This paper presents a compact and wearable frequency-modulated continuous-wave (FMCW) radar on a semi-flexible printed circuit board (PCB) for an anti-collision system. This can enable visually impaired people to perceive their environment better and more safely in their everyday lives. In the proposed design, a multiple-input multiple-output (MIMO) antenna array with four receivers (RXs) and three transmitters (TXs) has been designed to achieve obstacle-detection ability in both horizontal and vertical planes through a specific geometrical configuration. Operating at 76–81 GHz, an aperture coupled wide-beam patch antenna with two parasitic patches is proposed for each channel of RXs and TXs. The fast Fourier transform (FFT) algorithm has been implemented in the radar chip AWR1843 for intermediate frequency (IF) signals to generate a range-Doppler map and search precise target angles in high sensitivity. The complete system, which includes both the MIMO antenna array and the radar chip circuit, is utilized on a six-layer semi-flexible PCB to ensure compactness and ease in wearability. Field testing of the complete system has been performed, and an obstacle-detection range of 7 m (for humans) and 19 m (for larger objects) has been obtained. A wide angular detection range of 64-degree broadside view (±32°) has also been achieved. A voice module has also been integrated to deliver the obstacle’s range and angle information to visually impaired persons.

<p>Reproduction of copyright protected material in formats that are accessible to the blind and visually impaired persons constitutes a copyright infringement unless there are specific limitations and exceptions in place. Most countries do not have copyright limitations and exceptions for the benefit of the visually impaired in their copyright laws. This has contributed to the issue of book famine, meaning the unsatisfactory access to copyright protected material for the blind and visually impaired.  This thesis examines the claims of the visually impaired for improved access to copyright protected works in the context of the interface of human rights and intellectual property rights. This research demonstrates that insufficient access to copyright protected material is discriminatory against the visually impaired and negatively affects their human rights such as the right to education, information, health, employment, culture, and science. Moreover, the thesis analyses the international and domestic copyright law’s impact on the needs of the visually impaired. In analysing the international copyright law, the thesis evaluates the Marrakesh Treaty to Facilitate Access to Published Works by Visually Impaired Persons and Persons with Print Disabilities.  Highlighting the insufficient consideration for the rights of the visually impaired in domestic and international copyright laws including the Marrakesh Treaty, the thesis proposes adoption of a human rights framework for copyright law to the extent that it affects the human rights of the visually impaired. Such framework requires copyright law to accommodate those human rights of the visually impaired that are dependent on access to copyright protected material.  The thesis offers two categories of measures for creation of a human rights framework for copyright to the extent that it affects the human rights of the visually impaired. The measures include optimisation of already available options and adoption of new mechanisms. The first category discusses minimum mandatory copyright limitations and exceptions and the possibility to harmonise them. The second category covers extra measures such as clarifying the implications of different human rights and copyrights in the context of the book famine; ensuring compatibility of human rights and copyright when adopting policy and law; and, regular monitoring of the impact of copyright law on human rights.</p>

<p>Visually impaired persons possess a specific set of functional and sensory requirements for their successful existence in architectural environments. Unfortunately, a majority of our existing built infrastructure is ill-equipped to address these requirements. Both existing forms of solution for this issues, technological and architectural, are incapable of compensating for the inadequately considered design of public spaces and are subject to widespread general criticisms from the vision loss and architectural community (Human Rights Commission, 2012; Pawluk et al., 2015).   This thesis recruits the native capabilities of emerging consumer-level digital technologies in order to explore new solutions to this complex problem. This research saw the proposition tested through the development of a digital platform which blended the design strategies of universal design and assistive technologies with a wide range of theoretical perspectives drawn from medical, psychological, sociological, and geolocational literature. The resulting integration generated unique forms of architectural engagement which improve the spatial comprehension abilities of the visually impaired.  The early design outcomes focus on two distinct modes of engagement with a virtual, augmented environment. The first is direct bodily interaction, in which the human-scale perception of the user is bolstered through an object-detection system, which provides users with sensory cues to identify objects in their direct vicinity. The second was the development of various methods for distance-based spatial engagements. Engagement with an environment from a distance significantly expands the scale of potential spatial understanding. These methods allow users to explore spaces in a myriad of different ways, with each mechanic providing different environmental information through diverse sensory outputs. The later design work reflects on these creations and through a process of redevelopment and evaluation draws larger observations regarding the development of the tools and what they offer in terms of spatial understanding. Final conclusions from the thesis provide a framework for research which would allow for the digital adaptation of our currently unsuitable infrastructure.</p>

This study examines the effect of using children as begging guides by people with sensory disabilities in Africa. It argues that in some African countries, visually impaired persons, especially parents and relatives, have devised the strategy of abusing their children or someone very close to them as begging guides for financial gain. While this strategy has remained a recurrent problem with severe social, economic, political, and legal implications, scientific research on addressing these implications is scarce. Given this, the article examines the rationale for using children as begging guides, its effects on the children and visually impaired parents, and mitigation strategies against abuse of children as begging guides in Africa. The qualitative research design based on key informant interviews (KIIs) complemented social exclusion and childhood theoretical underpinnings of the study. Results from (KIIs) showed that poverty, religion, cultural beliefs, financial profiteering, poor governance, breakdown in policy implementation against begging are among the rationale why children are abused and used as begging guides. The results also showed that these children experience low academic performance in school, harassment, psychological trauma, health complications from laborious trekking. At the same time, their visually impaired parents suffer from regrets and guilt of not being able to provide good parental care to their children. It concludes that good rehabilitation, vocational programmes, and prompt government supports for people with sensory disabilities would lessen the abuse and use of children as begging guides in Africa.
