Strategic environmental assessment (SEA) has often been identified as a key tool to contribute to sustainable development. This special issue of the Journal of Environmental Assessment Policy and Management focuses on European SEA practice between 2003 and 2010 to critically evaluate SEA links to sustainable development and similar, difficult to define, high-level policy objectives: democratisation, good governance, agri-environmental objectives, and environmental justice. The papers centre upon the three main topics covered by the different research: SEA outcomes being directly related to policy goals; an analysis of the absence of SEA applied to "positive" policy objectives; and the realism of associating SEA with high-level policy objectives. In particular, this paper calls for greater critical engagement with this latter topic, identifying a need to examine why associations are made between SEA and policy goals.

The paper presents an overview of experiences of public participation within planning, summarized in the "ladder of citizen participation". Further, considering that Strategic Environmental Assessment (SEA) is seen as an instrument for operationalizing the sustainable development strategy, the stress is on the place, role and scope of public participation in SEA within planning. Special attention is given to the status of SEA regarding public participation in planning in Serbia. One of the conclusions of the paper is that by introduction of the "Plan for public participation" as a legal obligation, it could be the way for operationalizing pubic participation and further, enhancement of participation in planning. .

The article reveals the conceptual aspects of the implementation of sustainable development at the local territorial level through the application of strategic environmental assessment procedures in Ukraine in the context of decentralization of management. Emphasis is placed on the importance of local territorial development through strategic environmental assessment and implementation of the principles of sustainable development, which our country needs today on the path to European integration. The scientific and practical relevance of the proposed study is due to the need to develop and improve effective regulatory economic mechanisms that can ensure sustainable development at the local level through the effective conduct of strategic environmental assessment of state planning documents. The article is devoted to applied issues of implementation and realization of sustainable development at the local level. The theoretical essence and content of strategic environmental assessment are studied. Sustainable development is considered as a necessary and integral element of local development as a basis for harmonious ecological and economic development of the territory on the basis of the most efficient use of resources and preservation of potential for future generations. The subjects of SEA at the local level and their functions are generalized. SEA has been shown to provide a focus on a comprehensive analysis of the potential environmental impact of planned activities and to use the results of this analysis to prevent or mitigate environmental impacts in the strategic planning process. Examples of ensuring the principles of sustainable development in the conduct of SEA of state planning documents are proposed. The relationship between the basic principles of sustainable development and SEA is revealed. The expediency of integration of strategic ecological assessment into sustainable development of the territory is substantiated. Prospects for the elimination of negative environmental consequences from the implementation of the proposed strategic actions with the conduct of SEA are outlined. The main tasks of SEA in the implementation of sustainable development at the local level are identified.

Government policy relies on the balance of economic and environmental conservation activities to achieve sustainable development. In the perspective of legal studies, this study employs normative legal research and empirical legal research methods, particularly descriptive analysis and qualitative analysis method. Cirebon City does not have a Strategic Environmental Assessment regarding coastal development management policy due to lack of Human Resources, institutional and budgetary constraints. Conservation activities are required to maintain the diversity of aquatic biota through habitat rehabilitation as well as flora and fauna preservation. Therefore, potential excavation, potential zone arrangement and formulation concept of coastal zone and small islands management system are conducted through arranging Strategic Environmental Assessment. This is are crucial considering the current condition of Cirebon City’s Coast along 7 (seven) kilometers. Approximately 20% of the coast suffer severe damage. This damage occurs due to people’s behavior who cut down the mangrove trees for their daily needs.Keywords: Strategic Environmental Assessment, Conservation
