The purpose of the work described in this chapter is to analyze the eco-innovations about hybrid cars. The data collection method consisted of a technological forecast. The research was carried out on the patent base Derwent Innovations Index from Web of Science. The United States is the leader in the ranking of hybrid car patents. However, countries such as Japan, China and Germany demonstrated a considerable increase. This study contributes toward other studies that focus on the acceleration of decisions in applications for inventive patents and aims to identify new technologies which can be quickly used by the productive sector and universities stimulating the licensing and encouraging the innovation in many countries.

A technological forecast is a prediction of the future characteristics of useful machines, procedures or techniques. Owing to its importance, this article discusses Technology Forecasting (TF) starting from its various definitions, necessity, a short review on the existing work, more particularly in the field of agriculture. Thereafter, it proceeds to explain the different types of classifications under which the various Technology Forecasting methods can be categorised. It also gives a brief account on various technology assessment methods available in the literature.

The basic elements of working out the project referring the scientific and technological forecast of the Russian Federation development till 2030 have been considered in the article. The lack of project authors’ critical thinking towards the modern theories of the global economy is shown to cause misunderstanding the long- term Russia’s interests as well as the peculiarities of the challenges which the country faces nowadays that results in methodologically disputable basis of the forecast. The conclusion that targeting to the achievements of economic (tactical) aims in the scientific and technological activity leads to reducing the significance of the project as the mechanism of strategy planning has been proven. It is pointed out that stricter implementation of the system approach principles in the analysis of the scientific and technological peculiarities in the branches of the national economy taken as the united complex could be the essential facility of increasing the project quality.
