The quest to foster sustainable forest management (SFM) in the era of sustainable development goals has reignited the debate on forest tenure concerns. Land and forest tenure insecurity has remained a major underlying cause of deforestation in Africa, which suggests that addressing tenure issues could effectively foster sustainable forest management. Adopting theoretical literature and drawing lessons from related empirical works, this study examines the role of land and forest tenure in sustainable forest management drive. Among other things, the study discusses how land tenure promotes or inhibits sustainable forest practices. The study outlines how frustrating tenure regimes deprive the community of the needed benefits and subsequent untoward behaviour unleashed on forests. The study concludes that the idea of tenure rights and tenure security has implications on sustainable forest management and admonishes a robust tenure regime that upholds local 'people's access to and usage of forest resources without sinister machinations and subjugation of local people. The study contends that determined rights and their long-term security remain crucial in attracting the tenure holders to make a strenuous investment in SFM since investments in forestry usually are made for the long term. Among other things, the study recommends for clarity and long-term security of ownership and tenure rights regarding forest products; a need to promote capacity-building for administrators and rights holders to adopt a sustainable mindset in their exploitation of timber products; and a need to foster stakeholder participation.

This article attempted to define a compromise making it possible the satisfaction of the material needs of the populations living within the National park of Salonga while ensuring the conservation of long-term forest resources. The management of the forests requires deepened knowledge of the resources and the participation of the local communities, which are the better, informed on of the forest resources. The implementing of a policy on sustainable forest management would be possible by a better integration and participation of the local populations. A survey was carried out in four villages of the National park of Salonga. The results of the investigation show clearly a positive attitude of the rural populations with regard to the forest resources. The diversity of the needs for the population corresponds to the choice of the products and services of the forest. Overall, the potential of the park’s forests is superior in comparison with the needs of the population. The exploitation of the forest products is vast and is included in the category of a system of an economy of collection.

This paper analyses how forestry standardization process interrelates with the national and sectoral economic characteristics and the evolution of sustainable forest management implementation in communist and post-communist Romania. The study used the database of Romanian Standardization Association for selecting forestry specific standards, which have been issued since 1949. The selected standards were grouped according to their scope, issuing period and international recognition, and the obtained distributions were analysed in the context of sectoral economic evolution. In the communist period, the long-term sectoral strategy, which was centred on sustainable forest management, added value products and export was accompanied by a sustained effort in standardizing the design and quality of forest products, as well as the needed processes. Based on standardization, the efficient and integrated forest industry acted in the framework of a prescriptively regulated sustainable forest management. Mandatory national standards from the communist period have been mostly replaced by post-communist consensual international standards. The opportunities of a market economy and EU trade supported a private forest industry that is increasingly efficient, productive and innovative. However, considering the high forestry sector environmental and social sustainability requirements, the state authorities must carefully address their mission of balancing different interests, for which standardization may provide very useful tools.

The link between Reducing Emissions from Deforestation and Forest Degradation, with the enhancement of forest carbon stock (REDD+) and Community Forest Management (CFM) as a necessary local action on the forest, is continuously being challenged. CFM has been a suitable option in achieving sustainable forest practices in the tropics. The factors that contribute to its success will likely contribute to the success of REDD+ programs in Cameroon. Nevertheless, the opportunity and challenges in integrating the two concepts to achieve the objectives require careful analysis, considering the challenges facing the country’s tenure system. This article makes use of an in-depth content analysis of several documents concerning the subject matter and tries to examine the extent to which forest tenure and rights are a constraint to CFM in Cameroon and the REDD+ Initiative and assess how these concepts can work together to achieve sustainable forest management and a reduction in deforestation and forest degradation. The assessment shows several bottlenecks and discrepancies concerning tenure rights in the community forest and carbon rights when it concerns incentive-based benefit-sharing mechanisms under the REDD+ process. It reveals that the state may likely maintain centralization of forest tenure if the issues are not clarified. The article concludes with a proposal of an urgent need for domestic legal reforms to secure forest protection achieve the objectives of international forest policy initiatives like REDD+.

The 2030 Agenda for Sustainable Development incorporates 17 Sustainable Development Goals (SDGs). Goal 15 (SDG 15) focuses on terrestrial ecosystems. Regarding forests, it sets targets requiring signatories to promote the implementation of the sustainable management of all types of forests by 2020 and further mobilize significant resources from all sources to achieve sustainable forest management. The United Nations Strategic Plan for Forests 2017 – 2030 advances the vision of SDG 15. Nigeria’s high demographic growth rate has led to the surging demand for land to support settlements and farming. Coupled with extensive illegal or uncontrolled logging, the annual forest net loss of 5% is one of the highest rates globally in percentage terms. This paper is a critical analysis of the policy-law interface of the forestry sector in Nigeria. It examines the country’s trajectory or state of preparedness for sustainable forest management, and it concludes that forestry policy and law in Nigeria must undergo urgent reforms so that the forest commitments such as those under SDG 15 and other regional and global instruments can be ultimately achieved.

Forests are natural carbon reservoirs that play an important role in the global carbon cycle for storing large quantities of carbon in vegetation and soils. Carbon stored in pool helps in mitigating climate change by carbon sequestration. The vulnerable countries to changing climate such as Bhutan, Nepal, and India require a full understanding of carbon dynamics as well as baseline data on carbon stock potential to mitigate anticipated risks and vulnerabilities (RVs) through climate change. The scope of such RVs are trans boundary in nature, however, the comparative studies at regional scale are still scanty. Therefore, the aim of this review is to assess the carbon stock potentials of selected forest types in the eastern Himalayan area, with an emphasis on Bhutan, India, and Nepal. This review paper is based on published articles, information from websites and considerable data from National forestry reports of India and Bhutan; emphasizing on aboveground biomass and soil organic carbon stock. The review showed that carbon stock potential is highly dependent on stand density, above-ground biomass, species richness and forest types. The sub-tropical forest was found to have larger carbon capacity and sequestration potential. SOC concentration and tree biomass stocks were significantly higher at the high altitude where there is less human disturbance. In general, forest coverage has increased compare to previous year in Bhutan, India and Nepal which ultimately leads to higher carbon stock potential. It is mainly due to strong policies and different strategies for conservation of forest management have reduced mass destruction despite a growing population. Despite the rules, deforestation continues to occur at various scales. However, it can be stated that the government and citizens are working hard to increase carbon stock potential, mostly through afforestation and community forest creation. In addition, it is recommended to practice sustainable forest management, regulated and planned cutting of trees and proper forest products utilization.

Forest certification programs establish standards for sustainable forest management (SFM), and processes for evaluating the practices of companies relative to those standards. FORESTCARE is a volunteer, provincial-level certification program initiated by the Alberta Forest Products Association, its members, and stakeholders. Using a participating woodlands operation in northern Alberta as a test case, we examined how SFM criteria are applied in the FORESTCARE program, and whether measurable progress is evident. We also compared the FORESTCARE audit process with corporate and government audits performed in the same year. The test case revealed specific, measurable changes in management that represent actual or potential progress toward SFM. However, the improvements could not be directly attributed to the FORESTCARE Program. Recommendations are provided for strengthening FORESTCARE processes and practices. Participatory forest management has been considered as a practical and effective strategy for sustainable forest management, especially in situations where land tenure is not securely settled. For effective forest restoration, local communities, as the cornerstone of participatory management, should be provided with incentives to facilitate their participation and active role. We postulate that participation in mangrove restoration projects can not only provide financial rewards but also yield intangible benefits for communities, i.e., social capital. The study was conducted in the province of Quezon, Philippines, using face-to-face interviews as the main method for data collection. Regression analyses were undertaken to assess the impact of local community participation in mangrove restoration projects on social capital and its potential benefits to people in terms of access to information and services, which are key components of livelihood. Results revealed that people’s participation in mangrove restoration projects contributes to increasing social capital, consequently improving their access to information and services. Local people’s participation is beneficial to communities, as it can improve their livelihoods.

Many of the plants and fungi that are harvested for nontimber products (e.g., foods, medicines, crafts) are critical to healthy forest ecosystems. These products also are essential to rural societies, contributing to the material and nonmaterial composition of communities and cultures. Product sales make important contributions at all economic scales, from household to national economies. Nontimber forest products (NTFPs) have been harvested for generations, sometimes centuries, yet they are seldom integrated into forest management. Few methods exist for inventory and assessment, and there is little evidence that harvests are sustainable. This article examines three elements of sustainable forest management for nontimber products: sociocultural, economic, and ecological, and elaborates with detailed examples of edible and medicinal species from United States (U.S.) forests. We synthesize the state of knowledge and emerging issues, and identify research priorities that are needed to advance sustainable management of NTFPs in the United States. Despite their social, economic, and ecological values, many of these species and resources are threatened by the overuse and lack of management and market integration. Sustainable management for nontimber products is attainable, but much research and development is needed to ensure the long-term sustainability of these resources and their cultural values, and to realize their economic potentials.

The concept and implementation of sustainable development are resulting in seemingly impossible goals for policy-makers and practitioners. Sustainability, in terms of government policies, tends to mean something quite different than what it means to Aboriginal peoples. Sustainability to Aboriginal peoples is not just about the environment and development; it is about survival of their peoples. Because of the close link between the social and economic elements of sustainable forest management, policies for strengthening the economic development of the forest sector are unlikely to be successful in the long run when they do not integrate environmental, social and cultural concerns. Innovative forest practice agreements (IFPAs) and other forms of community-based tenures offer vehicles to do so something unconventional–alternative mechanisms and means by which to incorporate indigenous knowledge and values and to implement Article 8(j) of the Convention on Biological Diversity.
