Managing Risk in School Crisis Intervention

This chapter reports findings from a study of school leader perspectives on crisis preparedness. The context for the study is a sample of school superintendents in the southwest region of the United States. Interviews were conducted with four school superintendents to gather insights into mainly organizational norms, policy, and planning related to crisis preparation. This chapter seeks to add insight into what leaders perceive as preparation for potential crises and to critically assess the demands and obligations set forth through state legislative policy. Furthermore, the authors explore myriad leadership challenges to maintaining public confidence and maximizing the safety of children. Recommendations for leaders to engage in reframing of their positionality with respect to crises and a model for engaging parents and community in assessing risks and threats are offered.

AbstractIn recent years there has been a trend towards independent and more transparent ethical regulation for sitting judges, which is said to promote public confidence in the judicial institution, and reflect a move towards accountability and transparency as judicial values. However, regimes governing sitting judges largely fall away when the judge retires from the bench. Increasing longevity and rising numbers of former judges raise complex ethical regulation questions. Drawing on judicial ethics regimes in England and Wales, Australia, the United States and New Zealand, and instances where the conduct of former judges has reflected poorly on the integrity of the judiciary, this article argues that there are strong reasons for extending ethics regulation beyond judicial retirement. By reference to the principles that inform the rules regulating the conduct of sitting judges, we investigate the extent to which misconduct and disciplining regimes should extend to former judges, and whether there is a stronger role for soft instruments and more formalized processes for regulating former judges. In doing so, we propose a model for the development of ethical regulation for former judges.

AbstractPurposeTo maintain scientific integrity and engender public confidence, research must be conducted responsibly. Whereas scientific misconduct, like data fabrication, is clearly irresponsible and unethical, other behaviors—often referred to as questionable research practices (QRPs)—exploit the ethical shades of gray that color acceptable practice. This study aimed to measure the frequency of self-reported QRPs in a diverse, international sample of health professions education (HPE) researchers.MethodIn 2017, the authors conducted an anonymous, cross-sectional survey study. The web-based survey contained 43 QRP items that asked respondents to rate how often they had engaged in various forms of scientific misconduct. The items were adapted from two previously published surveys.ResultsIn total, 590 HPE researchers took the survey. The mean age was 46 years (SD=11.6), and the majority of participants were from the United States (26.4%), Europe (23.2%), and Canada (15.3%). The three most frequently reported QRPs were adding authors to a paper who did not qualify for authorship (60.6%), citing articles that were not read (49.5%), and selectively citing papers to please editors or reviewers (49.4%). Additionally, respondents reported misrepresenting a participant’s words (6.7%), plagiarizing (5.5%), inappropriately modifying results (5.3%), deleting data without disclosure (3.4%), and fabricating data (2.4%). Overall, 533 (90.3%) respondents reported at least one QRP.ConclusionsNotwithstanding the methodological limitations of survey research, these findings indicate that a substantial proportion of HPE researchers report a range of QRPs. In light of these results, reforms are needed to improve the credibility and integrity of the HPE research enterprise.“Researchers should practice research responsibly. This article presents two independent studies examining the experiences of older adults aging in rural environments in the United States. In face-to-face interviews, study participants (n = 66 in study 1 and n = 8 in study 2) were asked what they like about aging in a rural area and what they found challenging. Interview transcripts were analyzed for recurring themes in each study and striking similarities were found with regard to the importance of nature or “aesthetic capital” to the well-being of the study participants. Primary themes emerging from study 1 data included peace, safety, beauty, space, and interacting with nature. The themes emerging from the second study included the world outside the window, traveling around by car, and longing for natural beauty. A negative theme that emerged from both studies related to the dearth of health and social services in rural areas. Implications of the studies' findings with regard to the value of nature in the lives of elders are discussed in relation to practice, policy, and planning.

The Watergate affair has become synonymous with political corruption and conspiracy. The crisis has, through fact, fiction, and debate, become considerably more than the arrest of five men breaking into the Democratic Party’s national headquarters in the Watergate complex in Washington DC in the early hours of Saturday, June 17, 1972. Instead, the term “Watergate” has since come to represent the burglary, its failed cover-up, the press investigation, the Senate enquiry, and the eventual resignation of the thirty-seventh president of the United States, Richard Nixon. Arguably, Watergate has come to encompass all the illegalities of the Nixon administration. The crisis broke when the Vietnam War had already sunk public confidence in the executive to a low ebb, and in the context of a society already fractured by the turbulence of the 1960s. As such, Watergate is seen as the nadir of American democracy in the 20th century. Perversely, despite contemporaries’ genuine fears for the future of the US democratic system, the scandal highlighted the efficiency of the US governmental machine. The investigations that constituted the Watergate enquiry, which were conducted by the legislative and judicial branches and the fourth estate, exposed corruption in the executive of the United States that stretched to the holder of the highest office. The post-war decades had allowed an imperial presidency to develop, which had threatened the country’s political equilibrium. Watergate disclosed that the presidency had overreached its constitutional powers and responsibilities and had conspired to keep those moves hidden from the electorate. More significantly, however, the forced resignation of Richard Nixon revealed that the checks-and-balances system of government, which was conceived almost 200 years before the Watergate affair, worked as those who devised it had planned. Watergate should illustrate to Americans not just the dangers of consolidating great power in the office of the president, but also the means to counteract such growth.

Evidence continues to accumulate that mathematics education in the United States is facing a serious peril caused by the increasing shortage of qualified teachers. Dunathan (1979) surveyed school superintendents in nine midwestern states about this topic. Approximately 70 percent of those administrators who responded thought a shortage of qualified mathematics teacher applicants existed. Less than 5 percent indicated that they believed there was a surplus. A 1977 survey conducted by the federal government discovered that approximately one-fourth of the nation's school districts had at least one opening in some field for which no qualified applicant could be found (Jacobson, 1979). Data from other sources suggest that many of those unstaffed positions were in mathematics classrooms. Reporting figures prepared by the National Center for Education Statistics, Dessart (1979b) states “… 1100 mathematics teacher positions were unfilled in the secondary schools of the United States during the fall of 1977.” The November 26 issue of Education USA (“Teacher Shortage,” 1979) quotes the Houston, Texas, superintendent of schools as estimating “… that more than 5,000 of the school district's students have 'no certified mathematics or science teacher at a time when we are emphasizing those subjects.' “That same article reports that Dallas had 150 current vacancies, most of which were in mathematics, science, industrial arts, and special education at the secondary level.
