In secondary education, the focus of history teaching must be on the development of global citizenship. The present research was a study contextualized in the Fiesta de la Historia Youth Congress in Seville (Spain). A documentary analysis with a descriptive and interpretive design was made of 63 projects of inquiry that pupils carried out. The main objectives were to assess the incidence of the proposal in terms of participation, and to determine whether the pupils’ projects followed a logic of inquiry about socially relevant problems which favors the construction of global citizenship. The results point to a low incidence of schools participating in this initiative. The projects of inquiry analyzed present, for the most part, themes related to the historical and social heritage of the locality. The proposals are approached as problems of a specific discipline and are worked on through a method based on a pseudoscientific research process. The findings indicate the need to continue implementing initiatives based on school inquiry that allow the teaching of history to be articulated around relevant social problems, with the objective being to develop citizenship skills.

The article deals with the peculiarities of digital competence of managers, the principles of the formation of digital competence, and the same: the principle of system city, continuity, activity, self-development. To expose the concept of digital literacy of the head of the educational institution. The main functions are distinguished: cognitive, developing, evaluative and adaptive. The most acceptable system is postgraduate pedagogical education, which, by its very nature and purpose, is capable of rapidly adapting to social changes and ensuring the process of teaching modern pedagogical technologies with the help of current INSTRUMENTS, which include Internet services. The listed and substantiated needs for the formation of the digital competency of the heads of institutions of general secondary education are listed. The essence of the concept of digital competence is revealed. The main aspects of digital competence are highlighted, namely: the existence of a fairly high level of functional literacy in the field of ICT, effective, well-founded application of digital technologies in educational activities and for solving professional tasks, understanding of digital technologies as the basis of a new paradigm in education aimed at the development of students as sub information society objects. And also, that the digital competence of the manager can be formed on three levels: general user, general pedagogical and subject-oriented. The analysis of domestic and foreign scientific sources concerning the formation of digital competence of heads of institutions of general secondary education has been conducted. The components of digital competence of heads of institutions of general secondary education are formulated. The main ways of forming the digital competence of the head of educational institutions are identified, namely the method of teaching outside the workplace, in the workplace, mixed teaching methods. The analysis of the essence of non-formal education, as well as the feasibility of the use of the andragogical principles of adult education, is made possible to clarify and correct the filling of the main blocks of the methodology of forming the digital competency of the heads of educational institutions. The structural model of the method of forming the digital competence of the heads of educational institutions is developed.

Nowadays digital technologies are tools that open new possibilities for implementation of modern education tasks: learning at any convenient time, introduction of competence-based and inquiry-based approaches, project, student-centred and adaptive learning, lifelong learning, learning without borders, etc.Digital technologies promote transformation of society, economics, business, political processes, that formulates a request for creating conditions and infrastructure development for acquiring and enlargement of population’s digital skills as a result. Therefore, these changes also influence education which is the base for any social and economical processes. The article is dedicated to description of notions, components, ways and methods of secondary school digital transformation implementation, outline of main educational tendencies; it shows the peculiarities of digitalization process of a secondary education institution, describes importance of an educational institution learning policy development in the sphere of digital technologies and their components utilization. The necessity to organise and carry out self-estimation of real state of digital technologies effective utilization in the learning process by all its participants (managers, teachers and pupils) is justified; the ways and methods of implementation of European tool SELFIE for carrying out such introspection are described as well as the possibilities of implementation of received in the process of self-estimation recommendations for design of reasonable educational policy in the sphere of digitalization which allows taking concrete steps on the way to digital transformation of education in a secondary educational institution.
