Today, organizations rely on decision makers to make mission-critical decisions that are based on input from multiple domains. The ideal decision maker has a profound understanding of specific domains coupled with the experience that allows him or her to act quickly and decisively on the information. Daily, decision makers face problems and failures that are too difficult for any individual person to solve; therefore, teams are now required who share their knowledge in spontaneous collaborations. Since requisite expertise may not all reside in the same organization, nor be geographically colocated, virtual networked teams are needed. This chapter presents a case study describing the development and use of Postdoc, the first Web-based collaborative and knowledge management platform deployed at NASA.

There are numerous technical and organizational challenges in the design and implementation of spatial decision support systems. Part of the problem stems from the distributed and uncoordinated land management practices of individual decision-makers. For example, in environmental planning, multiple decision makers with conflicting goals may need to make collective decisions. This requires collaborative decision-making tools and conflict resolution capabilities. In this chapter, we identify the research issues related to the design and implementation of Web- based collaborative spatial decision-making support systems in the context of distributed environmental planning. We implemented a Web-based Spatial Decision Support System called GEO-ELCA (Exploratory Land Use Change Assessment) for typical decision-making tasks by urban or municipal planning agencies where resource managers or stakeholders of different interest groups can express their options for future land use changes and assess the resulting hydrological impacts in a collaborative environment.

Purpose The purpose of this paper is to investigate and explain how organizations in the construction sector can enhance their decision-making process (DMP) by practising knowledge management (KM) and business process management (BPM) activities. A conceptual framework is developed that recognises the elements that impact DMP in terms of KM and BPM. The development of this framework goes beyond current empirical work on KM in addition to BPM as it investigates a wider variety of variables that impact DMP. Design/methodology/approach A case study is undertaken in the context of the construction industry in Jordan. A theoretical framework is developed and assessment of the proposed framework was undertaken through a questionnaire survey of decision-makers in the construction sector and expert interviews. Findings The outcomes of this research provide several contributions to aid decision-makers in construction organizations. Growth in the usage of KM and BPM, in addition to the integration between them, can provide employees with task-related knowledge in the organization’s operative business processes, improve process performance, promote core competence and maximise and optimise business performance. Originality/value Through the production of a framework, this study provides a tool to enable improved decision-making. The framework generates a strong operational as well as theoretical approach to the organizational utilization of knowledge and business processes.

Additive manufacturing (AM) has experienced a phenomenal expansion in recent years and new technologies and materials rapidly emerge in the market. Design for Additive Manufacturing (DfAM) becomes more and more important to take full advantage of the capabilities provided by AM. However, most people still have limited knowledge to make informed decisions in the design stage. Therefore, an interactive DfAM system in the cloud platform is proposed to enable people sharing the knowledge in this field and guide the designers to utilize AM efficiently. There are two major modules in the system, decision support module and knowledge management module. A case study is presented to illustrate how this system can help the designers understand the capabilities of AM processes and make rational decisions.

This paper describes validation of an appropriateness framework, which has been developed in a former study, to determine appropriate models under uncertainty in a decision support system for river basin management. Models are regarded as ‘appropriate’ if they produce final outputs within adequate uncertainty bands that enable decision-makers to distinguish or rank different river engineering measures. The appropriateness framework has been designed as a tool to stimulate the use of models in decision-making under uncertainty and to strengthen the communication between modelers and decision-makers. Through the application to a different river with different objectives in this validation study from the river used in the development stage, this paper investigates whether the appropriateness framework works in a different situation than it was designed for. Recommendations from the development stage are taken into account in this validation case study as well. The final results from the study showed a successful validation of the appropriateness framework and suggested further possibilities for the application in decision support systems for river basin management.

The main purpose of the present research is to identify the internal relationships among the dimensions of knowledge management from the viewpoint of social capital. The statistical population includes 50 Professors and experts in the field, who have been defined as connoisseurs. The data have been collected through the use of the researcher-designed questionnaire. The validity of the questionnaire was confirmed by content validity, and its reliability was determined by test–retest method. The results indicate that the dimensions of knowledge management, from the social capital perspective, have relatively strong, reciprocal systemic relations with each other. Among the dimensions of knowledge management studied in the research, the "leadership and management" dimension has been identified as the strongest dimension from the viewpoint of leading power, and the "intellectual capital" has been recognised as having the highest rate of dependence on the other dimensions of knowledge management regarding the social capital of knowledge management. The results obtained from the identification and evaluation of the systematic relations can be used as a guide by managers and decision-makers in designing strategic programs concerning knowledge management within the organisation while having social capital in mind.

Recent evidence of the adoption of technologically mediated systems of knowledge management as part of the trend to accountability in the Institutions of Higher Education around the world has been widely disseminated in World Bank and UNESCO reports, and the effects of assessment driven accountability on preparation programs extensively debated in scholarly communities. Less scholarly attention has been paid to the institutional effects of the technology enhanced performance assessment evidentiary demands on university programs undergoing review by national accrediting bodies. The lack of scholarly attention is addressed by presenting a case study examining the institutional dynamics of accreditation review experienced by faculty in one department that offered graduate programs leading to certification for education leaders. Drawing from institutional analysis (Scott, 2008a, 2008b) a conceptual framework is established in a discussion of conditions of enactment of the regulative, normative and cognitive facets of the institutional dynamics evident in the implementation ecology of accountability systems. The case study analysis outlines four phases of development of the essential elements of a web-based assessment system, and describes the questions raised by faculty about performance evidence, the assessment of that evidence, and the nature of measures of program outcome effectiveness. Classic theories of organizations fail to fully explain the concerns and questions that were raised by faculty. In contrast, Engeström’s (1999, 2001, 2008) theory of expansive learning grounded in Cultural Historical Activity Theory (CHAT) provides insights into faculty responses to questions raised by the criteria for program review established by the accrediting body. Artifacts of expansive learning evident in the development of a performance assessment system can be viewed as reflecting institutionalization of regulative, normative, and cognitive dimensions of the emergent evaluative state of leadership preparation around the world. Implications are suggested for understanding the development of information technology (IT) enhanced knowledge management systems (KMS).
