It is of interest to evaluate the effectiveness of the “Tobacco Monitor” app in reporting violations of tobacco policy in the community. Hence, a study was conducted amongst the first and second-year undergraduate students of health science colleges of a University. Students were asked to register complaints related to tobacco violations on the tobacco monitor app. Registered complaints were verified by the National Forum for Tobacco Eradication (NFTE) and descriptive statistics were used in reporting the results. A total of 208 complaints on tobacco violation were registered through the Tobacco Monitor app, 163 valid complaints were identified and 45 reports were found invalid. 163 verified valid complaints by NFTE were transferred to the Non-Communicable Diseases (NCD) Cell, Maharashtra, India. It should be noted that anti-tobacco laws and national policies help to curb the menace of the tobacco epidemic to an extent. However, robust reporting and sustainable enforcement measures are required in implementing tobacco legislation effectively. We also report that youth are comfortable in using the Tobacco Monitor app for reporting violations on tobacco.

AbstractGreece had according to Eurobarometer 2017 the highest rates of secondhand smoke exposure in the European Union (87%). The main aim of this study was to understand the reasons for the non-enforcement of the anti-tobacco legislation. To do this, we created two different questionnaires, one for smokers and one for non-smokers, and we collected epidemiological data, data about the attitudes of Greeks towards smoking, second-hand smoke, and the smoke-free legislation, as well as data about some relevant behavioural patterns. In total 597 non-smoker questionnaires and 366 smoker questionnaires were collected, with the mean age of the participants being 40 years old. The majority of people claimed that smoke disturbs them and, interestingly, smokers responded that they consider disturbing others with their smoke, and especially when children are present. Additionally, smokers said they would slightly reduce going out if the smoke-free legislation was strictly enforced, while non-smokers would respectively slightly increase going out. Based on this observation and given the higher proportion of non-smokers than smokers, we can assume that there will be no negative impact to the eating and drinking establishments, as many people were speculating, but to the opposite, there might even be a small benefit from the implementation of smoke-free measures. Since 2019 the relevant legislation has been enforced, but due to the COVID-19 pandemic, the long-term implementation and the true outcomes of the relevant legislation are more difficult to study.

Abstract This article engages with the ongoing debate on regulatory chill in the context of the international investment regime. By analyzing trends in tobacco legislation and delineating empirical findings on policymaking, it examines the hypothesis that international investment agreements affect tobacco control legislation and lead to regulatory chill in Ukraine. The article finds no direct evidence of a causal linkage between the State’s investment treaty commitments and the level of tobacco regulatory standards. Instead, it argues that the regulatory deterrence is likely to be attributed to other determinants, including strong tobacco lobby, the State’s dependency on foreign direct investment and related capital flight concerns. In addition, it observes similar dynamics in relation to the pharmaceutical and food industries.
