This article presents a preliminary analysis of the advice provided by the UK government’s Scientific Advisory Group for Emergencies (SAGE) held between 22 January and 23 March 2020 in response to the emerging coronavirus pandemic. Drawing on the published minutes of the group’s meetings, the article examines what was known and not known, the assumptions and working practices that shaped their work, and how this knowledge was reflected in the decisions made by the government. In doing so, the article critically examines what it means for policy making to be ‘led by the science’ when the best available science is provisional and uncertain. Using ideas of ‘externality’ and ‘evidential significance’, the article argues that the apparent desire for high levels of certainty by both scientists and political decision-makers made early action impossible as the data needed were not, and could not be, available in time. This leads to an argument for changes to the institutions that provide scientific advice based on sociologically informed expectations of science in which expert judgement plays a more significant role.

This study takes off from the ethical problem that racism grounded in population genetics raises. It is an analysis of four standard scientific responses to the problem of genetically motivated racism, seen in connection with the Human Genome Diversity Project (HGDP): (1) Discriminatory uses of scientific facts and arguments are in principle ‘misuses’ of scientific data that the researcher cannot be further responsible for. (2) In a strict scientific sense, genomic facts ‘disclaim racism’, which means that an epistemically correct grasp of genomics should be ethically justified. (3) Ethical difficulties are issues to be ‘resolved’ by an ethics institution or committee, which will guarantee the ethical quality of the research scrutinized. (4) Although population genetics occasionally may lead to racism, its overall ‘value’ for humankind justifies its cause as a desirable pursuit. I argue that these typical responses to genetically motivated racism supervene on a principle called the ‘ethic of knowledge’, which implies that an epistemically correct account has intrinsic ethical value. This principle, and its logically related ideas concerning the ethic of science, effectively avoids a deeper ethical question of responsibility in science from being raised.

Over the past two decades, a number of digital platforms have been developed with the aim of engaging citizens in scientific research projects. The success of these platforms depends in no small part on their ability to attract and retain participants, turning diffuse crowds of users into active and productive communities. This article investigates how the collectives of online citizen science are formed and governed, and identifies two ideal-types of government, either based on self-interest or on universal norms of science. Based on an ethnography of three citizen science platforms and a series of interviews with their managers, we show how different technologies – rhetorical, of the self, social, and ontological – can be diversely combined to configure these collectives. We suggest that the shift from individual projects to platforms is a defining moment for online citizen science, during which the technologies that sustain the collectives are standardized and automatized in ways that make the crowd appear to be a natural community.

Throughout much of recorded history, societies that assigned rights and duties based on sex were confounded by people with unclear sex. For the sake of maintaining social and legal order in those contexts, legal systems assigned these people to what they figured was the ‘most dominant’ sex. Then, in mid-19th century United States, a new classification mechanism emerged: sex-assignment surgery, which was imagined by some surgeons to ‘fix’ one’s physical and legal sex status permanently. Other surgeons, however, fiercely opposed the new practice. This article traces the controversy around sex-assignment surgery through three high-profile cases published in US medical journals from 1849 to 1886. Its central argument is that the more general effort to transform surgery into a scientific field helped legitimate the practice of sex-assignment surgery. Although such surgery was subject to intense moral criticism because it was thought to breach the laws of men and nature, over time, these concerns were abandoned or transformed into technical or professional disagreements. In a secondary argument, which helps explain that transformation, this article shows that surgeons gradually became comfortable occupying the epistemic role of sex-classifiers and even sex-makers. That is, whereas sex classification was traditionally a legal task, the new ability to surgically construct one’s genitals engendered the notion that sex could be determined and fixed in the clinic in a legally binding manner. Accordingly, I suggest that surgery became an epistemic act of fact-making. This evolution of the consensus around sex-assignment surgery also provides an early origin story for the idea of sex as plastic and malleable by surgeons, thus offering another aspect to the history of plastic sex.

Chronic Traumatic Encephalopathy, or CTE, is a neurodegenerative disease caused by traumatic brain injury and most frequently associated with contact sports such as American Football. Perhaps surprisingly, the woodpecker – an animal apparently immune to the effects of head impacts – has increasingly figured into debates surrounding CTE. On the one hand, the woodpecker is described as being contra-human and used to underscore the radical inappropriateness of humans playing football. On the other, there have been attempts to mitigate against the risk of CTE through the creation of biomimetic technologies inspired by woodpeckers. In this article I examine the highly politicized encounters between humans and woodpeckers and discuss how the politics of re-/dis-/en-tanglement during these interspecies relations is rendered meaningful. I show here, first, that those who seek to keep the human and the woodpecker apart envisage social overhaul while biomimetic technologies are put to work for the status quo. Second, I stress that different forms of entanglement have diverse sociopolitical consequences. I conclude by suggesting that the case of the woodpecker troubles a strand of contemporary scholarship in Science and Technology Studies that argues that biotechnologies are inherently transformatory and that foregrounding entanglement and interspecies relations is ethically generative. Instead, a discursive separation of nature and culture may be innovative.

A fixation on ‘scaling up’ has captured current innovation discourses and, with it, political and economic life at large. Perhaps most visible in the rise of platform technologies, big data and concerns about a new era of monopolies, scalability thinking has also permeated public policy in the search for solutions to ‘grand societal challenges’, ‘mission-oriented innovation’ or transformations through experimental ‘living labs’. In this paper, we explore this scalability zeitgeist as a key ordering logic of current initiatives in innovation and public policy. We are interested in how the explicit preoccupation with scalability reconfigures political and economic power by invading problem diagnoses and normative understandings of how society and social change function. The paper explores three empirical sites – platform technologies, living labs and experimental development economics – to analyze how scalability thinking is rationalized and operationalized. We suggest that social analysis of science and technology needs to come to terms with the ‘politics of scaling’ as a powerful corollary of the ‘politics of technology’, lest we accept the permanent absence from key sites where decisions about the future are made. We focus in on three constitutive elements of the politics of scaling: solutionism, experimentalism and future-oriented valuation. Our analysis seeks to expand our vocabulary for understanding and questioning current modes of innovation that increasingly value scaling as an end in itself, and to open up new spaces for alternative trajectories of social transformation.

Much current work in Science and Technology Studies inflects knowing with care. Analyses of the ethos of objectivity, and of the practices by which objectivity is crafted, have shown that knowing and caring cannot be thought apart from each other. Using case studies from our own work we analyse how, in the sociotechnical relationships that we study, knowing and caring are entangled through ‘attachments’. We appreciate – both in the sense of valuing or respecting and in the sense of evaluating or assessing – how the notion of ‘attachment’ invites re-imagining relations between the social and the technical, between knowers and objects known, and between sociotechnical work and the affective sensibilities that enable, and are brought to life by, such work. Our respective ethnographic engagements with dog-human relations, obesity surgery and dementia care demonstrate that it is agents’ diverse and shifting attachments to technologies and techniques that shape the ways in which bodies, knowledge and practices form. The affects that arise in this process, or so we claim in neo-pragmatist fashion, are not preconditions to, but rather the result of such practices of attachment; rather than a prerequisite, they are an effect of the work of attaching itself. Thinking with attachments recognizes how techno-scientific work builds and shapes passions, aesthetics and sensory experience, allowing us to trace how varied sensibilities to what constitutes ‘the good’ come to be and come to matter in practices of relating between humans, animals and things.

This article examines algorithmic trading and some key failures and risks associated with it, including so-called algorithmic ‘flash crashes’. Drawing on documentary sources, 189 interviews with market participants, and fieldwork conducted at an algorithmic trading firm, we argue that automated markets are characterized by tight coupling and complex interactions, which render them prone to large-scale technological accidents, according to Perrow’s normal accident theory. We suggest that the implementation of ideas from research into high-reliability organizations offers a way for trading firms to curb some of the technological risk associated with algorithmic trading. Paradoxically, however, certain systemic conditions in markets can allow individual firms’ high-reliability practices to exacerbate market instability, rather than reduce it. We therefore conclude that in order to make automated markets more stable (and curb the impact of failures), it is important to both widely implement reliability-enhancing practices in trading firms and address the systemic risks that follow from the tight coupling and complex interactions of markets.

This article traces the development and expansion of early computer systems for analyzing views at three state-owned agencies in the United States and Great Britain: the US Forest Service, the Central Electricity Generating Board of England and Wales, and the Greater London Authority. Following the technology over four decades, from 1968 to 2012, the article traces assumptions incorporated into initial programs and propagated through to the present. These programs were designed to address questions about visual environments and proximities by numerical calculations alone, without the need for field observations. Each historical episode provides unique insights into the role of abstraction and calculation in the production of landscapes and the built environment, and shows how computer-generated view data became an important currency in planning control, not primarily for aesthetic but for financial and political reasons.
