This study aims to develop the program evaluation plan for three kinds of “Flex-Working” programs such as “Part-Time Work”, “Flex-Time Work” and “At-Home Work” program of the Central Government of Korea. More specifically, this study discusses description of the flex-working programs in terms of program context, purpose, outcome in order to draw out the flex-working program theory model. In addition, the program participants and stakeholders, program contextual factors, primary users of the evaluation and stakeholder involvement with regards to the programs are all discussed in this paper.

In higher education, distance learning initiatives are very linked to the overall institution’s educational mission. For such an initiative to succeed, a carefully designed distance education evaluation plan is necessary. This chapter describes key distance education program evaluation variables, using the Temple University’s OnLine Learning Program as an example. In addition to describing the purpose of conducting a distance program evaluation and illustrating evaluation methods, the results from surveys and focus groups regarding students’ satisfaction with their distance learning experiences are shared. We consider that a good distance education program evaluation plan should also impact the institution’s general education policies and procedures.

Summary In this paper, conceptual and methodological problems of school program evaluation are discussed. The data were collected in conjunction with a 10 year cross-sectional/longitudinal investigation with partial inclusion of control groups. The experiences and conclusions resulting from this long-term study are revealing not only from the vantage point of the scientific evaluation of new scholastic models, but are also valuable for program evaluation studies in general, particularly in the field of gifted education.
