Ecological politics rely solely on economic interest. Development and the environment have a complicated correlation. The industrial plantation forest policy aims to ensure that the economic benefit goes hand in hand with the sustainability demand. Ironically, this policy triggers a conflict between local communities and corporations as the holder of forest concession rights. The concession is practically established due to merely economic interest aligned with the extractive industry of tobacco in Lombok. The plantation is aimed as the supporting source for the tobacco industry since it requires specific woods to roast the tobacco. The study refers to utilizes instrumental state theory and deep ecology perspective to identify how the policy was made for the capital and tobacco capital benefits, while the sustainability objective is left behind. The study shows not only how the concession sparked ironic economic development, but also how the liberal environmentalism approach in industrial forest plantation policy has failed to gain its objective. The economic potential of tobacco in Lombok is the main determinant in industrial forest plantation policy that changes community forests into private forests. In the end, the policy was strategically implemented to sustain production and strengthen corporation monopoly over forests.

Due to their modest 23% share, private forests in Croatia are a resource that is perceived as less important than state-owned forests. One of the basic characteristics of private forests is fragmentation, which is also the biggest obstacle to a successful and, economically speaking, sustainable management of private forests. The cases in which a private forest with its area and integrity can generate a sustainable economic income to its owner are not common. However, from an economic point of view, private forests still have one advantage. Unlike state-owned forests, private forests can be the subject of investment and change hands. Based on this, this paper investigates the supply of private forests on the free market. For private forests that were publicly put for sale in the period from 2010 to 2020, their spatial-temporal distribution and supply dynamics and trends (price and quantity) were analyzed. The data were collected from the leading real estate advertising platform in Croatia (Njuškalo.hr), and a total of 866 advertisements were analyzed, relating exclusively to the sale of raw wood material along with the accompanying forest land. On the other hand, in order to assess the demand, data were collected on the number of potential buyers who viewed the advertisements (period 2020-2021). In the observed ten-year period, a total of 1,890.63 ha of private forests with a total asking value of €32.14 million were offered on the market. The share of advertisements advertised through real estate agencies is 42.1%. The average total annual supply is 170 ha and has a growing trend (in the advertisements in the coastal part of Croatia, the average area is 1.3 ha, while the average area in the continental part is 3 ha). The prices are not constant but rising. According to compound interest, the price increase in the coastal area is 1.57% and 7.49% in the continental area. From the relationship between supply and demand or, more precisely, the relationship between price and the quantity, it was concluded that the market is not well developed and that the price is not affected by the supply/demand quantity of private forests. Furthermore, it was concluded that this market is developing in the direction of a typical real estate market in Croatia due to the fact that forest management and wood processing characteristics of forests do not define the price, but that the price is largely determined by a market with greater financial importance (the market in real estate near the Adriatic coast).

The number and size of wildfires in the western United States have increased dramatically in the last 30 years. The rising cost of wildfire suppression has become a significant concern for all levels of government, although most attention has been focused on the federal level. Much less is known about the financial impact of expenditures on states, which retain responsibility for suppression on over 480 million acres of state and private forests. This study collected data on state expenditures for wildfire suppression in the western United States from 2005 to 2015 to examine fiscal burdens and compare funding mechanisms used to cover those costs. Our analysis finds that western states expended $11.9 billion on wildfire suppression over the 11-year period and used own-source funds to cover 88 percent of these costs. States displayed a variety of mechanisms for covering their cost obligations with tradeoffs that may affect non-wildfire policy priorities.

Abstract Purpose of Review Ownership patterns and the associated management characteristics are related to forest structures, biodiversity patterns, and their conservation worldwide. A literature review on this topic is missing so far. We fill this gap with an emphasis on the temperate forests of Europe and North America. Mixed-ownership landscapes are the special focus of the analysis. In a first step, historical effects of ownership patterns on forest structure and biodiversity are elucidated. Second, connections between present-time forest ownership patterns and both forest structural and biodiversity patterns are analyzed. Finally, implications for integrative conservation management are evaluated with a special focus on mixed-ownership forest landscapes. Recent Findings Close linkages between ownership type-specific forest management and particular forest structural and biodiversity patterns are identified for past and current forest landscapes. Both in Europe and North America, publicly and privately owned forests show comparable lines of historical development but with a time shift. Forest reserves and ancient woodland with long ecological continuity appear to be mainly connected with public ownership. A high diversity of management approaches and cultural landscape habitats is characteristic of non-industrial small private forests. In mixed-ownership landscapes, a more diverse mosaic of habitats has developed than in mono-ownership landscapes. Summary We conclude that cross-boundary ecosystem management is crucial for effective conservation in present-day mixed-ownership landscapes. Integrative forest management that considers biodiversity and social-ecological aspects across ownerships is indispensable. We present a framework of implications for conservation management in mixed-ownership forest landscapes that build on each other and may enhance cross-boundary ecosystem management.

Abstract Forest policy and forest ownership patterns in Slovenia and the Federation of Bosnia and Herzegovina (FBiH) have changed considerably in recent decades due to unprecedented scale of social, political and economic change. The distribution of ownership types varies between the countries – in Slovenia private forest ownership predominates (77%), while in FBiH only about 20% of forest is private-owned. In both countries, private forest properties are small-scale and fragmented, which affects management opportunities and the scale at which policy interventions need to be made. This paper analyses the Slovenian and Central Bosnia Cantonal Law on Forests to assess how the regulatory framework affects private forest owners’ (PFOs) rights, forest management and accelerates cooperation of PFOs. Both laws impose exclusive rights and responsibilities of PFOs, as well as limitation on how they can use their forests. In both countries, legislation contains detailed regulations for forest management activities and stipulate that mandatory forest management plans (FMPs) are an important tool that supports the implementation of sustainable forest management. In Slovenia, FMPs are prepared as common plans for all forests regardless the ownership, while in FBiH the Cantonal Law prescribes a separate forest management planning system for private forests. To improve the efficiency of private forest management, both laws support voluntary cooperation of PFOs. From the analysis, it can be concluded that there is a need for better harmonisation of public and private interests in relation to forest resources, especially in the case of FBiH, and that the deregulation of property right is needed as well as that the level of involvement of PFOs in the forest policy making process is unsatisfactory, in most cases only formal.

Abstract One of the success indicator of private forest farming is an increase in farmers’ income, which is indicated by the large contribution of income from private forests. The size of the income is influenced by several factors, including the pattern of private forest management which will determine the quality products of private forests. However, currently, most of the private forest farmers have not placed the aspect of land management as the main factor determining the success of farming in private forests. This research is conducted to determine the role of land management on the income of private forest farmers in Central Lombok Regency. The research was conducted in three private forests in Central Lombok Regency, namely Pemepek, Setiling, and Sepakek Villages. The method used is interviews using questionnaire to 45 respondents who are selected purposively. The object of observation is land management which include plant maintenance, and harvesting; and farmers’ income from private forest and non-private forest. The data analysis was carried out in a descriptive qualitative manner. The results showed that in general, land management carried out by private forest farmers had not been able to increase income from private forests. However, farmers who carry out crop maintenance in the form replanting are able to produce a higher income than when farmers applied other land management activity. The combination of land management activity will improve their income. The more intensive land management, the higher the income will be obtained.

Abstract Residential areas have the potential to conserve economically and ecologically important local tree species. However, local species to be planted in residential areas, including business and office districts, have to meet certain criteria in accordance mainly with the significant tree functions and services. This study was aimed at investigating the potential of Kayu bawang (Azadirachta excelsa) based on the desired characteristics for urban trees. The analysis of tree characteristics was based on their morphometrics which has been conducted in two planting systems, namely monoculture and polyculture, found on the private forests in Bengkulu Province. The two planting systems of Kayu bawang were reflected in the target location (e.g., roadside, park, and yard). Variables used for assessment included total height, the diameter of breast height, clear stem height, live crown height, the diameter of the crown, live crown ratio, crown projection area, and slenderness ratio. The results showed that the tree crown architecture is classified as decurrent, while the average live crown ratio (LCR) was moderate, which had an average live crown ratio (LCR) of 51-64 %, meaning not too dense appearance. The average slenderness ratio (SR) is generally moderate, where SR of Kayu bawang in monoculture system was 76, polyculture was 54 to 81. It can be concluded that this species does not really meet the criteria as urban trees on roadside because they have moderate LCR and SR values, but they can be used to enrich parks and other sites for promoting local tree identity.

Abstract Privately-owned forests provide important environmental, economic, and cultural benefits to the general public. Resulting impacts from landownership changes and conversion of working forests to other land uses threaten these benefits. The USDA Forest Service Forest Legacy Program (FLP) permanently protects threatened private forests that are of environmental, cultural, and economic importance to the greater public while keeping land ownership and forest management at the private or local level. FLP provides grants to state agencies to purchase conservation easements on private forestlands or, less frequently, acquisition by public agencies. We employed IMPLAN’s input-output model of the 2016 economy to estimate how land protected by FLP in four regions of the United States contributes to the economy. FLP land adds tens of millions of dollars of value annually and supports thousands of jobs in the four study areas and, due to the permanent protection of these lands, they will continue to do so in perpetuity. Nonfederal partners contributed 34%–60% of total project costs, highlighting the importance of land conservation to multiple stakeholders and the ability to leverage federal resources. The permanent nature of FLP protection provides long-term security for the economic and cultural benefits these lands provide. Study Implications: The Forest Legacy Program (FLP) is administered by the USDA Forest Service to protect historic forest uses and intact working forest landscapes. This study quantified economic activities on FLP land in four areas to assess how these activities contribute to the economy of the multistate region in which the projects are located. The substantial economic contribution in natural resource industries suggests that permanent protection of forests provides economic and cultural benefits in perpetuity. This information illustrates the contributions of FLP to local economies and can be used to assess the value of the program and the potential for future funding.
