CHINA’S ECONOMIC DIPLOMACY IN EUROPE: THE “17+1” INITIATIVE AND IMPLICATIONS FOR NATO’S EASTERN FLANK SECURITY

This paper illustrates how People’s Republic of China has applied a form of economic diplomacy to Central and Eastern Europe in order to extend its regional political influence. Using the “17+1” Initiative, the Chinese state sought to provide financial privileges to member states so that they would later become dependent on Beijing’s political and economic visions. However, despite the European Union’s concern, the results of the project were not as expected, with great doubts about the initiative’s future. These were confirmed by the position of NATO, which considered that China’s efforts do not represent a security issue for the Alliance’s eastern flank.

In article the condition of the existing cooperation and the prospect of development of the relations of the People's Republic of China with the states of Central and Eastern Europe in the 16 + 1 format within forming geopolitical and  systems, integration processes in Eurasia which China creates around itself in the form of the New Silk way. The main ways and possibilities of cooperation of Ukraine in the 16 + 1 format are defined. Conclusions are drawn and the corresponding recommendations are made.


Significance It has yet to win over sceptical member states in southern and Central and Eastern Europe. However, there has been some progress on immigration with countries approving the revised Blue Card Directive which should open more pathways for legal migration. Impacts A fresh spike in illegal migration could have a defining impact on elections in Germany and France. The Eastern Mediterranean will be the most vulnerable route for illegal migration over the coming years. To reduce demand for foreign workers, some EU countries could try to incentivise residents to have more children.

The study investigates the economic growth in Central and Eastern Europe in the last 25 years. The economy can be regarded as a substantial topic in any country, but it is even more interesting in developing countries. One of the basic ideas of the European Union is the convergence between member states, namely the reduction of development disparities, which can be achieved through faster economic growth in less‑developed countries. Growth theory is one of the main topics in economics. Its significant importance is because the desire for development is one of the main driving forces of mankind. The aim of the study is to reveal the crucial differences and common features between the growth paths of the eleven Central and Eastern European member states of the European Union. After presenting growth theories, the growth performance of the examined Central and Eastern European member states is pinpointed. During the research, GDP per capita, population, migration, activity rate, employment rate, unemployment rate, foreign direct investment and foreign trade openness are considered.

This paper will examine the interplay and relationship between bilateral diplomatic relations and economic relations through the lens of political factors, examining the concrete case of the Republic of Portugal and the People’s Republic of China. It will consider their common past — the nations’ historical similarities, their common aims and ideological differences, and analyze the alignment and the synergy developed in the modern era in developing common platforms of aims and will, in terms of political agenda-setting, such as through the issue of the status of the territory of Macao and the relationship with Portuguese-speaking countries (PSCs). It further analyzes the past few decades through the signing of diplomatic protocols, engaged bilateral and multilateral economic diplomacies, and growing commerce and trade links to identify the key trends and extrapolate relevant correlations. We examine the progresses in the relationship between the advancement of Sino-Portuguese diplomatic relations and the development of economic interplay post the 1979 period, following the formal establishment of bilateral diplomatic relations. We argue in favor of an existing positive correlation between acts of economic diplomacy and the development of bilateral economic relations. This paper presents a methodological, theoretical-inductive, and constructivist perspective, combining qualitative, quantitative, and non-participated observation.

This introductory chapter traces the development of the European Union. Since its inception in 1952, the EU has matured and developed from a Community of like-minded states into a Union of a greater diversity of states, with a comprehensive legal system which is increasingly penetrating the national legal systems of Member States. From the six original members, the EU now counts 27 Member States. Eleven of the thirteen newer Member States are in Central and Eastern Europe, and have discarded their old Communist regimes, turning into democracies with the qualifications to join the Union. The latest developments and changes, including Brexit and the effects of Covid-19, are also discussed.
