The article is devoted to the analysis of features of functioning of the digital government in the Chinese State in the first decades of the 21-st century and the perspectives of its further development. In this work the authors give a brief description of the essence of phenomenon of digital government in general. The article explores the specific features of this process in the People’s Republic of China in the third millennium (taking into account the background of this issue). This research examines the influence of functioning of e-government bodies in Сhina on the internal political situation in the country – taking into account such aspects as building a dialogue between authorities and society, perfection of the public service system providing the Chinese citizens with essential public goods, the merits and the demerits of China’s online government are taken into account. This article examines such significant factors in the development of e-government in China as the impact of the global situation at the present stage on international politics and the country’s information security system. This article analyzes the features of the relationship between the Chinese authorities and media corporations operating on the Internet market of the Middle Kingdom (such as, for example, Google), and studies the reasons for the contradictions between them. The study also comprehended strategy of the authorities of the People’s Republic of China in matters of information security of the state, including the active use of Chinese hackers in network conflicts with Western countries, and the actions of special units of the Chinese armed forces created to counter foreign cyber terrorism.

In this chapter, an analysis of the electronic decision making system, which is thought to benefit from the heavy bureaucratic system which does not take into account the expectations of the citizen in the public administration system, will be used to make a more flexible structure. The focus of this chapter is on the need to design the decision-making mechanisms of the state according to the expectations of the citizen. For this purpose, requests and complaints from the citizens through the electronic environment should be taken into consideration in the decision-making process. In fact, this situation is reflected in the application of electronic participation management model. The application of this management model in the public administration system is the citizen participation complaint and demand system which is carried out under the name of electronic government. The examination of this system, which is an example of the application of participatory democracy, is important for the reflection of democratic values on the administration system.

Substantially, the theory of e-government public value (PV-EGOV) has been treated as a hot topic to be explored insightfully. This research comes to be considered as the launching point to empirically evaluate the creation of PV-EGOV in Jordan. The main aim of this research is to investigate the factors affecting the PV-EGOV in the context of Jordan. Information System Success Model (IS success model) was selected to determine the factors affecting the e-government public value in Jordan through the quality factors (system, information, and service) and their role in citizens' intention in use and satisfaction of the e-government. The structural Equation Model (SEM) approach was harnessed to obtain the results. The results indicated that the most critical determinant factor that affected the PV-EGOV was service quality. The current article has theoretical and practical implications for public institutions in Jordan. The future work trends are established in their specific section of this article.

Electronic government (e-gov) has not been implemented as extensively in many developing countries as in developed countries, especially in certain fields, such as occupational safety and health (OSH). This chapter considers e-gov that is effected through the websites of leading OSH bodies in a developing country, Trinidad and Tobago, and two developed nations, the USA and UK. Using a content analysis and comparison exercise, OSH e-gov shortcomings and opportunities in T&T are noted. Improvement recommendations include development of a strategy and strategy execution plan to boost stakeholder recognition of the value of the OSH agency and OSH e-gov in T&T; partnership-building to make resources available for OSH e-gov enhancement; enhanced accessibility and utility via a wider range of media formats to users; better stakeholder responsiveness via engagement with social media and better online support; and increased data collection and analysis in order to drive continual improvement.

Tujuan dari penelitian ini sendiri adalah untuk mengetahui inovasi dari pelayanan publik yang berbasis digital (e-government) di era pandemi covid-19 dalam mengatasi keterbatasan layanan publik yang bertatap muka langsung agar menghindari penyebaran Covid-19. Selain itu, apa saja hambatan yang ada dalam penerapan e-government dalam masa pandemi ini. Metode penelitian yang digunakan dalam penelitian ini yaitu metode penelitian kepustakaan (library research). Penelitian dilakukan dengan mengumpulkan data melalui teknik dokumentasi dan penelusuran data secara online, serta dengan penggunaan teknik analisis isi. Berdasarkan hasil penelusuran yang dilakukan, penulis menemukan bahwa penggunaan electronic government masih membutuhkan pemantapan serta pematangan dalam hal kualitas pelayanan seperti efisiensi (efficiency), kepercayaan (trust), reliabilitas (reliability), maupun dukungan masyarakat (citizen support). Hambatan pelaksanaan pelayanan publik berbasis digital masih belum dapat dihindari, dikarenakan e-government di Indonesia yang masih berkutat dengan masalah teknis. Implikasi dari penelitian ini dapat digunakan sebagai bahan pertimbangan dan masukan bagi pemerintah untuk meningkatkan kualitas dan inovasi pelayanan publik yang berbasis digital.  Ciri khusus penelitian ini ialah peneliti menggunakan topik e-government di Indonesia yang dijalankan semasa pandemi Covid-19 dan juga menggunakan beberapa website resmi pemerintah sebagai contoh dalam pembahasan penelitian.

In this era, technology is playing a central role in many areas of human life, but the classical hardcopy-based approaches are still being used for land registration. The Internet-based methods provide excellent facilities for overcoming the drawbacks of handwritten-based style and communication among different government sectors. Nowadays, Information and Communication Technology (ICT) is used to build professional electronic systems as big steps towards the electronic government (E-government) system. One of the most critical sections of the E-government is the E-Land-Registration (ELR). Duhok Land Directorate, together with its sub-directorates, works on a considerable amount of data to process. These directorates suffer from the classical hardcopy-based approaches, so building an ELR system will reduce time consumption and paper waste. The improvement of the land registration system will also allow integration with the E-government system. The progress of the land registration will enable communication between the land registration staff on one side and the administration and financial directorates on the other. In this thesis, an efficient ELR system for Duhok land registration is proposed. The services of the database management system cover Employee Registration Module, Estates Registration Module, Operation Type Module, Estate Owners Module, Estate Status Module, View Information Module, and Login Employee Module. HTML, CSS, PHP, MySQL, JavaScript, jQuery, Ajax, and Bootstrap tools were used for the design and implementation stages of the proposed ELR.

The relevance of the article is connected with the emergence of such a scientific category in law as «digitalization». Digitalization processes are being actively introduced into public, political, economic and legal life directly by authorities, for example, the Government of the Russian Federation, which by 2021 is moving from «electronic Government» to «Digital Government», introducing digital technologies into the system of executive authorities as digitalization tools for fast and effective digital interaction both among themselves and to optimize interaction with citizens and organizations. This issue requires a scientific analysis. Therefore, the main purpose of the article will be to study the problems, scientific research of the current state and prospects of mutual influence of digitalization and digital space in the law of the modern Russian state, analysis of the role of digitalization in law as a legal category. The article also analyzes the legal concepts of digitalization, it is noted that the Concept of Government will be transformed into a Digital Government in 2021. The implementation of this transformation is carried out by the Government of the Russian Federation itself, the Ministry of Digital Development of the Russian Federation on behalf of the President of the Russian Federation. At the same time, this concept does not aim to replace the traditional system of state authorities or transform bodies, but is aimed at increasing the accessibility and quality of interaction between the population of the state and the authorities, as well as digital interaction between the state and municipal authorities themselves. It is noted that there is a tendency to transform public power into the mainstream of digital technologies and digital interaction, for this purpose a number of legal documents have been created - concepts, in particular, the concept of the digital economy, implemented on behalf of the President of the Russian Federation.
