The burden of non-communicable diseases is growing and countries are committed to combat this and achieve the sustainable development goals and targets. Non-communicable diseases are complex conditions attributed by multiple behavioural risk factors and without understanding the whole ecosystem of such diseases, it is difficult to determine the global goals and targets for them and to take action to address them. Countries are trying to take the multi-sectoral approach in addressing the non-communicable diseases and often encounter challenges in operationalizing the approach. Therefore, it is essential to nuance the multi-sectoral approach to non-communicable diseases in order to better inform application to achieving the sustainable development goals for which multisectoral approach is imperative.

Science does not progress without controversy as well the societies. In this article, this approach is privileged, aiming to analyze whether they can hinder or speed up the agricultural and food, environmental and sanitary transitions necessary to achieve the Sustainable Development Goals (SDGs). It begins with an alert to the past development model and the limits of the planet, highlighting some themes and forms of action chosen by international institutions and / or scientist’s networks. Then, we selected some controversies and their arguments, related to environmental issues and the evolution of food systems. In the subsequent item, its actors and five sub controversies sought to highlight the difficulties for the transition to circular systems, considered as a vector of sustainability. It is concluded that controversies can block advances for transitions, being essential the design of methods, criteria and indicators for a better understanding of oppositions, as well as the need to include both themes and new approaches in research agendas.

Abstract The 2030 Agenda for the Sustainable Development Goals (SDGs) represents a common framework of international cooperation to promote sustainable development. Nutrition is the key point for the SDG 2 ‘End hunger, achieve food security and improved nutrition and promote sustainable agriculture’ and is an essential component for achieving many of the other targets: overall, the nutritional aspects of the SDGs aim to promote healthy and sustainable diets and ensure food security globally. While undernutrition is of minimal concern in the European Union Member States, trends in childhood obesity are still alarming and far from any desirable target. European food production systems have improved over the last years, with immediate impact on several environmental aspects; however, a comprehensive regulatory framework to fulfil the environmental and climate targets is still lacking. Policy actions at multinational level are needed to achieve global nutrition targets designed to guide progress towards tackling all forms of malnutrition while preserving the environment through virtuous food production and food systems.
