The Role of Rural Community Colleges in Preparing a Twenty-First Century Workforce

Community colleges play an ever-increasing role in educating residents across the country, and this is certainly true in rural places. Rural community colleges provide critical educational opportunities to rural populations, and, as such, have an inextricable link to workforce development and economic prosperity in these communities. As rural industries continue to evolve, it is necessary for workers to obtain new or upgraded skills in order to remain competitive and for rural communities to survive. This chapter highlights the ways in which rural communities are changing and the critical role rural community colleges play in educating a modern and competitive rural workforce.

This chapter explores issues and challenges Latinas face in remote-rural communities and identified key recommendations that are essential in order for Latinas to be successful in remote-rural community colleges. Ten Latina undergraduates who finished at least two terms of three credit-bearing class in a rural community college were the subjects of this qualitative study. The term Latina in this study refers to a female of Mexican, Puerto Rican, Cuban, South or Central American, or other Spanish culture or origin, regardless of race. The participants named in this study are females regardless of how they self-identify ethnically who have ancestry from either of these countries.

Introduction: The continuing opioid crisis poses unique challenges to remote and often under-resourced rural communities. Emergency medical service (EMS) providers serve a critical role in responding to opioid overdose for individuals living in rural or remote areas who experience opioid overdoses. They are often first at the scene of an overdose and are sometimes the only health care provider in contact with an overdose patient who either did not survive or refused additional care. As such, EMS providers have valuable perspectives to share on the causes and consequences of the opioid crisis in rural communities. Methods: EMS providers attending a statewide EMS conference serving those from greater Minnesota and surrounding states were invited to take a 2-question survey asking them to reflect upon what they believed to be the causes of the opioid crisis and what they saw as the solutions to the opioid crisis. Results were coded and categorized using a Consensual Qualitative Research approach. Results: EMS providers’ perceptions on causes of the opioid crisis were categorized into 5 main domains: overprescribing, ease of access, socioeconomic vulnerability, mental health concerns, and lack of resources and education. Responses focused on solutions to address the opioid crisis were categorized into 5 main domains: need for increased education, enhanced opioid oversight, increased access to treatment programs, alternative therapies for pain management, and addressing socioeconomic vulnerabilities. Conclusion: Along with the recognition that the opioid crisis was at least partially caused by overprescribing, rural EMS providers who participated in this study recognized the critical role of social determinants of health in perpetuating opioid-related harm. Participants in this study reported that education and increased access to treatment facilities and appropriate pain management, along with recognition of the role of social determinants of health in opioid dependency, were necessary steps to address the opioid crisis.

This project employed community researchers as a means of improving community engagement around their Private Water Supplies (PWS) in rural Scotland. In this paper, we reflect on working with community researchers in terms of the benefits and challenges of the approach for future rural research that seeks to improve community engagement. The paper (1) critiques the involvement of community researchers for rural community engagement, drawing on the experiences in this project and (2) provides suggestions for good practice for working with community researchers in rural communities’ research. We offer some context in terms of the role of community members in research, the importance of PWS, our approach to community researchers, followed by the methodological approach and findings and our conclusions to highlight that community researchers can be beneficial for enhancing community engagement, employability, and social capital. Future community researcher approaches need to be fully funded to ensure core researchers can fulfil their duty of care, which should not stop when data collection is finished. Community researchers need to be supported in two main ways: as continuing faces of the project after the official project end date and to transfer their newly acquired skills to future employment opportunities.

Competent leadership is essential for institutions of any size to respond to the challenges facing post-secondary institutions. However, rural community colleges are especially vulnerable to the forces of change due to aging infrastructure, accelerated retirements, and geographic isolation that often limits competent and diverse applicant pools for future leaders. As senior administrators retire at rapid rates, geographic location and scarce resources can hamper leadership continuity. Few studies have explored how the leadership pipeline is established and maintained in rural community colleges and how institutional and community values shape that process. The study highlights the extent to which the co-dependent relationship between community stakeholders and the rural community college shapes its institutional culture and leadership development.
