The Paris Region: Polycentric Spatial Planning in a Monocentric Metropolitan Region

The phenomenon of urban sprawl has been studied extensively. Most research so far has focused on residential settlements. A growing number of studies have addressed industrial deconcentration. Our focus in this paper is on logistics sprawl, i.e. the growth and suburban relocation of warehousing activities. Specifically, we investigate the difference in logistics sprawl between monocentric and polycentric systems of cities. The literature suggests that logistics activities, like residential settlements, will gradually move to suburbs as land prices increase in central areas. As research for logistics has mostly focused on monocentric systems, the question is whether this also applies to polycentric systems. We compare two cases, the Paris region in France, representative of a monocentric development, and the Dutch Randstad area as a polycentric case. We use regional statistics on warehouse settlements in both regions for a descriptive analysis of changes since the mid 2000s to derive metrics for concentration. The cases show different patterns of change in concentration. In contrast to Paris, logistics activities within the Randstad have intensified in dense areas. We explore the reasons that may explain this difference and conclude that urban structure, spatial planning policies and the freight hub quality of a region are factors of influence.

AbstractWalking as a transport mode is still often underrepresented in the overall transport system. Consequently, pedestrian mobility is usually not recorded statistically in the same manner as it is performed for motorised traffic which leads to an underestimation of its importance and positive effects on people and cities. However, the integration of walkability assessments is potentially a valuable complement in urban planning processes through considering important quantitative and qualitative aspects of walking in cities. Recent literature shows a variety of approaches involving discrepancies in the definition of walkability, the factors which contribute to it, and methods of assessing them. This paper provides a new understanding of the concept of walkability in the European context. Our approach relies on the extension of methodological competence in transportation, spatial planning and geography by linking new measurement methods for evaluating walkability. We propose an integrated approach to assessing walkability in a comprehensive methodology that combines existing qualitative and GIS-based methods with biosensor technologies and thus captures the perceptions and emotions of pedestrians. This results in an increased plausibility and relevance of the results of walkability analysis by considering the spatial environment and its effect on people.

Abstract This paper focuses on the largely unexamined phenomenon of the developing trans-national suburban area west of Szczecin. Sadly the local communities in this functionally connected area struggle with national planning policies that are unsuitable for the region. The paper examines the impact of those processes on the border region in general and on the localities in particular. The paper investigates the consequences for local narratives and the cohesive development of the Euroregion and what position Polish and German communities took to develop the region, even without the necessary planning support. The region has succeeded in establishing grass-roots planning mechanisms which have helped to create a metropolitan-region working from the bottom up.
