Science journalism in Hindi in pre-independence India: A study of Hindi periodicals

Science journalism in Hindi originated in the late nineteenth century. Hindi literary periodicals provided the first platform for science to be discussed along with literature. The onset of the twentieth century witnessed a remarkable advance in Hindi literary writing, and science writing also flourished with this advance. A remarkable overlap and a complementary relationship between the development of Hindi literature and Hindi commentaries on sciences is evident. Equally important in this context was the backdrop provided by a politically contentious process of evolution of a ‘modern’, ‘standard’ Hindi, and by the anti-colonial freedom movement, yoked to the idea of cultural and economic nationalism. The article surveys certain popular periodicals that regularly published essays and commentaries on science and scientific subjects. These periodicals were instrumental in shaping the popular discourses on science. The article also underlines an overwhelming effort by the intelligentsia to seek a philosophical commensurability between modern science and ‘traditional’ schools of thought. It concludes that the predominance of these characteristics in Hindi science journalism was a reflection of the agenda of the Hindi intelligentsia, shaped by linguistic nationalism framed alongside or in conjunction with a revivalist perspective.

Commodities trade, river transport and colonialism: The Brahmaputra river valley in the nineteenth century

The article seeks to show how Assam’s riverine environment, and its natural resources, generated and inflected a process of commercialisation in the nineteenth century. Historically, present-day Assam was connected to the rest of the world through the Brahmaputra river and its tributaries. In the early decades of colonial rule, plants such as caoutchouc and tea were discovered in the valley. These developments, together with transportation networks built with state and private capital, heralded a new phase of commerce in the region. A rich scholarship in South Asian history has shown how the river played a crucial role in the economic changes in different regions. The article belongs in that scholarship but stresses the role of the river as an artery of transportation rather than as an agricultural resource. The river system facilitated Assam’s closer integration with the world economy and the colonial regime.

Keeping the master cool, every day, all day: Punkah-pulling in colonial India

This article studies how the distribution of the work of punkah-pulling in European households and barracks of colonial India involved European masters making gradually multiplying claims on their servants’ labouring time and how these claims fared in practice. The laborious task of punkah-pulling in such establishments was often resisted by native servants on counts of caste, custom or simply exhaustion. In the context of such conflicts, this article tries to understand how the colonial state and its legal and regulatory functions mediated the contested terrain of domestic and service work over the nineteenth century. Over the latter half of this century, punkah-pulling became a separate occupation, even as this occupation slid down the hierarchy of service work and became a more pronounced target of recurring racial violence. Against this background, the article also tries to grapple with the material limits encountered by the regimes of work involved in the cheap, day-and-night conduct of punkah-pulling that eventually led up to the acceptance of mechanised alternatives.

The Ghaznavid Empire of India

Almost all of our information on the Ghaznavids comes from two contemporary chronicles (one in Persian and one in Arabic) and a divan (poetic anthology) from the early eleventh century. The Arabic text is the Tarikh-i Yamini written by Abu Nasr al-ʻUtbi, and the Persian chronicle is the Zayn al-Akhbar by Gardizi. Virtually, all subsequent Persian chroniclers drew on the later Persian translation of the Yamini. After the Mughal period, a few used Gardizi as well. In the nineteenth century, H. M. Elliot translated parts of the Persian translation of ʻUtbi into English, which popularised that particular version of events in modern scholarship. This uncritical overreliance on a single source has led to perhaps the greatest misunderstanding of medieval Indian history. I will argue that the version of the Ghaznavid campaigns in ʻUtbi was meant strictly for the court of the ‘Abbasid caliph in Baghdad where a sufficiently learned audience could actually be expected to understand the very difficult Arabic of the text. The Yamini did not simply embellish reality but was actually trying to create a narrative that was in contradiction to and even independent of reality. It was part of a campaign of misinformation to hide the fact that the Ghaznavids were creating an Indian empire both as a network of tributary kings and as an open trade zone ruled by a king of kings symbolised by the elephant.

Is Indian sedition law colonial? J. F. Stephen and the jurisprudence on free speech

This article critically evaluates the characterisation of sedition law as colonial by analysing the arguments made by J. F. Stephen in opposing such a claim. While Stephen obfuscated the close links between the sedition law and the requirements of colonial governance, he made a persuasive case for how the sedition law was completely consistent with British ideas of liberty, utility, and the rule of law. Stephen’s arguments about legitimate limits to political liberties, particularly his critique of J. S. Mill in this regard, offer us an opportunity to question the presumed antithesis between colonial and metropolitan jurisprudence and trace their shared origins in British political thought. To that end, with Stephen as an interlocutor, this article critically analyses themes such as the defence of empire, colonialism, and the idea of improvement within a wider set of writings by British political philosophers, to arrive at an alternative understanding of British political liberalism. My article concludes that rather than ‘colonial difference’, the constitutive relation between sedition law and liberal jurisprudence better explains the prevalence of similar authoritarian laws within democratic regimes across the globe.
