‘The Final “Thank You”’ uses the work of Jacques Derrida and Friedrich Nietzsche to think the occasion of the 1995 rugby World Cup, hosted by the newly democratic South Africa. This paper deploys Nietzsche's Zarathustra to critique how a figure such as Nelson Mandela is understood as a ‘Superman’ or an ‘Overhuman’ in the moment of political transition. The philosophical focus of the paper, however, turns on the ‘thank yous’ exchanged by the white South African rugby captain, François Pienaar, and the black president at the event of the Springbok victory. It is the value, and the proximity and negation, of the ‘thank yous’ – the relation of one to the other – that constitutes the core of the article. 1

AbstractAtmospheric circulation is a vital process in the transport of heat, moisture, and pollutants around the globe. The variability of rainfall depends to some extent on the atmospheric circulation. This paper investigates synoptic situations in southern Africa that can be associated with wet days and dry days in Free State, South Africa, in addition to the underlying dynamics. Principal component analysis was applied to the T-mode matrix (variable is time series and observation is grid points at which the field was observed) of daily mean sea level pressure field from 1979 to 2018 in classifying the circulation patterns in southern Africa. 18 circulation types (CTs) were classified in the study region. From the linkage of the CTs to the observed rainfall data, from 11 stations in Free State, it was found that dominant austral winter and late austral autumn CTs have a higher probability of being associated with dry days in Free State. Dominant austral summer and late austral spring CTs were found to have a higher probability of being associated with wet days in Free State. Cyclonic/anti-cyclonic activity over the southwest Indian Ocean, explained to a good extent, the inter-seasonal variability of rainfall in Free State. The synoptic state associated with a stronger anti-cyclonic circulation at the western branch of the South Indian Ocean high-pressure, during austral summer, leading to enhanced low-level moisture transport by southeast winds was found to have the highest probability of being associated with above-average rainfall in most regions in Free State. On the other hand, the synoptic state associated with enhanced transport of cold dry air, by the extratropical westerlies, was found to have the highest probability of being associated with (winter) dryness in Free State.

This article reports on a study that examined the levels of young children’s wellbeing and involvement in centre-based provision (birth to five years) at child, group and setting level1 in Free State, South Africa. The study was funded by the FlemishDepartment of Education and was executed in collaboration with the Free State Department of Education and the University of Free State. Nineteen settings were included in the study. The average setting was registered for 121 children (with ratio’svarying from 30 to 326 children registered). Foundation Phase students from the 2nd and 3rd year of study at the University of Free State collected data through observation tools designed by the Centre for Experiential Education at Leuven University, Belgium. The core instrument uses the Leuven scales for well-being and involvement. Results of the study indicate that overall scores for well-being and involvement are low, but also that there are huge differences between different groups and settings. Thus, indicating that early childhood education in centre-based provision makes a difference.

The main objective of this article is to analyse the issue of onus emanating from the enforcement of unilateral changes to conditions of employment. At the heart of the controversy that has faced the Labour Appeal Court was how to interpret dismissals that appear to be based on operational requirements, and yet at the same time, such dismissals also appear to have the effect of compelling an employee to accept a demand in respect of a matter of mutual interest between the employer and the employee. The core section in the Labour Relations Act 66 of 1995 relating to disputes of this nature is section 187(1)(c) of the Act, and the central enquiry to such disputes is whether they are automatically unfair or operationally justifiable. The fine line that determines whether a dismissal is acceptable or not merits an analysis of the overall onus that faces an employer and employee. This analysis is the focus of the article, which deals predominantly with procedural issues. The issue relating to the promotion of collective bargaining will be assessed against the right to dismiss, based on an analysis of the situation in South Africa, and a brief comparison with the situations in the United Kingdom and Canada. Thereafter, recommendations are made to the South African legislature.

By appropriating the notions of journey and exile—that are at the core of Dante’s life and work—the texts we are examining in this publication are able to refer to/relate to the conditions of exile, exclusion, and segregation that were proper to Apartheid and still affect post-Apartheid South Africa. The works of Erich Auerbach and Franco Fortini (who unexpectedly in the 1980s accepted an invitation of the University of the Witwatersrand in Johannesburg) help us to read these texts within the wider frame of 20th and early 21st interpretations and rereading of Dante’s Commedia.

Prominent Irish philosopher Richard Kearney’s notion of ‘carnal hermeneutics’ is introduced by applying it to a case study of a recent event that took place at one of South Africa’s university campuses. The narrative assists in illuminating some of the core principles of carnal hermeneutics and illustrates the applicability of carnal hermeneutics as a ‘diagnostic caring for lived existence’. In the process, an analysis is also given of the event in question, which is connected to what has widely been labelled as ‘blackface’. Despite the considerable volume of material produced by scholars in recent times on the political and social relevance of Africa’s religious revival, policy makers and development workers continue to pay only scanty attention to religion in their work. In cases, where some attention is paid to religion, the focus has been on institutions and public-spirited religious personalities. Most policy makers and development workers seem more comfortable to deal with these than the core religious elements such as rituals. Based on discussion of data drawn from a study of the Corinthian Church of South Africa (CCSA), this paper argues that aspects of religion such as beliefs and rituals, which are often ignored in development work constitute an important “spiritual capital” that can enrich social capital; and that if these are taken account of in social policy crafting, they will provide a new vista to some of the developmental challenges of Africa.

South Africa is one of the world's most unequal societies. Social disparities provoke massive social protests, considered to be among the most frequent worldwide. Some of these are class-based, and members of the middle class are often perceived as part or even at the core of such initiatives. However, neither in South Africa nor in other cases is it clear how stratification – and middle-class positions in particular – relate to and translate into protest and political goals for social change. Against this backdrop, a conference on middle classes and protest, which took place from 17 to 21 March 2017 at the Stellenbosch Institute for Advanced Study (STIAS), explored and discussed how middle classes and social protest are linked in African settings and other contexts of the so-called global South.

Mid-tropospheric cut-off low (COL) pressure systems are linked to severe weather, heavy rainfall and extreme cold conditions over South Africa. They occur during all the above and often result in floods and snowfalls during the winter months, disrupting economic activities and causing extensive damage to infrastructure. This paper examines the evolution and circulation patterns associated with cases of severe COLs over South Africa. We evaluate the performance of the 4.4 km Unified Model (UM) which is currently used operationally by the South African Weather Service (SAWS) to simulate daily rainfall. Circulation variables and precipitation simulated by the UM were compared against European Centre for Medium-Range Weather Forecast’s (ECMWF’s) ERA Interim re-analyses and GPM precipitation at 24-hour timesteps. We present five recent severe COLs, which occurred between 2016 and 2019, that had high impact and found a higher model skill when simulating heavy precipitation during the initial stages than the dissipating stages of the systems. A key finding was that the UM simulated the precipitation differently during the different stages of development and location of the systems. This is mainly due to inaccurate placing of COL centers. Understanding the performance and limitations of the UM model in simulating COL characteristics can benefit severe weather forecasting and contribute to disaster risk reduction in South Africa.
