Abstract. The evaluation of the seismic fragility of buildings is one key task of earthquake safety and loss assessment. Many research reports and papers have been published over the past 4 decades that deal with the vulnerability of buildings to ground motion caused by earthquakes in China. We first scrutinized 69 papers and theses studying building damage for earthquakes that occurred in densely populated areas. They represent observations where macroseismic intensities have been determined according to the official Chinese Seismic Intensity Scale. From these many studies we derived the median fragility functions (dependent on intensity) for four damage limit states of the two most widely distributed building types: masonry and reinforced concrete. We also inspected 18 publications that provide analytical fragility functions (dependent on PGA, peak ground acceleration) for the same damage classes and building categories. Thus, a solid fragility database based on both intensity and PGA is established for seismicity-prone areas in mainland China. A comprehensive view of the problems posed by the evaluation of fragility for different building types is given. Based on the newly collected fragility database, we propose a new approach in deriving intensity–PGA relations by using fragility as the bridge, and reasonable intensity–PGA relations are developed. This novel approach may shed light on new thought in decreasing the scatter in traditional intensity–PGA relation development, i.e., by further classifying observed macroseismic intensities and instrumental ground motions based on differences in building seismic resistance capability.

Value co-creation is a specific type of collaboration that is considered to be an innovative and interactive process between end users and organizations; it aims to increase the value of a product or service. This study investigates how a network of stakeholders collaborating to manage innovation openly co-creates value over time; it contributes to the existing literature on value co-creation by taking the perspective of the network as a whole. The study follows a case in which value co-creation unfolds over time across a network of stakeholders within the business-to-business facility service context. The in-depth longitudinal investigation of a network composed of a corporate customer and its external facility service providers revealed that a network of stakeholders co-creates value over time by (i) offering an adaptable structure for the network to organize innovation activities and establish support routines, (ii) facilitating interactions to support stakeholder relation development and (iii) allowing participants to achieve self-empowerment. Therefore, stakeholder value co-creation entails the combination of single value co-creation activities and overarching network progressions that allow for learning and inter-organizational trust among stakeholders.

AbstractCan a society, as a collective, be evaluated morally? In this paper, I attempt to answer this question against the background of the discourse on development. Specifically, I undertake three explorations. I begin with 1) discussion of the ways we attribute responsibility to collectives in relation to some problems associated with globalisation. This is followed by 2) consideration of some of the debates in philosophy regarding the nature and possibility of collective responsibility. Lastly, I examine 3) an attractive but underexplored possibility in the growing literature on Ubuntu. On the basis of Ubuntu moral insights, I will attempt to defend the thesis that the collective responsibility of developing societies in relation development is grounded by the imperative to care about the humanity of other people.
