Quantifying the payments for ecosystem services and the value of natural resources based on the indicator of optional capacity value: a case study on water resources supply in Zhujiang River Basin, China

AbstractEcosystem services (ES) are fundamental to human being’s livelihoods, production and survival. However, the spatial mismatch between ES supply and demand is a common phenomenon. Payments for Ecosystem Services (PES) provide a way to promote the complementary advantages and benefits equilibrium between ES supplier and beneficiary. At present, PES is mainly based on the tradeoff between the profit and loss of ecological conservation. The quantifying of PES mainly uses the opportunity cost of ES supplier and follows the principle of additionality, which neglects the benefits that arise from the basic (contrast to additional) ES experienced by ES beneficiary and ignores the rights and interests of ES supplier who supplies the basic ES. To resolve this problem, we proposed that we should set the value of ES experienced by ES beneficiary as the quantitative indicator of PES. Here, we introduced a new indicator (optional capacity value, OCV) to implement this idea. The ES OCV indicates the optional capacity of supporting the total value produced by human being’s economic and social activities provided by the total volume of an ES. In this paper, we calculated the ES OCV of water provision in Zhujiang River Basin (Pearl River Basin), China. Then, we discussed three scenarios of quantifying PES, based on the principles of (1) interests sharing and responsibilities bearing and (2) equal pay for equal work. The results showed that the ES OCV could describe the conditions that water resources in a hydrologic unit not only provide benefits to the hydrologic unit itself, but also provide benefits to downstream hydrologic units, and then could be a quantitative indicator for PES. This research provides a new PES scheme which would promote the coordinated development and ecological conservation among the regions with mismatch between ES supply and demand.

AbstractValuing ecosystem services (ES) is helpful for effective ES management. However, there are many limitations in traditional ES valuation approaches, including theoretical challenges and practical difficulties. To overcome these limitations, we proposed a dual value system (DVS). And then, we presented a case study of valuing the water provision in Zhujiang River Basin (Pearl River Basin) based on DVS. DVS follows the axioms that (1) human life would end if we lose any of vital ES which is indispensable to human being’s survival (such as oxygen, freshwater) and (2) ES cannot provide any value to people without human activities. Correspondingly, DVS includes two types of value: the output support value (OSV) of a vital ES refers to the total value produced by human being’s economic and social activities (TVPH) supported by the ES consumption; the optional capacity value (OCV) of a vital ES refers to the optional capacity of supporting TVPH provided by total ES volume. The OCV provided by a vital ES is calculated by using the product of multiplying the OSV (TVPH) by the freedom of choosing the consumption from the total volume of this ES, valued in non-monetary units. Based on DVS, the OSV and OCV of water provision in Zhujiang River Basin were analyzed in river basin scale and sub-basin scale, and the values variation of water provision from 2006 to 2015 was analyzed in sub-basin scale. And then, based on this case study, we discussed the new insights into ES provided by DVS. Results proved that DVS and its assessment scheme overcame the limitations on current ES valuation approaches and provided an innovative quantitative framework to understand and value ES which will help to make good decisions in ES management.

AbstractIn this paper, we conduct an investigation to assess the economic potential of payments for ecosystem services to conserve water through the conversion of land under irrigation into rain-fed land in the upper reaches of the Shiyang River basin, located in northwest China. We use an approach developed by Antle and Valdivia (2006, Australian Journal of Agricultural and Resource Economics, 50: 1–15) to estimate the supply of water. The analysis shows that it is theoretically possible to reduce agricultural water consumption and subsequently increase the water supply, which would aid the prevention of environmental degradation in the middle and lower reaches of the Shiyang River basin. In addition to the conservation of water, considerable income would be generated by local farmers, which would help to alleviate poverty. Furthermore, the analysis also suggests that more complete data on ecosystem services rates, transaction costs and other related factors would be of value for achieving a more comprehensive assessment.

The natural resources are repository for the survival of all of us, so they must be used efficiently to meet the present needs while conserving them for future generations. An action to develop capacities from global to household levels for their sustainable management and regulation is required henceforth. Of these natural resources, water resources are most precious. If there is no water; there would be no life on earth. Since ‘water is the elixir of life’, water resource management has been considered as one of the most relevant areas of intervention. Understanding the gender dimensions of water resource management is a starting point for reversing the degradation of water resources. Women play an important role here since they have to access the water resources for almost all the activities on a daily basis. As the women are the strong social agents, effective and improved water preservation techniques could be achieved through their empowerment that may eventually lead to the well-being of the households in particular and of the community in general. Therefore, the major research question posed in this study is to analyze the role of women in the preservation and management of water, an inevitable, precious but diminishing natural resource. The study also intends to describe the relationship between the three ‘W's-Women, Water & Well-being. Both qualitative and quantitative approaches are essential here as it is a contingent issue in the present scenario. Psychological dimensions were also explored since the issue is affecting the routine life of the community. The case study of women belonging to the Kuttadampadam region was done to explain the role of women in preserving water resources in the areas affecting severe water scarcity.

Payment for Environmental Services (PES) in the watershed has been widely adopted as an important policy instrument to compensate upstream water users for providing water quality improvement for the whole river basin. In this paper, we use three independent valuation methods to determine the price of ecosystem service (ES), particularly water quality, in Miyun Reservoir, the main surface water source for Beijing. We find that the value of water quality is lowest using opportunity cost of limitation of development rights (OCLDR), highest with contingent valuation method (CVM), and water resources benefits assessment (WRBA) gives an in-between value. OCLDR determines the size of subsidies from those that benefit from water quality improvement from upstream. WRBA is a reference for compensation criteria to the upstream government and farmers when water resources are transferred across jurisdictional boundaries. CVM not only captures the direct value of water quality improvement, but also the indirect value of improvement in other ecosystem services as a result of improvement in water quality. Based on the results, we propose a multi-level ecological compensation system for the Miyun Reservoir river basin. We use OCLDR to determine subsides/ compensation to upstream farmers and other suppliers of the ES; WRBA set the price of water transfer; and CVM to figure out the size of payments for integrated water quality improvement.
