although the Global Education Reform Movement has been adopted as a guide-line to follow in modern Russia, it was not given enough thought in the universities com-munity. Meanwhile, a transformation of the Russian educational space – including pri-mary, secondary, high schools and higher education institutions – follows the worldwide trends of challenges. It is noteworthy that in 2018, the GERM Hypothesis has marked its thirtieth anniversary. Until this point in time, it went through a global experimental testing stage. Many countries have gained much experience from adopting the GERM hypothesis. The time has arrived to critically re-evaluate the lessons drawn from the inductive learn-ing. For this purpose, one must return to the fundamentals in order to understand where and what the critical factors of success or failure are laying and to pass again through the spiral of perfection.

O Movimento de Reforma Educacional Global (Global Education Reform Movement –GERM) está se expandindo internacionalmente e alcançando países que aparentavam ser imunes a essa abordagem de reforma educacional até muito recentemente. Assim, os sistemas educacionais do mundo têm sido cada vez mais articulados em torno de três princípios políticos principais, a saber: responsabilização, padrões e descentralização. As avaliações nacionais em larga escala (National large-scale assessments – NLSAs) são um componente central do GERM; essas avaliações têm sido cada vez mais usadas para fins de responsabilização, bem como para garantir que as escolas alcancem e promovam padrões de aprendizado centralmente definidos e avaliáveis. Neste artigo, testamos essas premissas com base em um banco de dados novo e original sobre NLSAs, bem como em dados provenientes dos questionários do Programa de AvaliaçãoInternacional de Estudantes (Programme for International Students Assessment – PISA). Também discutimos como diferentes teorias sobre a disseminação/globalização de políticas explicam a disseminação internacional das NLSAs e da responsabilização baseada em testes em todo o mundo, além de refletirmos sobre o potencial de uma abordagem de sociologia política para analisar esse fenômeno globalizante.

In this editorial, the authors situate the opt-out movement in the broader context of resistance to the global educational reform movement and its specific playing out in the USA in relation to the opt-out movement. The editors review the 11 articles and commentary and discuss the contributions of the collection as a whole to the literature. They note the contribution of the special issue to the literature on the application of social movement theory to educational politics and the literature on resistance to the global education reform movement.

Academic advisors and counselors of future teachers can have a great impact on the status of education and its reform by attracting top-notch students into the field and by providing encouragement to those who select teaching as their career. Consequently, advising in teacher education programs should elicit top priority in funding and rewards. In this article, several suggestions are outlined for teacher education advisors who wish to become leaders in the education reform movement and who are concerned about dealing more effectively with students entering the profession of teaching.
