Problem setting. In the article the professional development of workers is examined in the context of requirements of time in relation to distribution of innovations. Target of research is to display the inseparable connection between education and manufacturing in the modern conditions of development and to describe the suggestions for the improvement of the Labor legislation of Ukraine in the mean of professional development of the workers as the essential part of the up-to-date innovative processes. Analysis of recent researches and publications. A comparative analysis of the results of research by scientists Braňka J., Kowolik P., Sparreboom T., Staneva A., with the conclusions and suggestions of Ukrainian scientists: N. Inshyn, S. Prilipko, N. Vapnarchuk, O. Yaroshenko and others is carried out. Article’s main body. Attention is accented on the fact, that taking into account fast-moving development of innovations and their introduction faced with the resistance from the side of employees. At the same time the problem of introduction of innovations by a great extent consists of conscious rejection of the validity of the mutual efforts by employers and workers, directed on the professional development of the worker. It is also focused on a legislation about the professional development of workers, which does not give the definition of the concept «professional development», which accordingly draws a different interpretation of this phenomenon in law and rights and duties both workers and employers. The number of consequences were made. Conclusionsand prospects for the development. Firstly, in Ukraine the scientific and educational potential for introduction of the special programs of professional preparation of workers according to the production necessities of employer is provided. For the realization of such a potential it is necessary to attract the government in the process of professional development of workers which is capable to assist the introduction of special programs for preparation as it is the proprietor of basic powerful members of market of educational services. The participation of the government in creating the conditions for professional development of workers will fully answer its obligation as a state-member of International Labor Organization and the realization of co-operation between the government, establishments of education, employers and employees will outline the new vector of the development of the relations of social partnership in Ukraine. Secondly, for the distribution of innovative development of Ukrainian society the state approach needs to be renewed for creating the conditions of effective employment, in particular by changing the obligations of the state in the first part of the second article of the Labor Code of Ukraine, which are related to switchover to the market economy on obligations which are conditioned by the importance of innovative development of Ukraine. Thirdly, the Law of Ukraine «The professional development of workers» needs the conceptual update, in particular in part of fixing of concrete law mechanisms of co-operation between the government, the workers and employers and their associations, in the process of continuous studies of workers for the increase of the level of their professional capabilities.

In this article, the author examines the system of regulation of social and labor relations at sectoral enterprises of the machine-building industry in the region. The study of the contribution of the industrial potential of the machine-building industry to the economy of the region and the country has been carried out. The goals and objectives of trade unions in the system of social partnership, legislative and legal acts regulating labor relations at the regional level are analyzed, the structure of the republican sectoral tripartite commission is shown and examples of the implementation of republican sectoral agreements and collective agreements of enterprises are presented. The author identified the possible risks of legal uncertainty in the regulation of social and labor relations at the regional sectoral level. New forms and mechanisms of interaction with Russian industrial corporations for solving social and economic issues of labor collectives have been formulated and proposed. The conclusion of corporate agreements is becoming one of the key benchmarks.

The article describes the results of the expertise of normative acts of 22 regions of Russia, carried out by the authors in order to identify the best practices of legal regulation of children and youth, student and adaptive sports. The analysis of the listed normative acts has showed that the provisions on youth, student and adaptive sports were reflected through the consolidation of the relevant norms as the powers of the authorities of the subjects, the powers of local governments, priority areas of support or principles of legislation, provisions on additional support. Some normative acts contain separate articles or chapters devoted to physical education and the development of physical culture and sports in educational organizations, as well as devoted to adaptive physical culture. The provisions on children and youth, student and adaptive sports are most extensively reflected in the corresponding laws of the city of Moscow, the Republic of Sakha (Yakutia), Sverdlovsk Oblast, the Omsk Oblast, the Novosibirsk Oblast. The studied issue has received the smallest amount of legal regulation in the law of the Samara Oblast. The article also provides the results of a selective expertise of the regulations of the autonomous communities of Spain and the regulations of some US states. Based on the results of the expertise, recommendations have been formulated for the further improvement of the Russian regional legislation in the studied field. In particular, it has been recommended to formulate and consolidate the norms determined by the characteristics of a particular region, to include them in the text of law provisions on specific measures, in particular, on the development of sports infrastructure, using the possibilities of the institution of social partnership, to include provisions aimed at creating a positive attitude towards a healthy lifestyle and sports from an early age, tolerant attitude towards physically impaired athletes.

Purpose. The purpose of the article is to suggest an evaluation method of the level of the usage of social instruments for human resource management by example of agro-processing enterprises of Ukraine. Methodology / approach. The research described in the article was carried out according to the method developed by the authors for evaluation of the level of the usage of social instruments for human resource management on the enterprise. This method is based on the self-evaluation of social instruments for human resource management by HR managers together with top managers of the enterprise, comparing these results with the desired indicators of development of each of the social instruments in accordance to strategic guidelines, and development of a Plan of actions on the development of social instrument for human resource management. Results. According to the results of authors’ method approbation of analysis of the level of the usage of social instruments for human resource management on the agro-processing enterprises of Ukraine it is established that the usage of social instruments of human resource management by these enterprises is estimated as average (41–58 points). The predominant social instruments for human resource management on the enterprises under investigation are the welfare of employees and working life, planning and development of employees’ career, efficiency management and conflict management. The low level of the usage of social instruments of employees’ participation in enterprise management, setting-up of effective social partnership, feedback, counseling and coaching reflect the out-of-date understanding of the staff as a work force rather than the most important resource. On the basis of the conducted analysis it was determined that unsystematic usage of social instruments for human resource management is observed at the enterprises of agro-processing industry of Ukraine. Neglecting of the social instruments as an important factor of formation of human resource of an enterprise and increasing its competitiveness reduces industrial and innovative development of an enterprise in general. Originality / scientific novelty. The methodical provisions for evaluation of the level of the usage of social instruments for human resource management on the enterprise are improved. For the first time the content of each social instruments of human resource management is offered and a total scale for evaluation of the level of the usage of social instruments for human resource management on the enterprise and the characteristics of each level are submitted. Practical value / implications. The proposed authors’ evaluation method of the level of the usage of social instruments for human resource management of the enterprise is successfully tested at the agro-processing enterprises of Ukraine and it demonstrates its viability and practical usefulness. The evaluation method is recommended for enterprise’s HRM services as a tool to evaluate the level of the usage of social instruments for human resource management.

The article is devoted to the study of the role of the factor of Kazakh ethnicity in the process of nation-building in Kazakhstan. In the opinion of the authors of the article, the Kazakh cultural beginning is the system-forming and founding nation, the beginning. The birth of statehood itself on the territory of modern Kazakhstan is associated with the ethnic and cultural genesis of the Kazakhs. At the same time, in the period of modern times, Kazakhstan was also formed as a multicultural community of peoples. The acquisition of modern independence by the republic in 1991 is associated with national, and, above all, Kazakh, revival, restoration of the Kazakh cultural origin as a system-forming nation. The authors focus on these processes not only of the cultural revival of the Kazakh people, but also of its dominance in all other spheres of life, for example, such as political-ideological and socio-economic. This objective process is reflected in the institutional and structuralfunctional aspects of nation-building, strengthening the role and significance of the Kazakh language as the state language in the country, modern demographic trends, the formation of Kazakh civil political culture and, in fact, the model of the formation of national identity. Scientists pay attention to the peculiarities of the Kazakh model of multiculturalism, the basic values of modern Kazakh society, in which such principles as common interests, social stability, tolerance, loyalty of society to the institutions of power, the culture of cooperation and social comunitarism have taken root. The authors come to the conclusion that the Kazakh model of social project, which is based on the Kazakh social partnership, is the guarantor of sustainable and progressive social development. Attempts to disavow or belittle the value of Kazakh identity or replace it with any other artificial formats under the influence of external factors can have the most negative impact on social stability and constructive, progressive social development. According to scientists, further social transformation is associated, first of all, with the strengthening, modern content, expansion and rooting of the Kazakh cultural origin in the process of nation-building in the Republic of Kazakhstan.

В статье рассматривается деятельность Усть-Нерской районной библиотеки Оймяконского района Республики Саха (Якутия) с точки зрения управленческого аспекта: кадровый состав, вопросы социального партнерства, участие в республиканских и национальных культурных проектах, выполнение библиотекой муниципального задания, характер взаимоотношений с учредителем. Исследование сопровождается таблицами и диаграммами, в которых отражены основные показатели Усть-Нерской библиотеки в период с 2018 по 2021 гг. На основе проведенного анализа даны рекомендации по совершенствованию управления данным учреждением. The article reviews the activity of the Ust-Nera District Library, Oymyakonsky District, Sakha Republic (Yakutia), in terms of its management aspect: personnel, social partnership issues, engagement in the republic’s and regional cultural projects, fulfilling the municipal commission, and the nature of relationships with the founder. The study is provided with tables and diagrams illustrating major indicators of the Ust-Nera District Library in the period 2018-2021. Based on the analysis done, recommendations are developed on improving the management of the institution.

Social and labor relations in the process of market environment development in the agricultural sector of the agro-industrial complex are undergoing significant changes. The study of these changes is necessary to identify trends that characterize all the processes associated with the use of labor, increase its productivity and impact on the efficiency of agricultural production. Miscalculations in socio-economic policy result in negative consequences and loss of human capital. One of the peculiarities of the period of Ukraine's integration with the EU in Ukraine is that the state does not regulate the content of social and labor relations, and other regulators, such as social partnership, are not yet working at full capacity. The most serious problems were in social and labor relations directly on agricultural enterprises and especially in farms and households. There is a need for effective state influence, using the opportunities of OTG, on the formation of a national model of social and labor relations and the effective use of labor potential. Further development of social and labor relations should be carried out in the context of Ukraine's integration with the EU, which raises the need to improve socio-economic policy towards the agricultural sector in terms of its transformation and adaptation to European integration structures. It is advisable to determine the main directions and priorities of socio-economic modernization of OTG in the coming years. The main ones are: and popularization of knowledge, including the reform of rural vocational schools, the search for new forms of adult learning, the development of economic, technical and social infrastructure, support for entrepreneurship and non-agricultural activities in rural areas.

Introduction. An important prerequisite for the successful implementation of the social state concept in the country is the effective development of social partnership. Firstly, within the framework of partnership interaction of social subjects the social dialogue is provided, secondly, the social responsibility of business structures and financial institutions is activated, and thirdly, certain social problems and conflicts are leveled. Therefore, the issue of activation of social partnership in Ukraine as an attribute of a developed state and the introduction of an effective mechanism for its development is one of the primary ones, requiring special attention and determination of the ways of solution.Purpose. The goal of the research is to outline the role of social partnership in ensuring the social and economic progress of the state and to outline the practice and problems of its implementation in Ukraine.Methods. Research is based on the dialectical method of scientific knowledge and a systematic approach to the study of the ideology of social partnership and its role in socio-economic development of the state, using the methods of scientific abstractions and analogies, analysis and synthesis.Results. The nature of social partnership is considered and the main arguments and conditions that ensure its existence in the state are defined. The key tasks that are achieved through the effective implementation of the mechanism of partnership interaction in terms of solving a number of social problems and ensuring socio-economic development of the state are highlighted. The index of social development of countries of the world is investigated and the place of Ukraine in the global social space is analyzed. The most important social problems that have arisen in the domestic social sphere and the features of the current system of social partnership have been identified. The necessity of the development of social responsibility in corporate management, social dialogue and the use of economic incentives for the activation of entrepreneurship to ensure the priorities of socio-economic growth of the state has been argued. Prospects. Further research is important to focus on improving the effectiveness of social responsibility management of business as a condition for enhancing its competitiveness and ensuring sustainable development.
