Characteristics of Effective Military Charter Schools

This chapter examines two public military-themed charter schools that meet researcher-developed minimum thresholds for academic and socioemotional success. Through document review, extensive on-site observations, and comprehensive interviews, the researchers examine the two schools in comparison to a conceptual framework developed almost 20 years ago by one of the researchers. The conceptual framework is predicated on four pillars present to varying degrees in military schools and colleges across the United States – academics, leadership, citizenship, and athletics. Careful analysis of both schools through the lens of all four pillars of the conceptual framework validates the framework as a successful means of evaluating the efficacy of a military-themed charter school.

Across the United States, charter schools have become one of the most frequently used means of increasing choice among educational alternatives. In this article we use data from a recent telephone survey of Washington D.C. parents to evaluate the success of the District’s large and growing charter school program. We find that parents with children in charter schools rate their teachers, principals, facilities and schools higher than their traditional public counterparts. This finding is robust even when controlling for self-selection into charter schools. Based on these empirical results, we argue that the greater satisfaction with charter schools reflected in these differences in grades is not simply the result of the act of choosing.

Charter schools are perhaps known to many people as community schools that are publicly funded. Educators and policy makers of the United States consider public schools in which tuition for primary and secondary students is free. A few community leaders and public officials have disclosed that selected charter school providers have too much flexibility in how they operate the schools. Perhaps their beliefs are such because most of the charter or community schools are operated under a contract in partnership with a sponsoring entity (Center for Education, 2008). According to educators and political leaders located in the Midwest region of the United States, charter schools were designed to address the current state of educational programs and to introduce an alternative model to traditional public education for economically disadvantaged students. For the last decade, research has shown that the goals and objectives of charter schools and charter school providers and leaders have been a contentious subject matter for United States educators and policy makers (Center for Education, 2008). The reason is perhaps linked to personal beliefs that charter school providers or leaders drain funding from local public school districts and do not offer disadvantaged students a better education. The case study provides an overview about Duke and Duchess Technology Centers as well as Triumph Management Company and their, products and services, competition, management structure, leadership styles, and recent challenges. Questions appear at the end of the case study for students to discuss and debate.

This chapter examines the challenge for entrepreneurial companies of going beyond the start-up phase and growing into large successful companies. We examine the long-term financing of these so-called scale-up companies, focusing on the United States, Europe, and Canada. The chapter first provides a conceptual framework for understanding the challenges of financing scale-ups. It emphasizes the need for investors with deep pockets, for smart money, for investor networks, and for patient money. It then shows some data about the various aspects of financing scale-ups in the United States, Europe, and Canada, showing how Europe and Canada are lagging behind the US relatively more at the scale-up than the start-up stage. Finally, the chapter raises the question of long-term public policies for supporting the creation of a better scale-up environment.

Abstract Background In recent years, health centers in the United States have embraced the opportunity to train the next generation of health professionals. The uniqueness of the health centers as teaching settings emphasizes the need to determine if health professions training programs align with health center priorities and the nature of any adjustments that would be needed to successfully implement a training program. We sought to address this need by developing and validating a new survey that measures organizational readiness constructs important for the implementation of health professions training programs at health centers where the primary role of the organizations and individuals is healthcare delivery. Methods The study incorporated several methodological steps for developing and validating a measure for assessing health center readiness to engage with health professions programs. A conceptual framework was developed based on literature review and later validated by 20 experts in two focus groups. A survey-item pool was generated and mapped to the conceptual framework and further refined and validated by 13 experts in three modified Delphi rounds. The survey items were pilot-tested with 212 health center employees. The final survey structure was derived through exploratory factor analysis. The internal consistency reliability of the scale and subscales was evaluated using Chronbach’s alpha. Results The exploratory factor analysis revealed a 41-item, 7-subscale solution for the survey structure, with 72% of total variance explained. Cronbach’s alphas (.79–.97) indicated high internal consistency reliability. The survey measures: readiness to engage, evidence strength and quality of the health professions training program, relative advantage of the program, financial resources, additional resources, implementation team, and implementation plan. Conclusions The final survey, the Readiness to Train Assessment Tool (RTAT), is theoretically-based, valid and reliable. It provides an opportunity to evaluate health centers’ readiness to implement health professions programs. When followed with appropriate change strategies, the readiness evaluations could make the implementation of health professions training programs, and their spread across the United States, more efficient and cost-effective. While developed specifically for health centers, the survey may be useful to other healthcare organizations willing to assess their readiness to implement education and training programs.

This article examines a survey and analysis of 41 State Department of Education definitions of gifted and talented. A conceptual framework of components is presented as a means of definition analysis. Definitions are examined and discussed in relation to those characteristic components. Current trends in definitions are placed in an historical context revealing the expansion and refinement of expansion components in definitions for the gifted and talented. The definition issue is discussed in relation to societal values and expectations as they pertain to gifted individuals.

Aim. The presented study is aimed at the development of the underwater transport fleet as an effective tool for maintaining dominance in the Arctic.Tasks. The authors analyze the efficiency of sea transportation in the Arctic; examine and characterize existing vessels in the Arctic zone and the experience of different countries in creating underwater vehicles; determine requirements for underwater transport vessels.Methods. This study develops requirements for the conceptual design of underwater transport vessels that could serve as the basis of an underwater Arctic transport fleet with allowance for existing approaches to designing such vessels.Results. The costs of re-equipping submarines of old design for the creation of underwater transport vessels are preliminarily assessed. A number of objectives for future implementation are described. The influence of the project on the shipbuilding industry is shown.Conclusions. Building underwater transport vessels is technically possible, economically profitable, and expedient. This project can be implemented only in two countries — Russia and the United States.

Although the number of African immigrants in the United States has steadily increased, there remains a gap in understanding their lived experiences in the context of employment and wellness. Using qualitative method, this study investigated underemployment and wellness among six foreign-educated African immigrants. The purpose of this chapter is to discuss three themes that emerged from this study. Study design utilized was grounded theory. Participants in this study held professional jobs before relocating to the US. Results suggest that despite excitement of migrating to the US, African immigrants experience myriad life events from the time they land until when they settle down. Yet, the adaptation mechanisms reported include social networking and social support. Thus, three themes that emerged from this study are occupational, emotional, and social wellness. From the findings, the authors developed underemployment versus wellness conceptual framework that can be used for future studies.

This chapter investigates the legal basis for exercising extraterritorial jurisdiction over multinational enterprises (MNEs). The state’s exercise of extraterritorial jurisdiction rests on the international law rules relating to state jurisdiction. A state’s legal jurisdiction can be divided between the jurisdiction to prescribe laws, to adjudicate disputes and to enforce legal orders and judgments. This classification follows the traditional division of governmental authority between legislative, judicial and executive powers, though each branch of government can engage in any of the three. The chapter evaluates the three heads of jurisdiction in turn, relying to a large extent on US practice, which is the most developed in this field. In more recent years, not only the United States, but other global economic powers, have sought to avoid extraterritoriality conflicts though harmonization of regulatory standards and the development of cooperative regulatory structures.
