Marx's century-old socio-political analysis of peasant nations and of India's traditional village and caste society, because it captures so much of contemporary social and political analysis, provides a convenient framework for critical discussion and evaluation of the relationship between traditional society and modern politics in India. Peasant nations such as mid-nineteenth century France, Marx observed in the The Eighteenth Brumaire of Louis Napoleon, are formed “by simple addition of homologous magnitudes, much as potatoes in a sack form a sackful of potatoes.” Objectively, peasants form a class; the mode of life, interests and culture which flow from their productive circumstances separate peasants from other classes and place their class in opposition to other classes. But subjectively and practically, peasants form a vast mass, “the members of which live in similar conditions, but without entering into manifold relations with one another.”

Modern politics, particularly prevalent in the Western Democracies, is replete with instances wherein communication has come to play a pivotal role in the formation or dislodging a government. This is not to say that in traditional political scenario, the role of communication was any lesser. Far from it, communication has always characterized the build-up of events in politics. However, the significance of the same has increased manifold thanks to the advent of social media and complex nature of modern politics as well as due to rise of such concepts as political branding which has gained traction in the wake of proliferation of technology. The same holds true in the Indian political scenario as well. The last few years have redefined the role of communication and its tools in Indian politics, especially during a mega-political event like election. The last two general elections were testimonies to the same. The might of social media has been realized by even its staunchest critics. Along with it, the popular concept of permanent campaign has also characterized the phenomenon of political communication. This paper goes on to explore the underlying concept of political communication and how the same has come to influence the turn of events as well as the final outcome of an election.

Nationals represent barely 20% of the population in the United Arab Emirates, but form the economically and socially privileged group of UAE citizens. The Rulers of the seven emirates were able to retain the historical loyalty of the “Emiratis” by advancing the economic development of the individual states, while Abu Dhabi-financed federal development helped to create a viable national state. Democratization is not of the same urgency as in some neighboring Gulf countries.

In the English constitutional tradition, subjecthood has been primarily derived from two circumstances: place of birth and time of birth. People not born in the right place and at the right time are not considered subjects. What political status they hold varies and depends largely on the political history of the territory in which they reside at the exact time of their birth. A genealogy of early modern British subjecthood reveals that law based on dates and temporal durations—what I will call collectivelyjus tempus—creates sovereign boundaries as powerful as territorial borders or bloodlines. This concept has myriad implications for how citizenship comes to be institutionalized in modern politics. In this article, I briefly outline one route through whichjus tempusbecame a constitutive principle within the Anglo-American tradition of citizenship and how this concept works with other principles of membership to create subtle gradations of semi-citizenship beyond the binary of subject and alien. I illustrate two main points aboutjus tempus: first, how specific dates create sovereign boundaries among people and second, how durational time takes on an abstract value in politics that allows certain kinds of attributes, actions, and relationships to be translated into rights-bearing political statuses. I conclude with some remarks about how, once established, the principle ofjus tempusis applied in a diverse array of political contexts.
