AbstractPrecarious labour has been on the rise globally since the 1970s and 1980s. Changing labour relations in the cleaning industry are an example of these developments. From the 1970s onwards, outsourcing changed the position of industrial cleaners fundamentally: subcontracting companies were able to reduce labour costs by recruiting mainly women and immigrants with a weak position in the labour market. For trade unions, it was hard to find a way to counteract this tendency and to organize these workers until the Justice for Janitors (J4J) campaigns, set up by the US-based Service Employees International Union (SEIU) from the late 1980s, showed that an adequate trade union response was possible. From the mid-2000s, the SEIU launched a strategy to form international coalitions outside the US. It met a favourable response in several countries. In the Netherlands, a campaign modelled on the J4J repertoire proved extraordinarily successful. In this article, transnational trade unionism in the cleaning industry based on the J4J model will be analysed with a special focus on the Dutch case. How were local labour markets and trade union actions related to the transnational connections apparent in the rise of multinational cleaning companies, the immigrant workforce, and the role of the SEIU in promoting international cooperation between unions?

Organizing has been adopted as a strategy for union renewal in the Netherlands, where the dominant repertoire has been consensus-based social dialogue. Certain Dutch unions have developed strategies inspired by the US ‘organizing model’ and have been relatively successful in recruiting and mobilizing under-represented workers. Despite some tensions emerging, the introduction of organizing resulted in the greater representation of workers in sectors such as cleaning, which has to an extent complemented social dialogue-based strategies. At the same time, the narrative and tactics of organizing have stimulated internal debate on union purpose and identity and indirectly contributed to a process of reform and democratization within parts of the union movement. The research demonstrates the pragmatic features of organizing as a strategy for union renewal in a context of regulated social partnership, but also points towards the potential for organizing to encourage shifts in the dominant sources of union legitimacy and power.

SummaryThis article seeks to identify organizational structures and processes that contribute to incorporating immigrant identities and fostering democratic participation in unions. Empirical analysis is based on ethnographic observations conducted in four local branches within the Service Employees International Union (SEIU) of the USA that underwent the Justice for Janitors campaign. Despite the fact that all four local unions experienced external revitalization owing to the campaign, internal renewal was most successful in Los Angeles, least in Washington DC, and somewhat successful in Boston and Houston. For each of the cases, I examine the connection between external dimensions of revitalization—initial mobilizing efforts, bargaining power, and political power—and organizational contexts for renewal—formal and informal structures for participation, and the engagement of immigrant members in union activities. While the union revitalization literature has argued that internal union renewal facilitates external revitalization, how external revitalization affects sustained internal renewal has not yet been examined thoroughly. Most studies examining the relationship between internal and external revitalization have had a relatively narrow window of observation ending typically with successful union recognition; thus, we lacked an understanding of the dynamic relationship between internal and external revitalization over time. The present findings suggest that external revitalization can assist internal renewal. However, building a powerful union did not automatically guarantee democratic participation, and acquiring more economic power through the merging of local unions weakened representational structures. The present results confirm the importance of studying revitalization as a process instead of an outcome, an argument which has been advanced by scholars, yet rarely practiced.
