Enterprise Organisational Structure Integration and Service-Oriented Architectures

This chapter examines the service-oriented architectures (SOA) in conjunction with the enterprise organisational structure integration problem, applied to innovative organization schemes such as virtual enterprises (VE). The evolution of software architectures from traditional to SOA is presented, along with the characteristics, advantages and disadvantages, and problems and difficulties in applying the SOA, while also focusing on the compatibility between SOA and modern organisational structures. The new standard in the service orchestration level, BPEL, is considered as a language for business process modelling, and its impact to the integration problem is examined. New messaging protocols and frameworks such as the enterprise service bus (ESB) or messaging service bus are also examined. The main focus is on the SOA technology trends of modern organisational structures, with regards to their formation and integration. The comparison between SOA and traditional architectures provides a clear path to their adoption in various cases.

Service-oriented architectures (SOA), mostly based on Web services (W3C), provide an industrial standard for deploying, publishing, discovering, and invoking enterprise’s services. From its emergence, many specialists have predicted that SOA will revolutionize the distributed computing paradigm and it will make various kinds of e-business (e.g., virtual enterprises, inter-enterprise collaboration, and ASP paradigms) a reality. Service Oriented Architecture (SOA) and Web Services are the current trend to integrate large and distributed systems, which is a common situation in both the business and government worlds. However, within these worlds, systems are commonly written in COBOL because they were developed several decades ago. Therefore, migration of COBOL systems into service-oriented architectures becomes a necessity. Two main approaches are used to migrate COBOL systems to SOA systems: direct and indirect migration. Direct migration implies wrapping the current COBOL routines of a system with a software layer developed under a newer platform that can be used to offer Web Services. In contrast, indirect migration requires re-designing and re-implementing the COBOL routines’ functionality using a newer platform as well. In this chapter, the authors propose a novel migration approach, which takes the best of the two previous approaches. To assess the advantages and disadvantages of these approaches, this chapter presents a case study from a government agency COBOL system that has been migrated to a Web services-based system using the three approaches. As a result of having these migration attempts, the authors present the trade-off between direct and indirect migration, the resulting service interfaces quality, and the migration costs. These results also show that this new migration approach offers a good balance to the above trade-off, which makes the approach applicable to similar COBOL migration scenarios.

Abstract Organisational Structure of Municipal Offices - Key Determinats The multitude of tasks and problem issued faced by local governments necessitates their evolution towards improvement of the existing organisational structures. Comparison of the existing organisational structures of various municipal offices could create a misleading that their organizational structures do not undergo any transformations. In reality, the type of an organisational structure remains unchanged while its elements change very frequently. These changes are activated when, according to the office management, they do not ensure proper performance of tasks faced by local government administration and appropriate customer service. Also note that, in the applied solutions, there is a strive for perfection which can be noticed, in a sense. It expresses the concept that this is not a structure which can effectively play its role today and is prepared for challenges of tomorrow. However, the process of transformations has not developed any new solutions. To this end, the local government must develop organisational structures appropriate for identifying and reaching its objectives. For this reason, it’s worthwhile to consider solutions which combine elements of the existing and modern solutions or address new opportunities created by process-oriented structures. However, these transformations must, first and foremost, cause a transformation of bureaucratic-style municipal offices into modern organisations which apply modern methods of management. These are organisations which introduce deep-reaching organisational changes, i.e. transform their hierarchic interorganisational relations into more partner relations and transform their structural solutions into more flexible solutions as well as change their employees’ way of thinking. Without such transformations in local government, municipal offices will be still referred to as bureaucracy and civil servants as bureaucrats.

Service-Oriented Architectures (SOA) enable the automatic creation of business applications from independently developed and deployed Web services. As Web services are inherently a priori unknown, how to deliver reliable Web services compositions is a significant and challenging problem. Services involved in an SOA often do not operate under a single processing environment and need to communicate using different protocols over a network. Under such conditions, designing a fault management system that is both efficient and extensible is a challenging task. In this article, we propose SFSS, a self-healing framework for SOA fault management. SFSS is predicting, identifying, and solving faults in SOAs. In SFSS, we identified a set of high-level exception handling strategies based on the QoS performances of different component services and the preferences articled by the service consumers. Multiple recovery plans are generated and evaluated according to the performance of the selected component services, and then we execute the best recovery plan. We assess the overall user dependence (i.e., the service is independent of other services) using the generated plan and the available invocation information of the component services. Due to the experiment results, the given technique enhances the service selection quality by choosing the services that have the highest score and betters the overall system performance. The experiment results indicate the applicability of SFSS and show improved performance in comparison to similar approaches.

Computer-based clinical decision support (CDS) contributes to cost savings, increased patient safety and quality of medical care. Most existing CDS systems are stand-alone products (first generation) or part of complete electronic medical record packages (second generation). Experience shows that creating and maintaining CDS systems is expensive and requires effort that should be economized by sharing them among multiple users. It makes good economic sense to share CDS service installations among a larger set of client systems. The paradigm of a service-oriented architecture (SOA) embraces this idea of sharing distributed services. Some attempts making CDS services available to distributed health information systems exist. However, these approaches have not gained much adoption. We argue that they do not provide a sufficient level of decoupling between client and CDS in order to be broadly reusable in SOAs. In this paper, we present a new CDS service component called EGADSS, which has been designed and implemented with the declared objective to minimize the coupling between client and CDS server. We present our key design decisions, which are guided by empirical research in SOA development. We evaluate our result theoretically by measuring the level of decoupling achieved compared to existing CDS approaches. Furthermore, we report on an empirical evaluation of the resulting design, integrating the EGADSS service with an example client system.
