most important tasks when addressing the issue of road safety is to find a rational way of improving the safety without losing the importance of the road. The aim of this paper is to analyse the impact of different junctions on the road network and basing on actual data develop a method for the evaluation of different types of junctions with respect to road class.

Introduction. Improving road safety is a state-level task reflected in many regulatory documents of the Russian Federation, such as a federal law, federal target program, national project, etc. The systematic approach considered in the article is aimed at developing an effective approach and targeted actions in the field of ensuring road safety in road transport. The use of an integrated approach instead of disparate single actions will allow achieving the tasks set for the state to reduce the accident rate on the country’s roads.Materials and methods. Analytical methods based on analysis of links, flows, temporary analysis of events, methods of road traffic safety assessment based on detection of safety and accident factors, detection of accident concentration places, methods of probability theory and processing of research results, software-computing methods of information technologies.Results. A system of road infrastructure indicators has been developed in a complex application with the analytical methods and methods of the accident forecasting system, an information technology tool and systems – an electronic receiving organization for road safety to develop a system organization and manage the level of road safety in the road participant – vehicle – road – external environment system.Discussion and conclusions. The expediency of taking into account the mechanisms for achieving the results of the program-targeted approach and the direction of their implementation, the proven scientific results of studies of the concentration of road traffic accidents to improve the work of the state mechanism for ensuring road safety is substantiated.

This work shows the modelling of change of such a controllability indicator as the stabilization time, using the design model of a vehicle with tires of different stiffness on the front and rear axles. The influence of the change in the lateral slip resistance coefficient of the front and rear wheels of the vehicle on the safe speed at which the stabilization reaction of the vehicle to the steering wheel turn will be aperiodic monotonic rather than oscillating, is established. The dependences of the magnitude of the stabilization time on the degree of change in the lateral slip resistance coefficient of the front and rear wheels, are obtained. The limiting values of the change in the parameters of the wheels providing the specified parameters of controllability which ensure acceptable road traffic safety level, are established. It is established that the maximum impact on the deterioration of the response of vehicle is exerted by the wheels design. On the other hand, their geometric dimensions have little to no road traffic safety impact. Based on the research carried out, it is necessary to conclude that in order to ensure road traffic safety, it is necessary to stop using the tires with different designs on different axles of the vehicle. Herewith, the pressure in the tires of the vehicle must not be less than the values set by the manufacturer. The results obtained are of interest to employees of institutions monitoring traffic indicators and technical condition of vehicles as well as carrying out road accident reviews.

The objective of the article is to develop a system of principles and methods aimed at improving management of transport flows on the street and road network of a large city with traffic lights regulation. The suggested methodology is based on the methods used in Russia and abroad to improve road traffic safety and quality, results of a survey of experts in the field of road design and traffic management, monitoring at regulated crossings, and analysis of road accidents in the city of Volgograd. The primary customer property of a regulated crossing is road safety. Elimination of causes of road traffic accidents associated with road traffic, structural geometric, signalling, and technical conditions is the most important task regarding a regulated crossing. Enhancing road traffic quality at low levels of network load supposed considering demand for transportation, increase in travel comfort, coordination, and flexibility of traffic lights operation. High degree of network load supposes that more attention is paid to traffic capacity of the street and road network elements, restrained access of vehicles to areas of greater congestion, increased duration of a green light cycle (for more than 120 seconds, if this does not affect traffic safety and network congestion degree).

The opinion on the problematic points in the administrative jurisdictional activities of the employees of the registration and examination units of the traffic police is presented. The specifics of the proceedings on administrative offences for individual administrative offences and the priority areas of its improvement are analyzed. It is proposed in the structure of proceedings in cases of administrative offences to legislate an optional procedural stage aimed at regulation in the RF CoAP, the possibility for persons previously deprived of the right to drive a vehicle to apply to the registration and examination unit of the traffic police.
