Many proponents of charter schools suggest that, by providing an option outside traditional public schools, they are helping disadvantaged students who might otherwise be confined to low-quality neighborhood schools. But market-based accountability structures are insufficient to ensure that charter schools are actually enrolling students (i.e., students from economically distressed families, students with disabilities, English learners, and students of color) and, once they are enrolled, providing them sufficient support. Helen Ladd and Edward Fiske use the Massachusetts system of authorization, data collection, and site visits to illustrate a high quality public accountability system for charter schools that is focused on promoting equity.

Since their introduction in the 1990s, charter schools have grown from a small-scale experiment to a ubiquitous feature of the public education landscape. The current study uses the legislative removal of a cap on the maximum number of charters in North Carolina as a natural experiment to assess the impacts of charter school growth on teacher quality and student composition in traditional public schools (TPS) at different levels of local market penetration. Using an instrumental variable difference-in-differences approach to account for endogenous charter demand, we find that intensive local charter entry reduces the inflow of new teachers at nearby TPS, leading to a more experienced and credentialed teaching workforce on average. However, we find that the entry of charters serving predominantly White students leads to reductions in average teacher experience, effectiveness, and credentials at nearby TPS. Overall these findings suggest that the composition of the teacher workforce in TPS will continue to change as charter schools further expand, and that the spillover effects of future charter expansion will vary by the types of students served by charters.

Educational public-private partnerships (EPPPs) promise to increase education access and quality in developing countries, provided they have an adequate design that restricts the distribution of subsidies including targeted programs, centralized controlled enrolment, and accountability. This study investigates the effects of publicly subsidized private schools (PSPS) in Colombia—a type of EPPP program that follows all of these recommendations. We use propensity score and regression techniques to identify PSPS effects on student achievement, measured by national standardized tests. Our results show that Colombian PSPS serve vulnerable students, who are fairly similar to those attending traditional public schools (TPS). Nevertheless, students at PSPS underperform compared to TPS students. Our conclusion suggests that design restrictions may prevent student selection and self-selection, but do not guarantee quality improvement for disadvantaged students at subsidized schools. We also argue that design restrictions for PSPS may not be enough when private providers are scarce or difficult to attract for serving the most disadvantaged population.

From a heart-warming story of a father taking his six-year-old son to the school bus station every day, this article identifies some changes within Vietnamese K-12 education policies in the last three decades (1990–2020) and suggests some implications for primary stakeholders, including policymakers, educators, and school administrators. Thirty years, more school models, more sets of national standardized textbooks, more full-day class sessions, more high-quality facilities and services, yet more inequalities and skepticism—all of these changes will be discussed in detail below. Through this short essay, the authors want to introduce a new book project—in which this essay serves as a prelude—focusing on the emerging trend towards the decentralization process of Vietnamese K-12 education. The book will comprise narratives and analyses of socializing processes in our education system, such as the transition from traditional public schools to modern private and international schools. With this project, the authors hope to humbly contribute some significant insights into Vietnamese local educational research archives.

Purpose: This study examines differences in the mechanisms that charter schools and traditional public schools use to facilitate parental school involvement and the degree to which these differences account for the high levels of involvement among charter school parents. Data and Research Methods: We merge data from principals and teachers from the nationally representative Schools and Staffing Survey and National Teacher and Principal Survey with nonprofit tax data from the National Center for Charitable Statistics. We use ordinary least squares regression to explain how charter and traditional public schools involve parents in communal, public-good activities, and individualistic, private-good activities within schools. Findings: Charters are less likely than traditional public schools to use bureaucratic structures, like parent–teacher organizations, and more likely to use nontraditional and less bureaucratic structures, like parent workshops and compacts. The use of such structures mediates a portion of the charter advantage; however, they only partially explain the association between being a charter and parent involvement. Additionally, we find some of the outreach structures that are most common in charter schools, including compacts, are also more strongly associated with parent involvement in charter schools than in traditional public schools. Implications: While charters have more public-good and private-good parent involvement than traditional public schools, our results suggest that the uncritical adoption of outreach strategies from one sector to another is unlikely to result in equal gains in parental involvement.

One of the controversies surrounding charter schools is whether these schools may either “cream skim” high-performing students from traditional public schools or “pushout” low-achieving students or students with discipline histories, leaving traditional public schools to educate the most challenging students. In this study, we use longitudinal statewide data from Tennessee and North Carolina and linear probability models to examine whether there is evidence consistent with these selective enrollment practices. Because school choice programs managed by districts (magnet and open enrollment programs) have a similar ability to cream skim and pushout students, we also examine these outcomes for these programs. Across the various school choice programs, magnet schools have the most evidence of cream skimming, but this might be expected as they often have selective admissions. For charter schools, we do not find patterns in the data consistent with cream skimming, but we do find evidence consistent with pushout behaviors based on discipline records. Finally, some have raised concerns that students may be pushed out near accountability test dates, but our results suggest no evidence consistent with this claim.

PurposeIn this paper, we describe the impact of COVID-19 on principals and their work. Drawing on prior research undertaken prior to the onset of the pandemic, we describe how principals were already grappling with difficult tensions associated with their expertise, autonomy, normative orientation and rewards that may have real implications for their work moving forward and how, in the current context of uncertainty and change we believe the issue of principal professionalism requires our collective attention and action.Design/methodology/approachOver the last year, we undertook a multistate qualitative study of 17 school leaders to explore how principals working in traditional public schools conceptualize the principal profession and their role within it. Briefly, we found that the principalship is an “emergent profession” characterized by shared but individually determined knowledge and skills; a normative orientation of service; confused notions of external expectations and rewards and ongoing tensions among all of these elements.FindingsProfessionalism may be a surprising lever for improving the capacity of school leadership. Through our research, we identified that little is known about professionalism as it relates to the unique work of school leaders, but that understanding more about it could lead to greater knowledge of how to encourage and retain them. In the current context of uncertainty, chaos and change, the pressure on leaders to stay in the role and to succeed has never been greater. Thus, it is critical that principals have the capacity to exert professionalism over their work and to have greater say in elements of it, recognizing that some decisions must be made at district, state and federal levels.Originality/valueWhile many studies investigate how teachers of various backgrounds and in different contexts think about teaching as a profession (e.g. Anderson and Cohen, 2015; Stone-Johnson, 2014b; Torres and Weiner, 2018; Hall and McGinty, 2015), we had difficulty identifying studies focused on principals and using frameworks of professionalism to understand how these activities reflect larger shifts in the profession itself. This is despite the changing nature of principals' work, which, like the work of teachers, has been and continues to be largely influenced by the increasing role of neoliberal principles and policies in education. The public nature of the work of school leadership and the potential to support students, families and the communities in which they live brings in sharp focus the necessity of greater understanding of it during the COVID-19 crisis.
