The low-carbon economy is an economy with externality. It has a high risk to develop low-carbon industries and low-carbon technologies. A sound policy system should be enriched and perfected in promoting the development of low-carbon economy in Jiangxi Province although there were some fiscal and taxation policies. In order to promote rapid and healthy development of low-carbon economy in Jiangxi Province, the comprehensive low-carbon economy policy systems had been proposed which including low-carbon tax policy, low-carbon finance policy, low-carbon industry policy, low-carbon investment policy, low-carbon technology policy, low-carbon consumption policy and carbon management policy.

Low-carbon economy is becoming the main trend of economy developing for all countries. Jiangxi Province has a preliminary basis and advantage to develop low-carbon economy. The developing pattern and approaches of low-carbon economy in Jiangxi province were put forward which includes developing low-carbon industry and constructing low-carbon society. The pattern of low-carbon industries include enterprise model of clean production, industry model of low-carbon industrial, low-carbon agriculture, low-carbon services and eco-tourism, regional model of low-carbon industrial park. The patterns and approaches of low-carbon society include town model of low-carbon operation, the village model of low-carbon construction, residents model of low-carbon living.

Recently, China has been constantly attacked by haze weather, which is reported to be connected with China’s high coal consumption. This signal indicates that China's development of low energy consumption, low pollution, low-emission-based carbon economy is imminent. Jiangxi province, rich in natural resources, owns large reserves and many kinds of mineral resources. Development of low-carbon economy is necessary to achieve sustainable development. This thesis analyzes the current situation, prospects, as well as the main problems of low-carbon finance in Jiangxi Province by an overview of domestic and foreign scholars’ works on carbon finance research findings, and focuses on putting forward relevant proposals to the development of low-carbon finance Jiangxi.

In the background of low-carbon economy, the logistics activities call for low- carbon and green. However, the way of low-carbon logistics is difficult in China, because it is subject to a number of reasons that China's logistics industry goes low-carbon development road, including the concept behind, hysteresis of guidance and management policy, the extensive mode of the industry development, the logistics facilities and equipment behind, no enough collaborative management in logistics and other industries together, and so on. The packaging is the basis of logistics activities; it can promote the realization of the low-carbon logistics to develop environmental packaging. There are two ways that environmental packaging plays a catalytic role of low-carbon logistics: First, the reduction of packaging materials and R&D and application of green packaging materials; second, the green and environmental protection in the design and application of packaging mode. Final, the unity of logistics and packaging is tried hard to achieve.

This paper considers the pilot policy of low carbon cities as a “natural experiment”. Firstly, the EKC curve is plotted using panel data of Jiangxi Province and eight prefectural-level cities in the province from 2010 to 2018, and it is judged that Jiangxi Province’s economy is still in the rising part of the left side of the curve, and economic development is still occurring at the cost of carbon emission growth. Secondly, fixed-effects model was used to investigate the factors that influence CO2 emissions, and it was discovered that industrial structure and the intensity of environmental management had an impact on carbon emissions. Thirdly, the Difference-in-Differences model is applied to evaluate the effect of low carbon city pilot policies, and it is discovered that the policies have a positive effect on energy conservation and emissions reduction. Finally, based upon the empirical results, suggestions for the future development of a low-carbon economy in Jiangxi Province are made in three areas: low-carbon production, environmental governance and supervision, and policy radiation.

It is the strategic choice of sustainable social development to develop low-carbon economy in Jiangxi province. The healthy and orderly development of low-carbon economy depends on the adjustment of industrial structure, energy structure and consumption structure. It also depends on the support of policies, regulations and low-carbon technologies. Some development strategies of low-carbon economy in Jiangxi province were put forward in this paper. The development strategies include adjusting and optimizing industrial structure for building a low-carbon industrial system; optimizing energy use structure to develop low-carbon clean energy; promoting recycling economy for the development of low-carbon economy; planning and constructing experimental area to carry out the pilot and demonstration of low-carbon economy; strengthening intercommunion and co-operation to develop low-carbon technologies; constructing low-carbon culture to guide low-carbon consumption; planting tree and forestation to enhance the carbon sequestration function; improving policies and regulations to support low-carbon economy development.
