The oil spill probability is the core problem on studying the risk of oil spill. The oil spill probability model of offshore facilities is established, which based on the ETA model and the oil spill reason analysis of offshore facilities and subsea pipelines. Through a lot of statistics, combined with the actual situation in the Bohai Sea, the probability of various events is calculated. Finally the probability of oil spill for the Bohai Sea oil facilities and subsea pipelines is calculated and providing references for marine pollution prevention and the study of oil spill risks.

ABSTRACT Oil spill response along the coast of China has been recognized as an important issue by the Chinese government. The Bohai Sea in particular, is an area of high oil exploration and production activity, with offshore developments comprising platforms and FPSO's (floating, production, storage and off-loading) together with associated vessels and pipelines. Major shipping lanes from the East China Sea into China also pass through the offshore oil fields. For the oil companies operating in the area, the prospect of an accidental oil spill is a concern from both a domestic and international perspective. In 2000, the companies involved in upstream activities in the Bohai Sea began discussions with the China National Offshore Oil Corporation (CNOOC) to develop an oil spill response capability. Led by ConocoPhillips, the international oil companies worked with CNOOC to build a framework for developing an oil spill response organization (OSRO) to provide appropriate services within the Bohai Sea. The key tenet for this OSRO, was to be able to perform to international standards. In 2002, the CNOOC executive management, through its subsidiary, Bohai Corporation(COOBC) committed to establishing a commercial oil spill response organization, Bohai Environmental Services Ltd. (BES). The BES remit is focused on the Bohai Sea, but with the eventual goal of providing response services along the wider China coastal region and eventually fulfilling a longer term vision of expanding into the international market. This Paper describes the standards required by the international oil companies and how BES was conceived and organized to meet them.

Since the maritime traffic accidents and oil spill risk problem is getting increasingly serious, on the base of the maritime and oil spill accidents historical data analysis, the risk source in the Bohai Sea is discretized into finite cell. The risk analysis in matter element analysis method has been used to determine every cell’s level of risk and the demand for cruising power of each risk point has been evaluated. The specific location to build maritime unmanned aerial vehicle (UAV) cruise base needs to go through a cost-effectiveness analysis. Taking the relationship between risk point and cruise base’s location into consideration, the multi-target site selection model of UAV cruise base has been established. In this model, genetic algorithm has been used to optimize the site selection and finally, it is able to provide decision-making suggestions for the planning and construction of the Bohai maritime UAV cruise base.

ABSTRACT Shenzhen is situated near Hong Kong. About ten years ago, two harbors, Shekou and Yantian, located in the west and east of Shenzhen respectively, were under construction. Harbors and facilities have been planned by industries, while environmental concerns have been more or less neglected. A “Report of Research on the Feasibility of a Marine Pollution Prevention System for Seaports in Shenzhen” was discussed in May 1993 in Shenzhen. This paper describes the main elements of that program, including an oil spill monitoring and control system, contingency planning for oil spill response, and cooperation among industries and government in dealing with marine pollution. The aim of this paper is to demonstrate how concern for the environment should be established from the beginning in constructing a seaport. Finally, the end of this paper presents lessons learned, concerning the financial support of oil pollution response facilities, management problems and their countermeasures, implementation of international conventions on marine pollution prevention, and the importance of port state control. These lessons may be helpful for developing countries in planning their seaports to achieve better environmental protection.
