Summary Neoliberal land reforms to increase economic development have important implications for biodiversity conservation. This paper investigates land reform in New Zealand’s South Island that divides leased state-owned stations (ranches) with private grazing leases into state-owned conservation land, private land owned by the former leaseholder and private land under protective covenant (similar to conservation easement). Conserved lands had less threatened vegetation, lower productivity, less proximity to towns and steeper slopes than privatized lands. Covenants on private land were more common in intermediate zones with moderate land-use productivity and slope. Lands identified with ecological or recreational ‘significant inherent values’ were more likely to shift into conserved or covenant status. Yet among lands with identified ecological values, higher-threat areas were more likely to be privatized than lower-threat areas. This paper makes two novel contributions: (1) quantitatively examining the role of scientific recommendations about significant inherent values in land reform outcomes; and (2) examining the use of conservation covenants on privatized land. To achieve biodiversity goals, it is critical to avoid or prevent the removal of land-use restrictions beyond protected areas.

SUMMARYHabitat banking and tradable development rights (TDR) have gained considerable currency as a way of achieving ‘no net loss’ of biodiversity and of reconciling nature conservation with economic development goals. This paper reviews the use of these instruments for biodiversity conservation and assesses their roles in the policy mix. The two instruments are compared in terms of effectiveness, cost effectiveness, social impact, institutional context and legal requirements. The role in the policy mix is discussed highlighting sequential relationships, as well as complementarities or synergies, redundancy and conflicts with other instruments, such as biodiversity offsets and land-use zoning.Habitat banking and TDR have the potential to contribute to biodiversity conservation objectives and attain cost-effective solutions with positive social impacts on local communities and landowners. They can also help to create a new mind-set more favourable to public-private cooperation in biodiversity conservation. At the same time, these policy instruments face a number of theoretical and implementation challenges, such as additionality and equivalence of offsets, endurance of land-use planning regulations, monitoring of offset performance, or time lags between restoration and resulting conservation benefits.A clear, enforceable regulatory approach is a prerequisite for the success of habitat banking and TDR. In return, these schemes provide powerful incentives for compliance with regulatory norms and ensure a more equitable allocation of the benefits and costs of land-use controls and conservation. Environmentally harmful subsidies in other policy sectors as well as alternative offset options, however, reduce the attractiveness and effectiveness of these instruments. Thus, the overall performance of habitat banking and TDR hinges on how they are integrated into the biodiversity conservation policy mix and fine-tuned with other sectoral policies.

The effects of climatic changes, progressing urbanization and improved environmental controls on the simulated urban stormwater quality in a northern Sweden community were studied. Future scenarios accounting for those changes were developed and their effects simulated with the Storm Water Management Model (SWMM). It was observed that the simulated stormwater quality was highly sensitive to the scenarios, mimicking progressing urbanization with varying catchment imperviousness and area. Thus, land use change was identified as one of the most influential factors and in some scenarios, urban growth caused changes in runoff quantity and quality exceeding those caused by a changing climate. Adaptation measures, including the reduction of directly connected impervious surfaces (DCIS) through the integration of more green spaces into the urban landscape, or disconnection of DCIS were effective in reducing runoff volume and pollutant loads. Furthermore, pollutant source control measures, including material substitution, were effective in reducing pollutant loads and significantly improving stormwater quality.

This study examines the impact of projected land use changes in the context of growing production of industrial wood pellets coupled with expected changes in precipitation and temperature due to the changing climate on streamflow in a watershed located in the northeastern corner of the Oconee River Basin. We used the Soil and Water Assessment Tool (SWAT) for ascertaining any changes in streamflow over time. The developed model was calibrated over a seven-year period (2001–2007) and validated over another seven-year period (2008–2014). Any changes in streamflow were simulated for a combination of 10 land use and climate change cases, from 2015 to 2028, under the two scenarios of High and Low Demand for industrial wood pellets. Our results suggest that streamflow is relatively stable (<1% change) for land use and temperature-related cases relative to the base case of no change in land use and climate. However, changes in precipitation by ±10% lead to considerable changes (±25%) in streamflow relative to the base case. Based on our results, expected changes in precipitation due to the changing climate will determine any changes in the streamflow, rather than projected land use changes in the context of rising demand for industrial wood pellets for export purposes in the selected watershed, keeping land under urban areas as constant. This study contributes to our broader understanding of the sustainability of the transatlantic industrial wood pellet trade; however, we suggest undertaking similar research at a larger spatial scale over a longer time horizon for understanding trade-offs across carbon, biodiversity, and water impacts of the transatlantic industrial wood pellet trade.

A framework was developed for the construction of an objectives hierarchy for multicriteria decisions in land use planning. The process began through identification of fundamental objectives; these were iteratively decomposed into a hierarchy of subobjectives until a level was reached at which subobjectives had measurable attributes. Values were derived for attributes through a variety of methods and weights assigned to objectives through preference elicitation. The framework assumed that the objectives could be incorporated into a linear value function; this required attributes to satisfy preference and difference independence conditions. Strategies were developed to address typical features that distinguish land use decisions from many other multicriteria decisions. The methodology was illustrated with a case study of land use planning in a forestry concession in the Merauke region of Papua Province, Indonesia. The problem involved severe hard constraints; the analysis showed how these can be accommodated within the framework. Results integrated interests and preferences of a diverse set of stakeholders (resident peoples, developers, and conservation professionals) and were intended for implementation. This methodology is extendible to other land use problems.
