Currently, there is an active development of the Uzbek sector of the Internet. In it, as in other national sectors, the most common form of presentation of textual information is semi-structured documents, work that presupposes the availability of reliable algorithms for text analysis, including its lexical characteristics. The article offers an intelligent web application developed for morphological analysis of words in the Uzbek language. The web application is based on the concept of generation and stem analysis of the Uzbek language word forms. A well-known Porter algorithm was chosen as the basis for stemming. The morphoanalyzer generates word forms of the Uzbek language based on the division of words into certain classes, taking into account the specifics and structure of this language. For example, nouns can be classified by meaning (related, nominal), by quantity (singular and plural), by case, and also, by the endings of belonging (possessive).

ResumoO objetivo do artigo é compreender como se configura a participação social no Conselho Municipal de Saúde de Belo Horizonte - Brasil. Para tanto, se utilizou de documentos e 23 entrevistas semi estruturadas, que foram aplicadas aos conselheiros, ex-conselheiros, funcionários públicos e demais pessoas interessadas, realizada em 2013. Como resultado, verificou-se que o referido espaço deliberativo é ocupado por pessoas com raízes históricas e culturais distintas e, portanto, apresentam concepções diferentes para esse espaço e para as formas de sua organização. Alguns participantes do conselho são imbuídos de virtudes cívicas, outros destacados por aceitação subserviente, que por vezes se caracteriza pela aceitação do clientelismo. O desafio apresentado é de criar a vinculação necessária entre o representante e o representado, entre o espaço e o poder público, entre o espaço e a sociedade. A renovação do seu corpo de representantes parece dificultada pelas disfunções na sua organização e pela aparente retração da sociedade civil dos processos deliberativos. O conhecimento por parte dos conselheiros sobre o papel do conselho, sobre as funções dos conselheiros e sobre as temáticas colocadas em pauta nas reuniões plenárias ainda é buscado para qualificar a deliberação. O que se notou no conselho é um complexo de relações marcadas por embates, por diferenças sociais, econômicas e políticas. Embora se observe desafios a serem superados, os entrevistados sinalizam a determinação para continuar resistindo num ambiente que se mostra adverso a formas de gestão pública mais participativa.AbstractThe objective of this article is to understand how social participation is configured in the Municipal Health Council of Belo Horizonte - Brazil. In order to do so, we used semi-structured documents and interviews, taking into consideration the data collection of the counselors, ex-advisers, and other interested persons (political activist, legislator, government tax) in 2013. As a result, through content analysis, that the said deliberative space is occupied by people with distinct historical and cultural roots and, therefore, present different conceptions for this space and for the forms of its organization. Some members of the council are imbued with civic virtues, others emphasized by subservient acceptance, which is sometimes characterized by the acceptance of patronage. The challenge presented is to create the necessary link between the representative and the represented, between space and public power, between space and society.

Abstract Applications that analyze and process natural language can be used for things like named entity recognition, anonymization, topic extraction, sentiment analysis. In most cases, these applications use the plain text of a document, and may add or change markup. This causes problems when the original document already contains markup that must be preserved. The text to be analyzed may run across markup boundaries, and newly generated markup may lead to unbalanced (non well-formed) structures. This presentation shows how the Separated Markup API for XML (SMAX) can be used to apply natural language processing to XML documents. It preserves the existing document structure and allows for balanced insertion of new markup. A demonstration will be given of the use of SMAX for extracting and marking references in legal documents. This Link eXtractor was built for the Dutch center for governmental publications. SMAX and Simple Pipelines of Event API Transformers (SPEAT) will be available as open source software at the time of Declarative Amsterdam.
