In the background of climate issues of much worldwide attention, developing low carbon economy has become the mutual choice of all countries in the world. China is now currently facing serious international emission reduction pressure and economy development energy environment restriction. Japan, as an island country with extremely poor energy, is the most active advocator and promoter of low carbon economy, and through many years of low carbon development, it has accumulated rich experience. This paper discusses Japanese environment protection and low carbon path from the mutual interaction role of Japanese garbage classification recycling and low carbon economy, so as to combine Jilin Province garbage disposal feature to analyze our province to refer to the garbage processing mode.

Access to modern energy such as electricity is key in the economic development of any country, and yet over 600 million people remain with no access to electricity in developing countries. It is true that both renewable energy and fossil fuels are key in the achievement of the United Nations Sustainable Development (UN SDG) Goal 7 and Goal 1 on energy access and poverty eradication respectively. However, the current global efforts to transition to a low carbon economy, and tackle climate change as stipulated in the SDG 13 and the 2015 Paris Agreement, have created a lot of tension on fossil fuel developments in recent years.This commentary article is presented as a question and answer session aimed at addressing the misconceptions surrounding the achievement of SDG 7 and SDG 13 in this energy transition era. The paper is of interest to oil producing countries. The article follows the various questions raised by policymakers during an online seminar delivered by both the authors entitled, ‘Fossil Fuels in the Energy Transition Era’.

Abstract In this work, the network data envelopment analysis (DEA) model was used to divide the transformation of scientific and technological achievements in colleges and universities into two stages, which makes up for the lack of process measurement in a single DEA model. Also, the relationship between the transformation efficiency of scientific and technological achievements in universities and the development of a low-carbon economy was quantitatively analyzed. The research results show that: (1) the transformation efficiency of scientific and technological achievements of universities in China is increasing year by year and which is significantly higher in the eastern region than that in the central and western regions. (2) The efficiency of the transformation of scientific and technological achievements of the university promotes the reduction of carbon emission intensity and the development of a low-carbon economy, indicating that the improvement of the transformation efficiency of scientific and technological achievements of the university has a good role in promoting the ecological environment protection. However, compared with the developed countries, the quantity and quality of science and technology supply and ecological environment protection in China’s universities are still insufficient. In this regard, the development suggestions are put forward from the aspects of government policy guidance, professional talent cooperation and strengthening the docking between universities and industrial low-carbon economic development. The purpose of this paper is to promote the development of a low-carbon economy by improving the efficiency of scientific and technological achievements transformation in universities, to achieve the goal of ecological environment protection.

At present, factors of the circulation industry covered the conventional facilities, distribution, cold chain development, the capital, management concept expect negative effects on the development of low carbon. This paper focuses on the research of green cold-chain management on the basis of the low-carbon economy, so as to provide some enlightenment of developing scientific and systematic cold chain green management.
