Quantum Theory and Artificial Intelligence in the Analysis of the Development of Socio-Economic Systems

The chapter is designed to stimulate a discussion on a new approach that combines quantum theory with artificial intelligence in the analysis of the economic development of socio-economic systems. The chapter introduces the specifics of the modern socio-economic system and the challenges to economic development. After that, the chapter discusses the possibility and compatibility of approaches (quantum theory) and tools (artificial intelligence) for analysing economic development. The chapter contributes to a new approach in economic development theory by integrating quantum theory and artificial intelligence possibilities. Additionally, the competences needed to use artificial intelligence in the analysis of economic development are presented. The value of the chapter is in its contribution to the original methodological justification of the use of quantum theory and artificial intelligence in the analysis of economic development.

Contradictory impact of the natural forest closing policy and sanitary–phytosanitary measures on the export of non-timber forest products: a case study of Vietnam

The gravity model was used in this paper to clarify the influencing factors of the export value of non-timber forest products (NTFPs) for Vietnam from 2003 to 2017. The estimates of this model indicate the importance of the size of economies, distance, common borders, exchange rates, average forest area, the natural forest closing (NFC) policy of the Vietnamese government, sanitary and phytosanitary (SPS) measures, and the interaction of SPS and importers’ GDP (SPS–GDP) as determinants of Vietnam’s NTFP exports. The main result of this study is the distinct and contradictory effects of the NFC policy and SPS measures. While the NFC policy increases the value of Vietnam’s NTFP exports, SPS measures significantly decrease the exportation. Using the SPS–GDP interaction variable yields a noticeable result: the negative impact of SPS on NTFP trade decreases with increasing income of NTFP importers. Furthermore, the NFC needs to continue to implement policies to increase investments in the NTFP trade and increase the quality of NTFPs from planting, to harvesting, to processing to meet the requirements of future importers. The findings offer several implications both in theory and in practice for trade policies and economic development theory based on Vietnam’s forest resources.

Alternativas de desarrollo: viejos desafíos y nuevas hibridaciones en China y América Latina

In the current, dominant conceptualisation of International Development Studies, «development» is based on the emancipation from poverty for the more than one-billion people who are unable to satisfy their basic human needs, in a world that has never been richer in material terms. Critical development studies attempts to understand why the many projects of development that have been implemented have not led to the stated emancipatory goal after five decades of multiple initiatives and resources, and propose alternatives to the conventional model. To that end, this article examines and theorizes the dynamic of capitalist system's development project; offers tools for the analysis of States, societies and communities which have attempted to create better living conditions and defy orthodox models; outline the resistance to capitalism and the search for alternatives in the peripheries; conceptualize peripheral capitalist subdevelopment or development and post-capitalism or post-development from a perspective of unequal development; reveal the failure of dominant economic development theory and policy that is unable to understand or ignores the underlying dynamic of capitalist development. Consequently, the article proposes going beyond capitalism with the forces of progressive change, oriented toward an alternative development. It analyzes case studies in China and Latin America, where a series of hybridizations are identified that could offer lessons for how to create alternatives to capitalism.

Innovation Clusters Revisited: On Dimensions of Agglomeration, Institution, and Built-Environment

Innovation clusters have been the key concept underlying economic development theory and practice since the concept was re-energized in the 1990s. Worldwide efforts promoting cluster development are supposed to be informed by research on cluster dynamics. The plethora of articles and reports on this globally hyped concept often add to the confusion, calling for a systematic synthesis. In academia, the discussion of innovation clusters is characterized by separate literature dealing with agglomeration, institution, and built-environment. This literature review addresses each of those three dimensions, respectively, by discussing both classic perceptions and potential directions for future research.
