The Evolution of ICT, Economic Development, and the Digitally-Divided Society

In this chapter, we mention that a digital divide could bring about an income divide both within a country and between countries. The more the uses of the Internet diffuse, the more the divide may introduce serious concerns. From a macroeconomic point of view, the increase in the digital divide diminishes ICT investments and delays the innovation of ICT. As a result, we propose that the public policies of each government provide the devices of ICT as social capital and infrastructure. On the global stage, the digital divide exists between developed and developing countries. Therefore, international provision of the digital devices should be achieved through a cooperative effort between developed countries and international organizations.

Electronic government, or e-Government, is the practice of providing public services to citizens, businesses, and other government agencies where government services can be accessed through the Internet, mobile phone, fax, mail, telephone, and personal visits (MGAHA, 2005). Developing countries, utilizing the late comer advantage, are mimicking trends of paperless governments with the expectations to reap the same benefits enjoyed by developed countries. However, e-Government initiatives have not always been successful in developing countries. According to the study conducted by Heeks (2003), the rate of e-Government success in developing countries was only 15 percent. The authors believe that such failures are mainly due to certain unique social, economic, technological, and environmental challenges faced by e-Government in developing countries. For example, some major issues include digital divide, political instability, and skills-related issues. However, the research dealing with these problems is limited. Therefore, in this chapter, the authors discuss these challenges.

In most developed countries, linking citizens with e-government through Information Communication Technology (ICT) is an important social role for public libraries. Public libraries partner with government agencies; acting as intermediaries to bridge government with citizens in a way which adds value. In developing countries, public libraries have not attained that intermediary level. Instead, the role of public libraries is constrained to performing a tangential role to e-government. This includes its focus on the provision of access to information. As Caribbean governments progress further with e-government implementation, public libraries may need to expand their role beyond information provision to help citizens in their adoption of e-government, as well as enhance their service provision to them. This highlights some of the digital divide issues that developing countries experience versus information rich countries (i.e., developed nations) such as the United States of America. Thus, the digital divide is not only about access to ICTs; it also now includes citizens' capacity to use ICTs. This paper examines the capacity and role of the public libraries in Trinidad and Tobago, and Jamaica in enhancing e-government efforts.

The Internet has changed the way many companies do business, but has also tended to increase the disparity between firms in developed countries and those in developing countries. As the digital divide seems to grow, the question becomes how will developing countries catch up? We examine two large developing countries, China and India, in an attempt to understand their approaches to developing e-business. While both countries had access to the technology at about the same time, each has taken a different path to utilizing it. These approaches are based on a number of factors, including government initiatives and focus, infrastructure building, experience and understanding of business operations, and culture, among others. China appears to be ahead of India in the mechanics and infrastructure, but India is ahead in e-readiness. Both countries are poised for rapidly increasing e-business, however, they have huge problems of poverty and inequality between urban and rural connectivity must be resolved to really take advantage of e-business.

This article explores the digital divide from the perspective of Ecuadorian small tourism enterprises. Ecuador’s ICT environment has been described as underdeveloped, obsolete, and expensive to use. There is also a serious shortage of ICT related human capital. Given these stumbling blocks, this article seeks to identify how small tourism operators have managed to adopt the Internet. Adopting a qualitative approach, field interviews were conducted with tourism enterprises across rural, semi-rural, and metropolitan areas of Ecuador. This article adds to our understanding of the digital divide, especially from the point of view of small tourism enterprises, and serves as an example to other small tourism enterprises in developing countries seeking to adopt the Internet.
