Meskipun pilkada serentak 2020 dianggap sebagai success story dan role model penyelenggaraan pilkada di tengah situasi pandemi covid-19, namun pilkada serentak 2020 tetap menyimpan berbagai persoalan krusial, terutama dari sisi basis legal atau pengaturan pilkada. Penelitian ini dilakukan untuk menjawab dua pertanyaan penting yaitu; pertama, bagaimana kapasitas adaptif desain sistem pemilihan umum (pilkada) terhadap situasi pandemi?; kedua, bagaimana evaluasi pelaksanaan pilkada serentak 2020 di tengah pandemi covid-19?. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Analisis data dilakukan dengan pendekatan analisis deskriptif. Dari hasil penelitian ditemukan beberapa hal. Pertama, UU dan berbagai peraturan pilkada sebelum datangnya pandemi covid-19 di Indonesia, awal Maret 2020, belum memadai karena tidak menyediakan ruang pengaturan yang cukup terhadap situasi bencana non alam. Dengan kata lain, desain sistem pemilihan umum (pilkada) tidak memiliki kapasistas adaptif terhadap situasi bencana non alam. Kedua, meskipun secara umum pelaksanaan pilkada serentak 2020 berlangsung aman dan terkendali, namun terdapat sejumlah masalah antara lain: pelanggaran protokol kesehatan covid-19 di beberapa daerah; daftar pemilih tetap (DPT) yang tidak ditempel; keterbatasan jaringan dalam penghitungan suara melalui Sirekap; dan hambatan cuaca. Ketiga, pilkada 2020 lebih merefleksikan kehendak kepentingan elite dari pada kepentingan publik secara luas. Keempat, pilkada di era pandemi membentuk standar cost politik dengan mengacu pada program sembako dalam praktek vote buying antara kandidat dengan pemilih. Kelima; penggunaan perangkat teknologi informasi yang belum optimal terutama bagi kandidat. Keenam, jaminan kesehatan dan perlindungan hak pilih yang belum optimal.

Among those countries that faced the so-called Arab Spring in 2011, Tunisia is the last one for which hope for a successful democratic transition remains justified. However, the country’s comparatively favourable institutional evolution has led to a dangerous complacency not only in Europe but across the West. While important reforms have been implemented, democracy has so far failed to fulfil the high expectations it has raised within the population. Tunisians’ discontent with their living conditions and the new system’s perceived inability to deliver are fundamental threats to the country’s transition. This article argues that the EU has a major interest in making Tunisia a democratic and socio-economic success story, as failure would not only constitute a lost opportunity to create a role model in the region but would also jeopardise European security interests. The EU should therefore provide more substantial support with the aim of realising socio-economic improvements in Tunisia.

AbstractThe sheer quantity and diversity of music being written in Finland today continues to surprise and delight us. But one significant strand in this otherwise egalitarian success story has remained in the shadows: the role of women composers. Kaija Saariaho appears to be the only such figure to hold a truly international reputation, raising basic questions: why should this be so, how are things changing and what kind of music is being produced. Outlining social and political issues that are distinctive to Finland helps to explain the emergence of Saariaho as a role model for younger women composers. It also invites a detailed case study of a leading member of this generation: Lotta Wennäkoski. This focus on an analytical reading of Wennäkoski's compositional process – as evidenced through her orchestral piece Sakara (2003) – reveals how this music communicates so effectively with contemporary audiences.

The German debt brake is often regarded as a great success story and has therefore served as a role model for the Euro area and it?s Fiscal Compact. In this paper we fundamentally criticise the debt brake. Firstly, we show that it suffers from serious shortcomings and that its success is far from certain even from a mainstream point of view. Secondly, we show that, from a Post-Keynesian perspective, the debt brake completely neglects the requirements for fiscal policies of member countries in a currency union like the Euro area. It will prevent fiscal policy from contributing to the necessary rebalancing in the Euro area. Thirdly, we show that alternative scenarios, which could avoid the deflationary pressures of the German Debt Brake on domestic demand and contribute to internally rebalancing the Euro area, are extremely unlikely as they would have to rely on unrealistic shifts in the functional income distribution and/or investment and savings behaviour in Germany.

This study finds out clientelism and vote buying on Kartu Bintan Sejahtera (KBS) in Bintan Regency, Riau Islands. The objective of this study is to understand the practices of clientelism and vote buying using KBS. This study based on case study research. The informants consist of General Election Commission of (KPUD) Riau Islands, candidates of the governor of Riau Islands 2015-2020, candidates of Bintan Regent 2015-2020, along with their supporting parties and campaigning team, and bureaucracy of the implementation of KBS. The main findings of this study suggest that KBS is used as a clientelism and vote buying practices by the candidate of Riau Islands governor and Bintan Regent, 2015-2020 period. This study also finds that formal and informal political networks are utilized by the candidates as a clientelism and vote buying arenas. This study not only contributes to the literature of clientelism and vote buying, but also adds the literature of social policy in the context of Indonesian local politics setting. This study suggests that KBS is used as a media to obtain the support of the voters in the election of governor of Riau Islands and regent of Bintan 2015-2020. All candidates capitalize the issue of KBS to obtain the popularity. The patterns of the practice of clientelism and vote buying in KBS is by using various media campaigns to promote the success story of KBS. Not only in formal campaign but also in informal campaign, they always promote KBS as their success.
